Abstract: Since 18th CPC National Congress, the anti-corruption campaign shows a new political life in China. Based on the data from 2015 to July 2016, this paper analyzes the effectiveness and trend of the implementation of the eight provisions from the following three perspectives. The number of violations of cadres and their administrative level was significantly negatively correlated. The main purpose of the eight provisions is to build a low administrative level of anti-corruption strategy. The township level cadres are the main target group of rectification education. All the experiences and lessons of the rectification movement are a valuable heritage of the purity and style of the party construction, and the eight provisions have the characteristics that are precise, scientific and sustainable, and transform the old constraints, old ideas. The psychology of “governance” and “change” reflects the affirmation of social groups to fight against corruption. The eight provisions as a valuable monitoring resource should achieve the optimal allocation and maximize the social marginal benefit. The Power of Chinese government and the activity has consisted. They are willing to make a difference. Members of the Political Bureau are the third energy of Chinese reform or economy.

Abstract: Based on the Axial Coding from the inspecting spots and themes of the members of the Political Bureau in 2013-2016, this article is intended to explore the recent trends of national governance after 18th CPC National Congress. The Chinese politburo’s standing committee members have been to all provinces in China, however, the visiting spots and themes are unbalanced. In order to achieve governance objectives, they have to think about the national policy and the particularity of each province. All the politburo’s standing committee members have been paid more attention on decentralization and innovation. As we can see, the decentralization of authority between government and market has constituted strategic consensus. We found that the reform and innovation are the main policy and dynamic. The power of Chinese government and the activity of market have formed. They are willing to make a difference. Politburo’s standing committee members are the third energy of Chinese reform or economy. Based on inspections of all the provinces of China, they can change any policy if they think it is not appropriate for the local development.
Genes encoding hub and bottleneck enzymes of the Arabidopsis metabolic network preferentially retain homeologs through whole genome duplication

Abstract: In study of the Arabidopsis metabolic network, we assigned each enzyme (node) with topological centralities (in-degree, out-degree and between-ness) to measure quantitatively their centralities in the network. The Arabidopsis metabolic network is highly modular and separated into 11 interconnected modules, which correspond well to the functional metabolic pathways. The enzymes with higher in-out degree and between-ness (defined as hub and bottleneck enzymes, respectively) tend to be more conserved and preferentially retain homeologs after WGD. Moreover, the simultaneous retention of homeologs encoding enzymes which catalyze consecutive steps in a pathway is highly favored and easily achieved, and enzyme-enzyme interactions contribute to the retention of one-third of WGD enzymes.Our analyses indicate that the hub and bottleneck enzymes of metabolic network obtain great benefits from WGD, and this event grants clear evolutionary advantages in adaptation to different environments.Whole genome duplication is one of the most important evolutionary events in plants [1] and many duplicated genes retained as large blocks have been found in the Arabidopsis [2], rice [3,4] and Populus [5] genomes. In Arabidopsis, a genome-wide similarities search (Blast) was done among protein-coding genes and strong evidence for a whole genome duplication event was demonstrated by phylogenetic analysis. The analysis of the genomic duplication blocks revealed that about 80 percent of genes lost their sister genes following WGD [2,6]. In rice, analysis using the structural genomic data and phylogenetic analysis suggested that a polyploidization event occurred about 50~70 million years ago, which was before the divergence of the major cereals but after the divergence of the Poales from the Liliales and Zingiberales [3,4]. Foreign Entry and Multi-Period Bank Competition Based on Collateral View  [PDF]

This paper constructs the multi-period model of spatial bank competition between the local bank and the foreign bank with financing cost (efficiency) advantage, the results show that: 1) when the amount of the high risk borrowers in the marker reaches a threshold, both banks will use collateral as screening device to distinguish different risk borrowers, only low risk borrowers will borrow money from the bank; 2) the space distance (production differentiation) can help local bank confront the foreign banks cost (efficiency) advantage. Further comparative static analysis shows: the bank’s profit decreases with its financing cost, and the bank will require higher loan rate and less collateral with its financing cost increasing; Decreasing transaction cost and better legal environment will facilitate the bank to require more collateral and lower loan rate.

