地方财政视角下的农民市民化成本

Abstract: 摘要 中国城市化的核心在于进城农民的市民化,而农民市民化的关键是城市基本公共服务的均等化,而公共服务又必然涉及相应的财政支出。为合理有序地推进城市化进程,有必要对城市地方政府相应的财政成本进行测算。本文在现有研究的基础上,根据城市区域划分和规模大小分别测算不同地区大中型城市各项基本公共服务的年人均财政投入,并以之推算出2014年—2020年农民市民化的地方财政成本增量、流量和总量。由于农民市民化财政成本具有动态累积性,并非一次性支付,在达到稳定状态前必然导致地方财政压力会逐年递增,为缓解资金来源问题,仅靠土地转让的一次性收入必不可取,应建立统筹人口、土地和财政政策的“人—地—财”挂钩机制,缓解城市化进程中的财政成本压力。
论隐伏金属矿勘查的技术调整

Abstract: 我国金属矿勘查已进入找隐伏矿的新阶段,勘查技术和组织结构必须作必要的调整,才能适应这一新的形势。传统习惯和专业偏见应予克服,使地质物化探工作得到最佳的协调,使物化探充分发挥找深部矿的主力军作用。只有利用大量定量的物化探数据,并依据新的地质成矿理论模型,才能找到深部矿体。管理体制的改革和充分的投资将是完成上述务任的保证。相信今后十年,高精尖技术科学将在地学领域中有所突破,体制改革将取得良好的进展,找矿难的局面必将扭转。各条战线的勘探人员必须为金属矿产勘查的腾飞做好准备。
农地制度改革中的村治结构变迁
The Change of Village Governance Structure in China’s Farmland System Reform

Abstract: 建国以来,我国农村土地经历了运动式的规模经营、家户制的个体经营和市场化的规模经营三次大的农业经营制度变迁,村庄治理结构也相应地发生了三次嬗变。农地规模经营背景下,内生型工商资本对村庄治理的影响具有多样性,而外来资本对村庄治理结构的冲击,使得村庄经历了治理主体的非对等性进出、治理资源的非均衡性流动和治理方式的非规范性建构。研究发现,村组织、地方政府和国家政策是影响现阶段村庄治理结构的重要变量。因此,本文拟从坚持村社自主性、健全利益协调机制、发展基层治理体制、优化惠农政策的实施细节、培育内生型新型经营主体和追踪总结试点经验几个方面提出改进建议,以回应村庄治理结构的变迁。
Since the founding of the PRC, China has experienced three major changes of the farmland management system:the People"s Commune stage, the household responsibility system stage and the farmland scale management stage, the village governance structure also has occurred three changes along with the process. In the context of the farmland scale management, the native agricultural enterprises have a complicated impact on the village governance structure, and the external capital have a great impact on the village governance structure, leading to pluralism of governance subject, unbalanced flow of governance resource and nonstandard establishment of governance style. The study found that village organizations, local governments and national policies are important variables that affect the village governance structure at this stage. Therefore, this paper puts forward some suggestions to improve the village governance structure from the aspects of adherence to the "village autonomy", the improvement of the interest coordination mechanisms, the development of the grassroots governance system, the optimization of the implementation details of the benefiting-agriculture policies, the cultivation of the native new agriculture management subjects and the follow-up of the pilot experience.
旋风分离器三维流场的测定

Abstract: 在φ400mm及φ830mn两个实验模型上,用五孔探针及热线风速仪较详尽地测定了旋风分离器的三维速度场以及湍流强度场.除切向速度分布验证了前人结果外,得到了径向速度非轴对称性,轴向速度分布中心处存在滞流、倒流、湍流强度在中心有单峰分布等结果,并初步考察了二次流引起的上涡环问题.
利用前茬作物残茎根防除直播稻田杂草

Abstract: 采用滤纸培养皿法,研究了五种油菜和七种小麦残茎根对直播稻田主要杂草千金子、稗草和鳢肠的化感抑草作用,并采用模拟大田环境的盆钵法对抑草作用较强的品种进行验证试验和对下茬水稻的安全性进行评估。结果显示:史力丰和汇油50两个油菜品种的水提取液对三种杂草均表现出较好的抑制作用,尤其对千金子的萌发抑制作用较强,抑制率分别为65.33%和55.33%,对杂草的幼根也具有十分明显的抑制作用,化感指数RI值分别达到-0.82和-0.85;不同浓度的史力丰残茎根的水提取液对杂草表现出低浓度促进、高浓度抑制的现象;模拟大田试验中,史力丰的残茎根在25?kg/m3的混土用量下能很好地抑制千金子、稗草和鳢肠生长,RI值分别可达-0.91、-0.64和-0.67,且对水稻较安全。研究表明,在田间留一定量的史力丰残茎根进行浅耕混土处理是杂草生态防除的一项有效措施。
基于左心室辅助装置和心血管耦合模型的反流研究
Study on regurgitation using the coupling model of left ventricular assist device and cardiovascular system

