Abstract:

 近年来,中国经济持续快速发展,能源与电力是经济发展的动力源,其地位和作用也越来越重要。电力需求侧管理作为一种先进的、以节约电力为主要目的的资源规划方法和管理技术,不仅对缓解电力短缺、提高用电效率和提高效益等方面有着十分重要的作用,而且还能够促进经济、资源和环境相协调的可持续发展。本文在系统阐述了国内外实施电力需求侧管理现状的基础上,从电力供需缓解的角度研究推行电力需求侧管理的创新性对策。
Energy and power are the power source of the economic development. In recent years, energy and power play an increasingly important role in the sustained and rapid economic development in China. As an advanced resource planning method and management technology which mainly aims at saving power, power demand side management can not only ease the power shortage and lift power efficiency, but also promote the harmonious and sustainable development of economy, resources and environment. Based on the theoretical research of power demand side management, this paper studies innovative measures for power demand side management in order to relieve the contradiction between power demand and supply.

Abstract:
政府创新是当今学术界和政界都普遍关注的重要议题之一。党中央和国务院历来十分重视我国政府行政管理体制的改革和创新,并且在《中共中央关于深化行政管理体制改革的意见》中明确指出:为了与全面建设小康社会的目标相适应,到2020年,要建立起比较完善的中国特色社会主义行政管理体制。为了实现这一目标,地方政府必须不断进行改革与创新。所以,对地方政府创新的概念、内涵与创新模式进行研究对地方政府创新的对策提出有重要的理论和实践指导意义。
The government innovation is one of the most important issues among academia and politics. The Party Central Committee and the State Council have attached great importance to the reform and innovation of administrative management system of Chinese government, and clearly pointed out that in the “opinions” of the CPC Central Committee on deepening the reform of administrative management system: with the goal of building a well-off society to adapt, to 2020, to build a relatively perfect administrative system of socialism with Chinese characteristics. In order to achieve this goal, the local government must continue to carry out reform and innovation.

Abstract:

基于相对论组态相互作用和多组态Dirac-Fock (MCDF)方法,我们系统地研究和讨论了Ka谱线类氦到类铍的跃迁能级,跃迁几率,吸收振子强度和线强度的性质。组态相互作用计算包括Breit相互作用,量子电动力学修正。我们的理论数据与可得到的实验数据(类氦和类锂)符合得很好,这些数据为等离子体锰离子的研究提供了有价值的信息。

By using relativistic configuration interaction (RCI) and multi-configuration Dirac-Fock (MCDF) method, we have calculated the transition energies, transition probabilities, absorption oscillator strengths and line strengths Kα X-ray from MnXVII through XXIV. Furthermore, configuration interaction includes Berit interaction and quantum elec- trodynamics (QED) corrections. Our calculated results are compared with the other available data on He-like and Li-like manganese and are in accord with them. The present wide range data are useful for studying manganese plasma.

干旱是制约阿勒泰地区农牧业发展的主要气象灾害之一。2008年阿勒泰地区遭遇春夏连旱,对当地农牧业生产造成了严重影响,当地政府及气象、农业等部门加强旱情监测,部门联动促进农牧业生产,适时开展人工增雨(雪)作业,加强农牧业管理,力争将灾害损失降到最低。
Drought, one of main weather disasters in Altay region, affects the development of agriculture. Altay region suffered continuous drought in the spring and summer of 2008, which has a serious impact on local agriculture and animal husbandry production. Local governments, meteorological sector, agricultural sector as well as other related sectors strengthen drought monitoring, promote agricultural production, timely carry out artificial precipitation snow, strengthen agricultural management, and strive to minimize disaster losses.

河曲电厂一期磨煤机料位采用的是差压测量方式,机组运行期间,经常出现差压料位测量不准确、料位波动大、给煤机料位自动无法投入的情况。通过对原有料位计设备进行改造,减少故障的发生,保证了自动投入率,提高了公司节能减排效益。
The first phase of Hequ power plant coal grinding machine level uses the differential pressure measurement. During the operation of the unit, the differential pressure level measurement is of-ten not accurate, the level fluctuation is major, and the coal feeder automatically disjoints situation. The transformation of the original material level meter equipment reduces the occurrence of the fault, ensures the automatic input rate, and makes contribution to the company’s energy-sav- ing emission reduction.

Abstract: 利用绿豆芽作为活体生物膜双模板,模拟生物矿化过程,在室温下同步诱导合成出长径比较小的硫化镉纳米管和纳粹球,前者为外径220-240nm,内径在200-220nm,长度大约为600-700nm,长径比为2:1,两端开口的管状纳粹结构材料;后者为直径约25nm,分布在均匀的纳米球,其结构均为立方相,晶胞常数为α=5.818A,并且对其光学性质进行了研究,对纳米结构材料的形成机理进行了初步探讨。

Abstract: 经过30多年的快速稳步发展,我国流通产业在国民经济中的基础性及先导性地位已逐步确立。本文基于协同学理论,针对我国流通产业与国民经济的协同关系加以验证,纵览流通产业的成长历程,设计协同度评价模型,揭示我国流通产业与国民经济协同演进的一般规律。研究发现,我国流通产业与国民经济的发展不够协调,流通产业对国民经济平稳运行的推进效应大于抑制效应,流通产业与国民经济整体协调程度还有较大的提升空间。