Abstract: This paper considers a Geo/Geo/1 queueing system with infinite capacity, in which the service rate changes depending on the workload. Initially, when the number of customers in the system is less than a certain threshold L, low service rate is provided for cost saving. On the other hand, the high service rate is activated as soon as L customers accumulate in the system and such service rate is preserved until the system becomes completely empty even if the number of customers falls below L. The steady-state probability distribution and the expected number of customers in the system are derived. Through the first-step argument, a recursive algorithm for computing the first moment of the conditional sojourn time is obtained. Furthermore, employing the results of regeneration cycle analysis, the direct search method is also implemented to determine the optimal value of L for minimizing the long-run average cost rate function.
Monodisperse colloidal spheres for (Y,Eu)2O3 red-emitting phosphors: establishment of processing window and size-dependent luminescence behavior

Abstract: The urea-based homogeneous precipitation method was introduced in the preparation of monodisperse colloidal spheres for (Y0.95Eu0.05)2O3 red-emitting phosphors, and the processing window was defined. Particle size and shape are significantly affected by the ion concentration and the urea/RE3+ molar ratio R (RE3+=Y3++Eu3+). A low ion concentration is beneficial in forming monodisperse spheres and extending their formation domain. Increasing R results in a gradual change in the composition of spherical particles from the core-shell Eu(OH)CO3@Y(OH)CO3 structure to a homogeneous solid solution, thereby significantly lowering the calcination temperature at which precursors convert to oxides. Upon UV excitation into the charge-transfer band at 254 nm, the uniform phosphor spheres of (Y0.95Eu0.05)2O3 exhibit typical red emissions at 613 nm; the emission is stronger from larger particles mainly because of their smaller surface area. Both the luminescence intensity and quantum efficiency of the oxide phosphors increase with elevated calcination temperatures. The spherical shape and excellent dispersion of the precursor particles (~450 nm in diameter) have been well retained after calcination at 1000 circleC for 4 h, and the resultant oxide phosphors exhibit external and internal quantum efficiencies of 50 and 82%, respectively.
Layered rare-earth hydroxide and oxide nanoplates of the Y/Tb/Eu system: phase-controlled processing, structure characterization and color-tunable photoluminescence via selective excitation and efficient energy transfer

Abstract: Well-crystallized (Y0.97 xTb0.03Eux)2(OH)5NO3centerdotnH2O (x = 0–0.03) layered rare-earth hydroxide (LRH) nanoflakes of a pure high-hydration phase have been produced by autoclaving from the nitrate/NH4OH reaction system under the optimized conditions of 100 °C and pH ~7.0. The flakes were then converted into (Y0.97 xTb0.03Eux)2O3 phosphor nanoplates with color-tunable photoluminescence. Detailed structural characterizations confirmed that LRH solid solutions contained NO3 anions intercalated between the layers. Characteristic Tb3+ and Eu3+ emissions were detected in the ternary LRHs by selectively exciting the two types of activators, and the energy transfer from Tb3+ to Eu3+ was observed. Annealing the LRHs at 1100 °C produced cubic-lattice (Y0.97 xTb0.03Eux)2O3 solid-solution nanoplates with exposed 222 facets. Multicolor, intensity-adjustable luminescence was attained by varying the excitation wavelength from ~249 nm (the charge transfer excitation band of Eu3+) to 278 nm (the 4f8–4f75d1 transition of Tb3+). Unitizing the efficient Tb3+ to Eu3+ energy transfer, the emission color of (Y0.97 xTb0.03Eux)2O3 was tuned from approximately green to yellowish-orange by varying the Eu3+/Tb3+ ratio. At the optimal Eu3+ content of x = 0.01, the efficiency of energy transfer was ~91% and the transfer mechanism was suggested to be electric multipole interactions. The phosphor nanoplates developed in this work may be incorporated in luminescent films and find various lighting and display applications.

Abstract: To develop the long-term localized observation and investigation on ecosystem flux is of great importance. On the basis of generalizing the concepts and connotations of ecosystem flux, this paper introduced the construction and development histories of Global Flux Networks, Regional Flux Networks (Ameri-Flux, Euro-Flux and Asia-Flux) and China-Flux, as well as the main methodologies, including micrometeorological methods (such as eddy correlation method, mass balance method, energy balance method and air dynamic method)and chamber methods (static and dynamic chamber methods), and their basic operation principles. The research achievements, approaches and advances of CO2, N2O, CH4, and heat fluxes in forest ecosystem, farmland ecosystem, grassland ecosystem and water ecosystem were also summarized. In accordance with the realities and necessities of ecosystem flux research in China, some suggestions and prospects were put forward.

Implicit Boundary Conditions in Transformation-Optics Cloaking for Electromagneticwaves

Abstract: The paper studies boundary conditions in transformation-optics cloaking for two and three dimensional electromagnetic waves. Implicit boundary conditions for these two cases are derived, no matter if the source is placed in the interior or exterior of the cloak layer. More importantly, the two implicit boundary conditions are derived without solving Mie scattering problems, and these conditions are characteristics of the clock-air interface. In particular, the implicit boundary condition for two-dimensional electromagnetic wave case is reported for the first time. In addition, a sensor can be cloaked in two-dimensional electromagnetic waves, i.e., waves can penetrate into the interior of the cloak layer without exterior scattering.
