La Convención de Armas Biológicas: antecedentes, actualidad y perspectiva

Abstract: the antecedents of the biological weapons convention were briefly examined and the current perspectives of the international control of this type of mass destruction weapons were also evaluated. the aim of this paper is to provide our readers the state of the art in this regard and to show the south's approaches. the progress and outcome of the protocol negotiations that was being arranged to strengthen the convention was analysed, and it was also shown the us position that led to block the states parties ad hoc group negotiation in their last stage, and the failure of the fifth review conference, which is a unique happening in the history of these conferences. an immediate solution to the multilateral and non discriminatory control of the convention is not perceived.

Abstract: following world war i, an academic interest surged worldwide in studying negotiated resolutions to armed conflicts. today, almost a century afterwards, we have a comprehensive and long-term vision of peace agreements that take into account the causes of the conflict, as well as the factors necessary to maintain peace in the post-conflict scenario. the objective of this article is to present a literature review of the evolution of negotiated peace agreements of internal armed conflicts, highlighting the diverse perspectives, models and types of analysis to study these processes. in conclusion, the study presents some final recommendations to increase the probability of success in these negotiated peace processes.
LOS ESTUDIOS SOBRE CONFLICTO ARMADO Y PAZ: Un campo en evolución permanente

Abstract: the pervasive effect of armed conflicts on affected societies has kept scholars busy around the world. since the end of the cold war in particular, the number of explanatory efforts attributing armed conflict not only to the bipolar confrontation among the world's super powers but to complex internal and external political, economic, and social dynamics of conflict-ridden countries has increased. in colombia, decades of armed conflict have nurtured a prolific academic production. this article identifies some of the main lines of research on the topic of armed conflicts and peace studies. it suggests that with the passage of time, the literature has gained in complexity, diversity, and sophistication, displaying a notorious capacity to adapt and transform in the face of new conceptual and empirical challenges.

Abstract: Se examinaron brevemente los antecedentes de la Convención de Armas Biológicas y se evaluó la actualidad y perspectivas del control internacional de este tipo de armas de destrucción masiva. El objetivo del trabajo es mantener actualizado a nuestros lectores y divulgar los enfoques desde la perspectiva de los países del sur. Se analizó la marcha y el desenlace de las negociaciones sobre el Protocolo que se negociaba para fortalecer la Convención y se muestra como los Estados Unidos bloqueó unilateralmente las negociaciones del Grupo "Ad Hoc" de los estados partes en su etapa final e hizo fracasar la Quinta Conferencia de Examen, hecho único en la historia de estas conferencias. No se vislumbra una solución inmediata al control multilateral y no discriminatorio de la Convención debido a la posición de los Estados Unidos. Minimizing Human Suffering and Protecting Persons Affected by Conflict: A Critical Appraisal of the Compliance System of International Humanitarian Law  [PDF]

Abstract: Egregious violations of international humanitarian law (IHL) are being committed every day both by states and non-state parties to a battle. This does not, however, mean that all contemporary armed conflicts are always and inexorably characterized by sweeping and widespread violations. Nevertheless, the disregard of IHL causes devastation and appalling suffering for the victims. What makes such violations even more reprehensible is that the sufferings could be avoided had the pertinent IHL rules were respected. Hence, initiatives should focus on enhancing the efficacy of IHL compliance mechanisms to ensure the lofty aim of IHL, minimizing human suffering and protecting victims. In this essay, a scrutiny on the adequacy of current IHL compliance system in light of contemporary armed conflict is made and a conclusion as to the existence of loopholes has been reached.

Abstract: the population's condition of forced displacement alimentary and nutritional security this being harmed, situation that is evidenced in insecurity and periods of hunger of the families, assistance programs that don't respond to a clear state politics in front of the problem, difficulties in the access to education, not well remunerated and unstable work, access to precarious public services and establishment in places of high risk. the voices of those displaced are not listened and what they propose is not priority for the institutions responsible for this problem. this work tries to rescue those voices that look for alternatives for the solution to a basic problem that is the subsistence of the displaced families of bogotá, the combat to the insecurity and the daily fight to survive the short-term hunger that permanently it suffers them.

Abstract: colombia has made several peace processes with armed groups operating outside the law. this phenomenon has caused considerable academic output that studying one or more processes. despite this wealth of literature, those studies have not made a classification of them. this article makes a selection of 123 works on peace processes in colombia between 1982 and 2009. under the state of the art methodology, it discussed books, book chapters, journals and documents online, which show the position of authors about the peace process, the approach used, among others characteristics. in addition, the literature has been classified by topics in this article.

Abstract: this document addresses the concepts of life and peace, as well as the understanding of these two concepts as human rights. it also analyzes how both rights are being severely and systematically violated within and among countries, in the present state of world affairs. departing from the contributions of different fields towards the concept of life, this article focuses on the recognition of life as the essential right and as the basis for all other rights. the author then presents a realistic and worrisome view of the current state of life and peace as human rights. statements are backed by data on homicides, forceful displacements, kidnappings and refugees in some of the most representative armed conflicts of today, including the invasion and subsequent war in iraq and the armed conflicts of sudan, afghanistan, israel-palestine and colombia. the article concludes with the author's view of possible mechanisms and actions whereby individuals could contribute to the promotion of life and peace, and to a reduction in the violation of these two human rights.
