产业结构调整与全要素生产率增长实证分析
Empirical analysis of industrial restructuring and total factor productivity growth

Abstract: 文章通过编制资本服务物量指数和劳动投入指数,采用1979-2013年的样本序列数据,运用增长核算法、脉冲响应函数和方差分解法实证检验了产业结构调整与全要素生产率(TFP)增长的互动关系。研究发现:产业结构调整所催生的TFP增长过程比较缓慢,存在较长的滞后期,但TFP对产业结构调整的冲击却非常迅速,时效性显著。产业结构调整速度、产业结构调整方向对TFP波动的贡献度约分别为6.67%和2.91%;反之,TFP对产业结构调整速度变动和产业结构调整方向的贡献度分别为1.18%和10.65%。此外,TFP与产业结构调整之间存在双向因果关系的结论也值得重视。
By compiling the quantity index of capital services and the index of labor input, we use growth accounting method, impulse response function and variance decomposition to empirically test the interaction between industrial restructuring and total factor productivity growth with the sample of sequence data from 1979 to 2013. The results show that the process of TFP growth birthed by industrial restructuring is relatively slow, having a long lag period.While the impact on industrial restructuring by TFP is very rapid, which is timeliness significant.The speed and direction of industrial restructuring approximately contributes 6.67% and 2.91% to TFP volatility; Conversely, the contribution of TFP to industrial restructuring speed and industrial restructuring direction are 1.18% and 10.65% approximately. In addition, the conclusion that there is a two-way causal relationship between TFP and industrial restructuring is also worthy of attention.

Abstract: 人驾驶汽车是汽车发展的必然趋势。尽管其具有高度的安全性,但发生损害事故也是必然的。由于人驾驶汽车具有运行的自主性、驾驶模式的多样性等特征,在现行法律制度下,当其导致重大财产损失和人员伤亡时,相关主体的行为与交通肇事罪之间存在诸多龃龉,使其不具备课以交通肇事罪的相关要件,这意味着对此类事故法适用该刑罚。并且导致事故的原因多种多样,其认定也存在较大的困难。对于这一疑难问题,我们应当采取科学技术与各类制度相结合的方式予以应对,理性地解决该疑难问题,为中国人驾驶汽车的发展和运用奠定基础。
Self-driving car is the developmental trend of vehicle.Although it has a high level of security,accident and damage are inevitable.Since self-driving car has the characteristic of autonomy and diversity of driving modes,under the current legal system,when it causes significant property damage and casualties,there are many conflicts between behavior of relating subjects and the traffic accident crime,and the subjects cannot be punished for traffic accident crime for lack of related elements,which make the current law cannot regulate such incidents.On the other hand,traffic accidents could be caused by many reasons,and it is difficult to identify the one cause it.To solve this difficult problem,a rational way combining science and technology and various systems should be taken to lay the foundation for development and use of self-driving cars in China.
基于尖锥网络分析法的企业突发事故灾难应急能力综合评价研究

Abstract: 对企业突发事故灾难应急能力进行综合评价是加强应急能力建设的基础。文章针对现有研究中评价指标体系不完整、权重分配不合理、评价模型不能充分考虑评价中的不确定性与均衡性问题,首先分析了企业突发事故灾难全过程与全系统应急能力的综合构成;其次通过确定各单项应急能力间的相互支配关系,构建了区别于传统层次结构的尖锥网络结构评价指标体系并求取权重;最后基于几何加权算法,提出了基于二元联系数的组合几何加权评价模型,实现了对企业突发事故灾难全过程与全系统完整应急能力的定性与定量相结合的综合评价,为企业建立应急能力综合评价机制、提高应急能力水平提供方法指导与参考依据。
Getting a scientific evaluation of corporate emergency response capability is the premise of exploring ways to strengthen it. In the existing research, evaluation index system is not complete, weight distribution is not reasonable; the evaluation model can not give full consideration to the evaluation of uncertainty and balance. To solve those problems, first of all, this paper analyzes the whole process and the whole system of corporate emergency response capability; Secondly, by identifying individual dominance relationship between emergency ability, based on C-ANP, the authors build a cone network structure of evaluation index system which is different from the structure of traditional hierarchy and network; Finally, they propose a evaluation model based geometric weighting algorithm and dual connection number, and through an example, get a static and dynamic evaluation results ,which can provide the basis for enterprises to improve emergency response capabilities.

Comparison of analytical methods for the abutment-backfill interaction of a rigid frame bridge with high piers under seismic loading

Abstract: 针对重力式U型桥台背土相互作用,结合现行抗震规范,提出了4种分析模型及其力学本构关系和计算式。采用非线性时程法对比研究了某在建高墩双薄壁连续刚构桥的桥台背土相互作用效应。结果表明:只有弹簧模型可以求得与精细模型基本一致的高阶弹性模态;在纵桥向,滚轴模型和支座模型的结果都比精细模型小,弹簧模型相对精细模型的计算误差最小,关键内力误差不超过20%;在横桥向,支座模型的内力最接近精细模型,而弹簧模型和滚轴模型的结果都偏保守;桥台刚度对关键地震内力的影响幅度低于10%,而桥台有效参与质量的影响幅度也低于15%。综合考虑分析精度和计算成本,弹簧模型在抗震设计中更值得推荐。
Four analytical models are proposed for examining the effect of gravity abutment-backfill interaction based on current seismic design codes from home and abroad. The mechanical constitutive relationships as well as computing formulas are presented. Nonlinear time history method is applied to comparatively study the effect of abutment-backfill interaction on a rigid frame continuous bridge with double thin-walled piers, which is currently under construction. The results showed that only the spring model can obtain the closest higher-order elastic modes to those of the refined model. In the longitudinal direction, the results from the roller model and the bearing model are both much smaller than that of the refined model. The error of the spring model, compared with the refined model, is the smallest with the critical internal force errors not exceeding 20%. In the transverse direction, the bearing model is the closest to the refined model in calculating the internal forces, and both the spring model and the roller model predict conservative results with respect to that of the refined model. The influences of the abutment stiffness and effective participating mass on the critical seismic internal forces are smaller than 10% and 15%, respectively. Hence by comprehensively taking the prediction accuracy and computational cost into consideration, the spring model is the most suitable choice in seismic design of bridges.

Abstract: 在结构荷载规范中一般均不考虑龙卷风荷载,但对于某些设防要求极高的重要工程设施,如核电站,则需要考虑可能的龙卷风荷载作用。从龙卷风风场理论模型的研究发展入手,对直接风压荷载的确定、风致飞射物间接作用以及特种工程结构核电站抗龙卷风设计的研究现状进行了归纳总结,指出了龙卷风直接风压计算中考虑轴吸力作用、风场平移运动及风致扭转作用的必要性以及飞射物冲击作用应区别弹体相对刚度及端部形态对作用效果的影响。
Generally, the cost of tornado-resistant design of structures is much higher than expected loss of wind-induced disaster. Therefore, load codes for the design of building structures generally take no consideration of tornado. However, some important engineering facilities with extreme high security requirements, like nuclear power plants, need to consider possible tornado-induced wind loads. This paper starts with the state-of-art of tornado models, then, the determination of direct wind pressure on structures, indirect action of tornado-generated missiles and the tornado-resistant design of special engineering structure like nuclear power plant, are summarized. Then it points out the necessity of calculating the tornado-induced wind loads by considering axial wind suction, translational motion of wind field and torsional response. The effect of the relative stiffness and end form of projectiles should be taken into account in the impact load of tornado-generated missiles.
