Abstract: The primary reason for the Putin’s increasing popularity is the broke out of the Second Chechen War. Russia has not got a homogenous structure; she embodies 100 nations together with 16 autonomous republics and 30 autonomous regions. Such an existing number and the South Caucasia where the most Muslims lived created problems for the Moscow government. In 1991 and 1992, a war broke out in North Ossetia and Ingushetia; there happened tensions in the Daghistan and Bashkir Republic autonomous regions. In the independence referendum held in March 1992 in Tatarstan, one of the largest regions with a one million population, 61% vote in favor was pulled. The most serious one among them is Chechnya of which Russia tried to prevent the seperatist movement. The Russian-Chechen history is entirely full of wars and large scale cruelties. Collaborating with Germans in 1944 Stalin banished almost all the population into the Kazakhstan steppes. Thousands of Chechens endeavoured to survive then.

Abstract: In this research, we use insights drawn from Institutional Theory to explore and test the ability of Congress to check presidential foreign policy decision-making. Specifically, we test structural explanations, which tap aggregate presidential support in Congress and legislator ideology. Our concern is whether these institutional dynamics associate with a president’s decision to conduct military operations. We analyze relationships in each chamber of Congress, independently, to test whether support or ideology is more or less significant in one chamber versus the other. We find, in the time period 1954 to 2013, a statistically and substantively important relationship between both presidential support in Congress and aggregate legislator ideology and the use of force decision. Moreover, this is the case in both chambers. In the testing, we control for the partisanship of the president, the political party which holds a majority of seats in each chamber, and a host of other considerations scholars argue will influence the likelihood of a show of force.

Abstract: cuba has undergone several transformations after the cold war. the economy has become more diversified and the country has been able to overcome international isolation, and in so doing establish partnerships with china, the european union and latin america. in addition, the changes in the cuban-american community have put younger activists who are more willing to enter into dialogue with the united states, on such matters for example as foreign trade. however, it is difficult for the negotiations to solve more controversial points because of the continued reluctance of havana to liberalize the political regime.

Abstract: the internationalization of colombian conflict with the setting up of plan colombia by andrés pastrana, then maintained by álvaro uribe, increased foreign policy fragmentation and confusion in the conduct of the country's foreign relations. three arguments are analyzed: first, plan colombia intensified the presidential conduct of diplomatic relations and the fragmentation of foreign relations, and made the role of the foreign ministry weaker than before. second, plan colombia made relations with usa more complex and diminished and to some extent worsened colombia's relations with the european union and most of its members. and finally, plan colombia stimulated the international participation of non-state actors, especially non-government organizations, who started to do a parallel diplomacy in washington and in brussels. the presidency of andrés pastrana and the first presidency of álvaro uribe will be examined within the geographic triangle of colombia, the usa and europe.
