Abstract: This article analyzes the current state of the Brazilian media in relation to the influence of the companies that constitute Mass Communication Enterprises in Brazil . On the other hand, observes the participation of the movements for democratizing the media. The paper looks to contribute for the theoretical debate and of perspectives for a better performance on the part of the activists of communitarian communication, as well as the popular movement. The article goes through a bibliographical and documental research, besides the analysis of recent data, looking to evidence the importance of the constitution of democratic public politics for the people empowerment in our country.

Abstract: This article have an objective of to show the necessity to develop an alternative communication system that be able of make front at the media oligopoly, consolidated for the business conglomerates and tradiotional families, that are holders of the majority of the concessions. Across of a exploratory research, with a literature delimitation, is detached the way of the development of the brazilian communication system, the mobilization achieved since the period of the Constituent formulation in relation at democratization of comunication and, finally, the alternative/popular communication how an auxiliary tool in the process of the construction of a brazilian social communication model.Keywords

Abstract: this work analyzes the council of social communication, its importance and its trajectory, trying to explain why the council ruled in 1991, was implanted only 14 years later. after a short period of functioning, there was not a renewal of the management and, since december 2002, it has been idle. nevertheless, the necessity of the council management is pointed out by various sectors, though with changes in its character and representation.

Abstract: This paper investigates whether the Law of Audiovisual Communication Services, based on a paradigm of democratization of communications, expanded access to multistate Telesur television in Argentina, which until then was limited to 6% of pay-TV audience. It shows that, although the law contains contributions in favor of further spread of the signal in both the broadcasting station opened as the pay-TV service, little has changed in the scenario presented, because the multimedia conglomerates constituted under the converged communication paradigm still waging a battle to maintain its hegemony, imposing resistances to pluralization and diversi cation of Argentine communicational space.

Abstract: This article is about the activities of non-governmental organizations, such as concessionaires of Educational Television in Brazil. It demonstrates that the third sector is not homogeneous and not always prioritize the democratization of society. This analysis based on field research in the state of Santa Catarina, where we have observed inappropriate relationships between concessionaires Educational Brazilian Televisions with politicians, religious officials, and market. This behavior has distanced them from the educational purpose.

Abstract: this article is a reflection on the information society, the society of knowledge, the paradigm of cyber culture and the role played by information technology and communication in social progress. it highlights the social inclusion and exclusion that occurs within the information society and identifies the actions, intentions, and needs that accompany them. this reflection seeks to characterize the information society while trying to understand social, cultural, economic perspectives and the search for citizenship. it focuses on the analysis of new environments created by the technological revolution and their impact on information and knowledge in a globalized world. it recognizes education as a cornerstone in the creation of such a society and presents the case of brazil as an example. in brazil, thanks to the creation of new public spaces, educational policies, and technological advances, there exists a virtual circle of progress in the use of information technologies in schools and other areas of higher education. we conclude that for the consolidation of the information society, the inclusion and democratization of information are inseparable and determining factors.
Journalism for Peace and Justice: Towards a Comparative Analysis of Media Paradigms

Abstract: This paper compares different normative and institutional paradigms of journalism with respect to peaceful conflict resolution and democratic communication. It begins with the problematic but still dominant 'regime of objectivity,' and then considers three contemporary challengers: peace journalism, alternative media, and media democratization/communication rights movements. The paradigms are compared in terms of such factors as public philosophy, epistemological assumptions, characteristic practices, institutional entailments, relationship to dominant institutions and power structures, allies and opponents, and antagonisms and synergies between them. I conclude that while peace journalism is a promising initiative, it could gain traction by exploring synergies with the other challenger paradigms.

Abstract: nowadays, reference media faces the alternative media propagation, which uses different means and it is based on the work of independent producers who target the information democratization in every possible format at no cost and created by "common citizens". the canal*motoboy, a project by the catalan antoni abad, is an example of this kind of communication. he aims to consolidate an open structure in order to give voice to motoboys1 from s?o paulo (sp), brazil. after being properly trained and by using their multimedia cell phones, they register their routine on canal*motoboy website. this article analyzes the progress of this project, based on the communication for social change, once the right to freedom of expression, historically, has been expropriated from citizens on account of the expansion of communication conglomerates. the methodological approach will consist of observation and deep interview technique, as well as literature review.

Abstract: This paper analyzes the political change in Jalisco, Mexico. It is a panoramic work that evaluates a democratic transition at the subnational level. The work focuses on the structures of authority of the local political regime. The analytical framework used is the one proposed by Leonardo Morlino. It analyzes the document and describes the political and institutional framework of the governments divided and unified, the relationship between the powers, among other aspects.
Egypt: Politics in the New Millennium

Abstract: It seems that with the new millennium, some potentially interesting changes have emerged within the Egyptian political arena. Whether these are linked to attempts at US democratic promotion in the Middle East is difficult to substantiate. What seems clear however is such reforms appear to have produced only the most minor of changes to the prevailing authoritarian system of contemporary Egypt. These changes have included reforms ranging from changes in legislative elections procedures (2000); internal re-structuring within the NDP(2001/2); a proposed revision of presidential referendum procedures (March 2005); followed by the first presidential elections in Egypt (September 2005) and new legislative elections a few months later (November-December 2005). This article will examine these political developments in an effort to gauge the degree to which such changes can potentially contribute towards the democratization of Egyptian politics in the new millennium.
