中国能源安全研究进展

Abstract: 作为世界最大的发展中能源消费和生产大国,能源安全成了21世纪中国资源持续开发的核心问题,能源安全主要由能源供应的稳定性和能源使用的安全性两个部分组成。过去中国在影响能源安全的生产、运输、消费各环节及能源安全的法律保障等方面研究取得了一定进展,但是由于我国大规模工业化时间还很短,对能源安全这一复杂的系统研究不够,导致了对国家能源形势判断屡屡出现失误。中国能源安全正在经历从供应保障的稳定性为主向使用的安全性为主过程的转变,迫切需要重新思考中国能源安全问题,重点对国家能源安全的阶段性及特征、能源消费变化和环境破坏代价、能源保障空间组织、能源管理体制、能源价格、能源对外依存及代价、替代能源开发及风险等问题作全面系统研究。
中国能源保障基本形势分析

Abstract: 国家能源保障目标由两部分组成第一,能源供应的稳定性,指满足国家人口发展正常需求的能源供应保障的稳定程度;第二,能源使用的安全性,指能源消费及使用不应对人类自身的生存与发展环境构成任何威胁。本文从影响能源保障的能源资源基础、生产与消费、运输、生产与消费对环境影响等方面分析了中国能源保障的基本形势,总体来说中国目前能源保障重点集中在能源供应保障层面上,立足于自身的资源基础及生产与消费空间高度分离的特点建立起了庞大的能源保障体系,对能源使用安全尽管已经引起了高度的重视,但是由于现实经济的压力和认识上的不足实质性的措施还很少。未来我国应该立足能源保障基本形势,从供应稳定性和使用安全性出发构筑稳定、经济、清洁、安全的能源保障体系。

Abstract: 对旋转对固体火箭发动机的影响进行了初步探讨。给出了旋转对推进剂应力应变的影响、产生的热力学方面的影响及旋转引起的气体动力学的影响等的分析计算模型。并在内弹道计算的基础上,对上述影响引起的发动机性能的变化进行了分析比较,得出了有意义的结论。
n2o单组元微推进系统及其喷管流场的初步研究

Abstract: 针对利用n2o单组元催化分解产生热气、用于精确控制飞行器姿态的微推进系统,提出了初步的系统方案和主要设计参数。通过数值仿真,对设计推力为1n的微推进器喷管在高空工况的内流场和真空羽流场进行了研究。计算得到喷管的推力为1.041n,比冲为1922.7n.s/kg,从而验证了喷管相关设计参数的合理性。理论分析为后续的地面试验件的设计加工及其热试车提供了有益的参考。

Abstract:

本文利用计算流体力学(CFD)方法对某型燃油加热器进行了数值计算。考虑浮升力作用的自然对流换热及燃油流动带来的强制对流换热,研究了不同布置方案对燃油加热器内部温度场分布的影响,结果表明:当进口在上方时,出口温度要高于其他工况。最后进行了电加热器非稳态流场的计算,分析了电加热器静态预热温度场,给出了电加热器预热的时间范围,并结合非稳态温度场结果分析了监测点布置方案。

This paper investigates the Fuel-oil Electric Heater (FEH) flow field using CFD method. Both natural convection caused by buoyancy lift and forced convection caused by oil flow have been considered; the effects of equipment arrangement on temperature field distribution have been analysed. The results show that when inlet is located above, the outlet temperature is higher than other cases. At last, the unsteady flow field has also been calculated for preheating process, and the preheating time range and temperature sensors’ location have been pointed out.

Abstract: As one of the largest energy consumers and producers in the world, China has faced great challenges of energy security on the way of modernizing itself. Energy security mainly concludes reliable energy provision and safe energy use. The paper reviews the progress in China's energy security, energy strategy and law related energy problem. Though great progress has been made in energy security, there are many shortcomings, such as false energy prediction in some years, mainly because of the short industrialization history of China and weak researching on the complex energy system. It is the time to rethink energy security when China is turning from reliable energy provision to safe energy use. Based on researching, the paper points out that China should attach greater importance to energy security researching, including the phase of energy security, changing of energy consumption, energy management, energy price, law related energy problem and the development of renewable and new energy. The government should adapt its management to the market economy. Resource-price reform must be accelerated and prices should be decided by the market as much as possible. China must also develop its reproducible energy resources. In conclusion, solving energy security problem requires the participation of the entire nation.

Abstract: As one of the largest energy consumers and producers in the world, China has faced great challenge in energy security on the way of modernizing itself. Energy security mainly includes reliable energy provision and safe energy use. Reliable energy provision cares about whether a country's energy supply could meet its demand for population and economic development. Safe energy use tells us that we should reject the pattern of energy use at the cost of polluting environment. The paper analyzes the situation of China's energy security based on the analysis of energy resource base, balance between energy production and consumption, energy transportation and side effect of energy consumption. Owing to the pressure of economic development, China has placed much more emphasis on the security of energy provision than safe energy use, though it realized the importance of the latter in the past years. While it built its energy provision system, it polluted the environment greatly at the same time in such ways as lots of CO2 emissions, which contribute to the global warming, and the sinking of the earth's surface caused by coal mining. So it is time to rethink the goal of energy security. Energy security, as a determinant factor to the modern society, will become an increasingly sensitive issue in China when the country makes great strides in modernizing itself; and it could become even more sensitive in the next twenty to thirty years when China's population growth and economic development imposes more pressure on the national energy supply system continuingly. Based on the basic situation of China's energy security, this paper suggests that a new energy policy, including reliable energy provision and safe energy use, be needed for China's sustainable development in the future.

Abstract: 基于系统论原理,从能源系统角度出发,全面剖析当今世界的能源储量分布、生产、运输和消费空间分布状况以及它们之间的联系,同时分析贯穿能源系统问题的3个量(总量、增量、均量)和2个结构(能源种类结构,能源地区结构)。探讨了世界能源地缘政治格局及其对中国的影响。最后提出世界能源空间格局对中国能源战略的启示要建立能源系统观;改进能源消费结构、发展新兴替代能源,实施资源节约战略、结构多元化战略;发展多方位能源供应渠道,实施运输保障战略、能源外交战略,重新建立适应新形势的稳定、经济、清洁、可持续的能源保障体系。

Abstract: 介绍了一种用于固液火箭发动机试验的瞬时燃速分析方法,运用该方法对h2o2/htpb固液火箭发动机单室双推力长时间热试车试验进行燃速分析,拟合得到该工况下的燃速公式为=1.847×10-2g0.7304o。根据燃速公式等计算结果对一次发动机试验进行了预估,计算得到的预估内弹道性能曲线与试验结果吻合较好,验证了该瞬时燃速分析方法的可行性,为发动机工作时间较长、氧化剂流率变化较大时的燃速分析提供了一种途径。

Abstract: Based on system theory,the paper analyzes the spatial pattern of world energy including energy resource base,energy production,energy consumption,energy transportation and the internal connection among them.The paper also analyzes three amounts(total amount,increment,average) and two structures(category structure,regional structure),and discusses the pattern of world energy geographical politics and the impact on China.Some suggestions are made as follows.First of all,we must acquire a correct energy system outlook;what's more,China should constantly improve energy consumption structure,develop new energy sources,and carry out resource saving strategy and structural diversity strategy;finally,China must seek various energy import channels,carry out energy transportation strategy and energy diplomatic strategy,and establish a new steady,economic,clean and sustainable energy security system.
