Abstract: 从制度发生学的视角考察,金融体制开放改革中民间借贷“阳光化”的发展是公司融资等因素合力作用的结果,属于市场理性进化的产物。对于金融垄断的破除与改革,我国应在强化金融监管的前提下,放松、鼓励、培育并引导民间金融的渐进式发展,而非通过抑制、阻碍民间金融的发展来维护正规金融的垄断利益。法律在这一进程中,应当积极回应民间金融制度化发展的立法诉求,进行相关规则的设计与调控,继而维护民间金融的规范化成长,培育和强化其同正规金融充分竞争、共同发展的品格。

Abstract: 当代所能观察到并能展开科学研究的优秀农业文化遗产,绝大多数都定型于“前工业文明”诸文明形态。由于受到社会整合力和科学技术的限制,这样的优秀农业文化遗产必然具有鲜明的地域性,而且主要是凭借经验和教训的积累,去健全和完善人与所处自然与生态系统的和谐关系。这就使得凡被确认的优秀农业文化遗产,其中必然包含众多本土知识和技术,但在其后的历史发展进程中,在“工业文明”的强势干扰下,这样的本土知识和技术大多都会变的隐而不显,不经系统的发掘和整理,就难以发现其间的科学性和合理性,以及在当代的可利用价值。以至于要对优秀的农业文化遗产进行科学的价值认定,都需要借助相关的本土知识和技术提供认证依据,才能确保优秀农业文化遗产的传承和创新成为可能。
In general, substantially all of the outstanding agricultural cultural heritage, which is observed and researched in contemporary era, can be classified as civilization forms before industrial civilization. Due to the restriction from social integration and science technology, the outstanding agricultural cultural heritage usually show distinctive regional characters. Meanwhile, these heritage above can improve the harmonious relationship between human, nature and ecosystem, through experience and lessons accumulating. Therefore, the confirmed outstanding agricultural cultural heritage inevitably include numerous local knowledge and technology. In the subsequent history development process, especially under the mighty disturbance of industrial civilization, the local knowledge and technology included are blear. Without systematic excavation and arrangement, it is difficult to find their scientific, rationality as well as contemporary available value. As result, when making scientific value judgment to the outstanding agricultural heritage, we need the evidence provided by the relevant local knowledge and technology, to ensure the possibility of their heritage and innovation.
洞庭湖流域水资源可持续利用度模糊综合评判

Abstract: 水资源可持续利用是经济和社会可持续发展的重要条件。本文以洞庭湖流域水资源系统为例,采用模糊识别模型,充分考虑洞庭湖流域水资源分布及其利用特点,选取评价指标并建立模型,得到流域内各水系近几年水资源可持续利用程度评价值。研究表明,洞庭湖流域各水系中沅江水资源的可持续利用程度最高,而洞庭湖区最低。2011年洞庭湖流域的可持续利用程度较往年有所下降,整个洞庭湖流域的水资源可持续利用程度还有较大的上升空间。研究结果对于促进流域水资源安全有效利用,经济、人口与生态环境的协调发展有重要意义。
The sustainable use of water resources is a very important condition of economic and social sustainable development. The fuzzy recognition model is used to assess the water resources sustainable using of Dongting Lake basin in this paper. The utilized characteristics and water resources distribution of Dongting Lake basin are considered plenty. Select evaluation index and model is established, and the evaluation value of the water resources sustainable utilization is get within the river basin in recent years. The research result shows that the degree of water resources sustainable use of Yuanjiang River is the highest, while the lake area is the lowest. At the same time, the degree of sustainable use of Dongting Lake basin has declined in 2011 than in previous years. The sustainable utilization level of water resources has still a large increase space in entire lake basin. The study has significance to promote the safety and effective use of water resources, the coordinated development of economic, demographic and ecological environment.

松软煤层螺旋钻杆钻进中的吸钻卡钻力学机理

Abstract: 针对在突出松软煤层钻进过程中常出现的吸钻卡钻现象,以水平钻孔为例,通过分析螺旋钻杆钻进过程中钻粉在螺旋叶片间的运动规律,确定了当钻进产生煤粉量大于钻杆排出能力时,易因煤粉大量积压产生吸钻卡钻现象的力学机理。从控制钻进速度,减少钻粉生产量的角度提出了防止钻进过程中吸钻卡钻方法。计算出直径Φ42mm和Φ75mm两种钻孔施工时为防止吸钻卡钻的临界钻进速度。经过在鹤壁六矿2123上顺槽、2143下顺槽试验,取得了很好的效果,表明在突出松软煤层螺旋钻进成孔过程中控制钻进速度是可行的。
日本海洋立法新发展及其对我国的影响

