Research on the Mechanism of University Think Tanks Influencing Public Policy Process in New Media Environment—A Case Study of “The Belt and Road” Initiative  [PDF]
Ling Zhang, Jia Guo
American Journal of Industrial and Business Management (AJIBM) , 2018, DOI: 10.4236/ajibm.2018.83029
Abstract: As a critical component of Chinese think tanks, university think tanks of China have become an important bridge between policy communication and academic research for their professional research capacities and positive social influence. Hence, university think tanks, which have significant influences in the research field of “the Belt and Road” policy, were selected as the subject of this paper, in which their research orientations, research findings, and academic trends are analyzed from the perspective of new media. On this basis, the participation mechanism of university think tanks in “the Belt and Road” policy field is summarized according to the research features and functions of different types of university think tanks, such as think tanks established by comprehensive universities, foreign studies universities, or other local universities. The research findings reveal that university think tanks tend to spread their opinions and suggestions to the public or decision makers through various media methods (e.g. website, microblog, WeChat, forum construction, and news reports), mainly aiming at influencing public opinions and decisions. Furthermore, new media and university think tanks can have effective communication with the public and the government in accordance with their specific features, thus creating a mutually accessible and influential policy network structure. In this network structure, media exposure and public opinions become the problem flow during the research on “the Belt and Road” policy. Then, university think tanks and media comments put forward feasible solutions in response to relevant problems, thus forming the policy flow. Next, related policy suggestions driven by public opinions and social interest groups will become a political flow to affect policy activists. Eventually, strategic decisions will be made, realizing the expression of public opinions and the communication of policy output.

Abstract: The title complex, [Cu3(C9H8BrNO4S)2(C7H4BrO2)2(C10H8N2)2]·H2O, lies on an inversion center located on the central Cu atom, which is four-coordinated in a square-planar geometry, whereas the outer Cu atoms related by symmetry are five-coordinated in a square-pyramidal geometry. The trinuclear molecules, with an intramolecular Cu...Cu separation of 6.313 (3) , are linked to each other, forming a chain through O—H...O and O—H...Br hydrogen bonds involving the half-occupied water molecule. Futhermore, weak C—H...O interactions link the chains to form a supramolecular network.

Abstract: In the title molecule, C16H10O8S2, the two aromatic rings form a dihedral angle of 87.97 (12)°. In the crystal structure, intermolecular O—H...O hydrogen bonds [O...O = 2.623 (3)–2.639 (3) ] link the molecules into layers parallel to the ab plane.
Statistical Heuristic Search

计算机科学技术学报 , 1987,
Abstract: Under certain hypothesis a heuristic search can be considered as a random sampling process. Thus, itis possible to transfer the statistical inference method to the heuristic search.Based on the idea above,in1—4]we have incorporated some specific statistical inference method into heuristic searches, andobtained some new statistical heuristic search algorithms——SA,WSA etc.The characteristics and thedetails of the algorithms have also been discussed. In this paper we go further into the subject and discuss the combination of the two techniques over awider range.

Assessing Money Laundering Risk of Financial Institutions with AHP: Supervisory Perspective  [PDF]
Ke Jia, Xi Zhao, Ling Zhang
Journal of Financial Risk Management (JFRM) , 2013, DOI: 10.4236/jfrm.2013.21004

This paper proposed a risk assessment model with which supervisory authorities can calculate the money laundering risk (MLR) level of financial institutions and make comparisons among multiple institutions. The model is based on the Analytic Hierarchy Process (AHP) and decomposes MLR into two second-tier criteria, i.e. Inherent Risk & Control Risk. AHP pair wise comparisons made by the experts from various fields are processed through AHP software to get the weight of each factor. Using this model, MLR of each financial institution could be obtained and certain comparison among them could be carried out.

The Study on Community Health Education of Empty Nest Elderly  [PDF]
Ling Gao, Xue Cao, Min Zhang
Engineering (ENG) , 2013, DOI: 10.4236/eng.2013.510B028

Objective:To study the demands of community health education on the empty nest elderly and analyse the related factors. Methods:The 36-Item Short-Form Health Survey(SF-36), activities of daily living (ADL) and the community health services satisfaction scale were used to investigate the community health service demand and supply of 358 empty nesters. Results:The results showed that the ability of self-care was worse and needed more nursing or caring from others in the empty nest elderly; the empty nest elderly, in comparison with the non-empty-nest elderly, had lower physical and mental scores. With the age changing, the requirements of community health services were different in empty nest elderly and the satisfaction of community health service was low in the empty nest (39.1%). Conclusions: Empty nest elderly generally needed the different degree of community health education demands. The utilization rates of community health education were low.

A Decision Method for Improving Tourism Industry Service Quality under Budget Constraints  [PDF]
Xiaojun Chen, Qingliang Meng, Ling Zhang
Journal of Service Science and Management (JSSM) , 2015, DOI: 10.4236/jssm.2015.85079
Abstract: Based on the quantitative analysis in Kano model, this paper proposes a model for improving tourism industry service quality from customer satisfaction and cost budget constraints perspectives. Relevant evaluation information is obtained by employing the questionnaire survey and the relationships between customer satisfaction and the fulfillment of service quality elements is determined in Kano model through processing the obtained evaluation information. Then based on the relationship functions, considering the budget constraints, the optimization model of improving tourism industry service quality to maximize the customer satisfaction is constructed, and the budget allocation is determined by solving the optimization model. Finally, a case study is provided to illustrate the feasibility and availability of the proposed method.

Journal of Geoscience and Environment Protection (GEP) , 2018, DOI: 10.4236/gep.2018.610002
Abstract: This paper clarifies the relationship between the flow paths of the corresponding ecological flows because of the ecological impact for land consolidation, using external energy methods to measure the external input of the project area or the output of ecological products. The application for nonlinear estimation of partial differential equations to land consolidation, the project ecological flow and system efficiency were quantitatively calculated. It shows that the conflict between fairness and efficiency is caused under conditions and levels of value and ecological compensation mechanism is built as a criterion for this ecological economics. Based on the years of use of the land improvement project, the time evolution of regional net ecological value, natural resource dependence, renewable resource dependence, ecological output ratio, ecological carrying capacity and ecological sustainability after the implementation of the project was assessed.
