Abstract: this paper aims to analyze the limits of the unidisciplinary approach to public administration and organizational studies and the development of the inter-, multi-and transdisciplinary approaches in the field. the adopted methodological strategy is structured in two stages. the first consists of a theoretical analysis of the subject in which discipline is conceptualized, the advantages and the limitations of uni-, inter-, multi-and transdisciplinary approaches are theoretically explored, and an analysis of the fields of public administration and organizational studies is carried out. the second stage consists of an empirical study in which the advantages and the limitations of the uni-, inter-, multi-and transdisciplinary approaches are investigated. the empirical study is conducted in the divisions of public administration and social management, and organizational studies of the national association of postgraduate studies and research in admnistration meeting (enanpad). it can be concluded that these enanpad divisions prioritize, with some difficulty, the unidisciplinary approach, and present inter-and multidisciplinary approaches without systematization. thus, the divisions are unable to benefit from possibilities or overcome limitations of the various approaches to disciplinarity.

Abstract: This paper aims to analyze the limits of the unidisciplinary approach to public administration and organizational studies and the development of the inter-, multi- and transdisciplinary approaches in the field. Abstract: Este ensaio objetiva refletir sobre a administra o pública como campo de conhecimento; especificamente, interpretar o campo no seu estágio atual e indicar estratégias para seu desenvolvimento no Brasil. Esta reflex o é baseada no conceito de campo de conhecimento de Bourdieu (2004); evidencia as características mais marcantes do campo da administra o pública, destacando a necessidade de libertar-se da análise dos movimentos ocorridos no panorama público nacional, para compreender teoricamente o que justifica esses movimentos, explicá-los à luz das teorias existentes ou desenvolver teorias que os expliquem; indica a necessidade de repensar a pesquisa e sua condi o de submiss o ou escravid o a esses movimentos; e sugere a necessidade de se estabelecerem mais claramente os limites disciplinares, procurando a determina o do objeto e dos temas, e a coerência teórica e metodológica de sua abordagem. Este ensayo tiene como objetivo reflexionar sobre el campo de la administración pública como campo del conocimiento, y en particular interpretar el campo en su momento actual y indicar estrategias para su desarrollo en el Brasil. Esta reflexión se basa en el concepto de campo del conocimiento de Bourdieu (2004); pone de relieve las características más llamativas del campo de la administración pública, destacando la necesidad de deshacerse de análisis de la audiencia de movimientos ocurridos en el panorama publico nacional para comprender teóricamente que justifica estos movimientos, explicar los a la luz de las teorías actuales o desarrollar teorías que lo expliquen; indica la necesidad de repensar la investigación y su condición de sumisión o esclavitud a estos movimientos; e sugiere a necesidad de establecer con mayor claridad los límites de las disciplinas, buscando determinar el objeto y temas, y la coherencia metodológica teórica de su enfoque. This essay aims to reflect on public administration as a field of knowledge, and specifically interpreting the present stage of it and indicating strategies to its development in Brazil. This reflection is based on Bourdieu's concept (2004) of field of knowledge; points the most remarkable characteristics of the field of public administration, highlighting the necessity of liberation from the analysis of movements occurred on the national public scenery, to comprehend theoretically what justifies these movements, explain them under the existing theories or develop theories that explain them; indicates the necessity to rethink research and its condition of submission and slavery to these movements; and suggests the

Abstract: the market of urban services is been transformed by process like privatization, deregulation and globalization. this changes bring about a crucial question: how to guarantee citizens' rights and efficiency within the private sector together with spatial equity? the state needs to build up polices able to maintain principles like continuity, regularity, equality of access, non-discrimination, non-exclusion and collective interest of the public services, together with the control of social role of the public services. the role of social regulation in the maintenance of the balance between actors with controversial objectives and strategies is crucial. this article deals with the current development of the public services. furthermore, it evaluates the likely results of the public services shaped according to this new format. it searches also to open some perspectives for the understanding of the new management features of the public services.

Abstract: the objective of this paper is to analyze operating consortium formed by bus companies in the porto alegre district area. the study aimed at investigating whether benefits yielded by the network organization model are to be extended to the state of rio grande do sul ("gaucho") consortia. a secondary aim was characterizing its organizational structure, learning about its formation process and identifying which changes it might have caused in public transportation in porto alegre. research was developed on the basis of secondary sources and on interviews carried out with key informants from local transport system consortium partners, public managers and the sector's work representatives. gaucho consortia experience can be seen as very productive, especially in terms of its managerial and institutional aspects, although its model can be described simply as an immature and incomplete representation of the network organizational model, and, as though, not yet ready to absorb all of its advantages, especially as regards maintainability.
Organizational culture and discourses: a case of change in a brazilian public organization

Abstract: this work analyses the use of the discourse as a strategy for the dissemination of new cultural values in a state secretary beginning in 1995. for this purpose, discourse analysis was used according to the concept by fiorin (1997) based on the concepts of figures, themes and ways to manipulate discourses. it is a descriptive and exploratory study. the theoretical discussion was based on the concept of organizational culture in the dimensions of artifacts and cultural values. the analysis was carried out from the documents of the organization, including the projects of modernization, plans of action, reports of strategic planning, laws and decrees. furthermore, the official journal of the organization from 1998 to 2006 was analyzed. for the years 2007 and 2009, the analysis was conducted based on the organization's website. the results show that there was deep concern with regard to the theme of organizational culture during the whole process of modernization. they also indicate that the organization used different discourse resources to guide the individual behavior of its members such as seduction, temptation, intimidation and provocation. they also show that the official discourses are not in harmony with the various discourses found in the organization due to the plurality of values that are shared by the organizational actors.
Administra??o pública de Québec: um caso de mudan?a cultural

Abstract: in this article we attempted to identify the cultural traits of the public administration of quebec, in addition to reviewing the cultural changes that occurred following the administrative reform that came into effect in this canadian province in the 1990s. as a concept of culture we used a set of values and artifacts whose meanings guide the behavior of individuals and is subject to changes through cultural learning processes (davel, dupuis, & chanlat, 2008; sainsaulieu, 1977). the research methodology used was the discourse analysis based on the dimensions of figures and themes that are present in the discourses (fiorin, 2008). the data were collected from books and articles published in the main canadian journals, with emphasis on the publications of the école nationale d′administration publique (enap, quebec). documents of the quebec government that were available on the website were also used, in addition to interviews given by 3 (three) enap researchers. it was shown that organizational culture occupied an important space in the objectives of changes in the administrative reform and that there is an ongoing process of cultural change. topics such as professionalization, equality and flexibility have begun to become part of the collective representations of the individuals in the public organizations of this province.

Abstract: this work analyses the scientific production on organizational culture in public organizations in brazil form 1997 to 2007. the research was based on brazilian publications, such as well-known scientific magazines, and congresses promoted by anpad (brazilian association of graduate programs in administration) during this period. the scientific production was analyzed regarding the continuation of the research in organizational culture in the public sector, measurement methods, data treatment models, the kind of theories used, the directions of such theories and the alignment of the researchers with the proposed theme. the results show that the production in the period studied was small, considering that we found only 47 studies published in the period mentioned. they also indicate that there is no continuity of production in the field and that the authors, in their majority, published just one work in 10 years on this theme.