Abstract: 日本自进入21世纪以来,加强了国内的海洋立法,尤其是在海洋政策、海洋安全、海洋国土以及海洋资源方面的立法,以实施新的海洋战略。新的海洋立法为其在解决中日间有关钓鱼岛之争和东海划界产生有利影响的同时,对发展我国海洋战略空间、维护海上通道安全以及和平解决海洋争端产生了十分不利的影响。日本的海洋立法给予了我们一定的启示:(1)应加快制定新世纪国家海洋战略,以适应国际新形势;(2)完善综合应对海洋问题体制,以指导国内海洋事务;(3)进一步加强人才培养与海洋科技投入,实现我国海洋经济的可持续发展;(4)加强海上执法力量建设,有效地维护我国海洋权益;(5)增强民众海洋教育,提升全民海洋意识。
女性压力性尿失禁患者盆底整体功能分析

Abstract: 目的 采用盆底器官脱垂分度(POP-Q)、盆底电生理、盆底超声、肛肠动力检查对女性压力性尿失禁(SUI)患者进行功能评估,探讨各指标与女性SUI的相关性及女性SUI患者盆底整体功能的变化。 方法 共选取SUI女性患者25例作为SUI组,另选取健康女性23例作为对照组。采用POP-Q对2组受试者POP的严重程度进行评估;采用盆底超声测量2组受检者在静息状态、Valsalva动作以及从静息状态到Valsalva动作时的膀胱颈位置、膀胱尿道后角、尿道倾斜角、盆膈裂孔大小;采用盆底电生理检查评估2组受试者盆底肌Ⅰ类、Ⅱ类肌纤维肌力和疲劳度;并对2组受检者进行肛肠动力学检查。对2组受试者各项检查结果进行分析和比较,并采用多因素logistic回归方法分析各指标与女性SUI发生风险的相关性。 结果 SUI组盆腔器官脱垂严重程度(其中POP-QⅠ期,POP-QⅡ期,POP-QⅢ期的例数分别为11例、12例、2例)与对照组比较,差异有统计学意义(P<0.05)。Valsava动作时,SUI组的膀胱颈位置、尿道倾斜角、膀胱尿道后角、膀胱颈下降距离、尿道旋转角度与对照组比较,差异有统计学意义(P<0.05)。从静息状态到Valsalva动作时,SUI组的膀胱颈下降距离、尿道旋转角度与对照组比较,差异均有统计学意义(P<0.05)。盆腔器官脱垂严重程度、膀胱颈下降距离、尿道旋转角度、Valsava动作时膀胱颈位置、尿道倾斜角是女性SUI发生的危险因素,与SUI的发生有显著相关性(P<0.05),且盆腔器官脱垂、膀胱颈及尿道支撑功能改变影响了SUI患者盆底整体功能。 结论 女性SUI患者的膀胱颈移动度和尿道活动度越大则POP越严重;POP、膀胱颈和尿道支撑功能的改变会影响女性SUI患者盆底整体功能。
Objective To evaluate any changes in overall pelvic floor function among women with stress urinary incontinence (SUI). Methods Twenty-five female SUI patients were recruited as the SUI group and twenty-three healthy female counterparts were selected as the control group. Pelvic organ prolapse quantification (POP-Q) was performed with both groups. Ultrasonography was used to measure the position of the bladder neck, the posterior angle of the urethra, the urethra′s inclination angle and the size of the diaphragmatic hiatus for both groups at rest, during the Valsalva maneuver, as well as during the transition from resting to the Valsalva maneuver. The strength and fatigue of type I and type II fibers in the pelvic muscles were evaluated electrophysiologically, and anorectal manometry was also performed with both groups. The significance of any relationship between these measurements and SUI was determined using multivariate logistic regression analysis. Results Eleven members of the SUI group showed phase I pelvic organ prolapse. Twelve were in phase II and 2 were in phase III. All of those incidences were significantly different from the control group. There were significant differences between the two groups in the average bladder neck position, urethral inclination angle, posterior urethra angle, descending distance of the bladder neck, and urethral rotation angle during the Valsalva maneuver. In the transition from resting to the Valsalva maneuver, significant differences were found only in the distance of the bladder neck′s descent and the rotation angle of the urethra. The severity of pelvic organ prolapse, the descending distance of the bladder neck and the urethral rotation angle, as well as the bladder neck position and urethral angle during the Valsalva maneuver were the major risk

Abstract: 本文分析了分水岭算法应用在图像分割时存在的缺陷:对噪声和微弱边缘过于敏感;对其容易造成图像过分割(即生成多余的区域)的特点进行改善,进而提出了改进的分水岭算法。该算法首先使用传统分水岭算法原理对粘连物体图像进行粗略分割,然后通过模糊C均值聚类算法对过分割的图像进行聚类合并,完成精细分割。本文的实验结果证明:本方法不仅对粘连物体图像进行了有效地分割,而且克服了分水岭算法的过分割问题。
In this paper, the drawback of the watershed algorithm applied to image segmentation is analyzed. It is too sensitive to the noise and the weak edge. To improve the problem that the algorithm is easy to produce over-segmenta- tion results, i.e., generating excess area, an improved watershed algorithm was proposed. Firstly, traditional watershed algorithm was used to segment the touched object roughly. Then, the fuzzy C-means clustering algorithm was used for merging cluster to the over-segmentation image, completing the fine segmentation. Experimental results show that it not only completes image segmentation about the touched object, but also improves the over-segmentation of the watershed algorithm effectively.