Abstract: 反流是左心室辅助装置(LVAD)在运行过程中转速过低时出现的一种异常工况,会导致 LVAD 无法辅助自然心脏泵血,影响患者健康。根据反流程度的不同,本文定义了三种 LVAD 反流状态:无反流、轻度反流和重度反流,并基于动态封闭容腔理论,提出反流系数(RI)对其进行分级。数值结果表明,患者处于运动、静息和睡眠状态时,无反流和轻度反流的临界转速分别为 6 650 r/min(运动)、7 000 r/min(静息)和 7 250 r/min(睡眠状态),对应 RI 值为 0.401、0.300 和 0.238;轻度和重度反流的临界转速分别为 5 500 r/min(运动)、6 000 r/min(静息)和 6 450 r/min(睡眠状态),对应 RI 值为 0.488、0.359 和 0.284。此外,RI 与转速呈负相关,确定相应的临界转速即可实现 LVAD 反流的分级。因此本文研究结果显示,基于流量信号的检测参数 RI 能有效地区分 LVAD 的反流状态,便于 LVAD 的反流检测,为 LVAD 的高可靠性控制系统的制定提供理论依据和技术支持。
Regurgitation is an abnormal condition happens when left ventricular assist devices (LVADs) operated at a low speed, which causes LVAD to fail to assist natural blood-pumping by heart and thus affects patients’ health. According to the degree of regurgitation, three LVAD’s regurgitation states were identified in this paper: no regurgitation, slight regurgitation and severe regurgitation. Regurgitation index (RI), which is presented based on the theory of dynamic closed cavity, is used to grade the regurgitation of LVAD. Numerical results showed that when patients are in exercising, resting and sleeping state, the critical speed between slight regurgitation and no regurgitation are 6 650 r/min, 7 000 r/min and 7 250 r/min, respectively, with corresponding RI of 0.401, 0.300 and 0.238, respectively. And the critical speed between slight regurgitation and severe regurgitation are 5 500 r/min, 6 000 r/min and 6 450 r/min, with corresponding RI of 0.488, 0.359 and 0.284 respectively. In addition, there is a negative relation correction between RI and rotational speed, so that grading the LVAD’s regurgitation can be achieved by determining the corresponding critical speed. Therefore, the detective parameter RI based on the signal of flow is proved to be able to grade LVAD’s regurgitation states effectively and contribute to the detection of LVAD’s regurgitation, which provides theoretical basis and technology support for developing a LVADs controlling system with high reliability.
泡沫波纹复合夹心梁等效弹性常数的 推导及其振动特性研究

Abstract: 基于材料力学中材料的连续性、小变形等基本假设,在符合变形协调方程的条件下,设结构由面板承受弯扭,泡沫芯体承受剪切,推导出了泡沫波纹复合夹心梁芯体的等效弹性常数,并且建立了有限元二维等效模型和三维实体模型;通过对泡沫波纹复合夹心梁的模态进行实验研究和数值计算,对比分析了实验数据和计算结果,从而验证了所推导的等效弹性常数的正确性。此外,进一步研究了泡沫波纹复合夹心梁的几何参数对其固有振动特性的影响,结果表明:随着面板厚度增加,结构的固有频率升高;随着波纹肋板厚度、泡沫芯体密度或胞元数的增加,结构的固有频率降低。
Under the basic assumptions of material continuity and small elastic deformation and obeying deformation coordination, sandwich panel being subjected to bending and torsion, and foam core subjected to shearing, the equivalent elastic constants of the foam??corrugated composite sandwich structure are derived and the corresponding two??dimensional finite element equivalent model and three??dimensional solid model are established. A comparison between the modal experiment of foam??corrugated composite sandwich beam and finite element calculation indicates the correctness of the deduced equivalent elastic constants. The influence of several key geometrical parameters of the foam??corrugated composite sandwich structure on the natural vibration performance is further discussed. It is found that with the increasing panel thickness, the natural frequency heightens; with the increasing thickness of corrugated ribs, foam core density or number of cell, the natural frequency lowers
