Assessing the Managerial Skills and Decision-Making Ability of the Local Chief Executives: The Case of the Third District of Nueva Ecija  [PDF]

The research is about the assessment of the Managerial Skills and Deci-sion-Making Ability of the Local Chief Executives of the Third District of Nueva Ecija, Philippines. The study argued that Managerial Skills and “De-cision-making Ability” must go together to effect change in the local gov-ernance and as an important domain of leadership. The leadership of the Local Chief Executives of the Third District of Nueva Ecija could be measured in terms of managerial skills and decision-making ability. This must go together to effect change in local governance. The study used the Descriptive Survey Method. This method involves the collection of data in order to test hypotheses or answer questions. With devolved powers from the national government, the local government officers specifically local chief executives such as mayor and barangay chairmen, together with the public administrators of their respective units, are expected to manage their work, people, and environment effectively, efficiently lead them towards the achievement of their goals and be able to relate these with local governance buzzwords like transparency, accountability, participation, equity, efficiency, effectiveness, and development. Data were collected by means of a survey questionnaire. The study confirmed that managerial skills and decision making ability are essential qualifications in good governance. The offshoot of the two domains is the essence of effective leadership which stems from the fact that leaders have the capacity to translate visions into actions. Central to this is their ability to make sound decisions and manage with efficiency the work of a civil servant.
Descripción de nuevas especies animales de la Península Ibérica e islas Baleares (1978-1994): tendencias taxonómicas y listado sistemático

Abstract: During the period 1978-1994 about 2.000 new animal species have been described in the Iberian Peninsula and the Balearic Islands. A complete list of these new species for 1978-1993, taxonomically arranged, and their bibliographic references is given in an appendix. Global trends in this process of biodiversity inventory demostrate a moderate but continuous increment in the number of taxa descriptions, as well as a higher contribution of Spanish authors. The number of articles published in journals listed by the Science Citation Index, and the use of the English language, are clearly growing. Most of the different phyla, classes or orders show an extreme variation in the number of described species per year, probably due to the small absolute number of publications. Insects clearly are the most studied group, but a certain decrease in its relative importance can be observed, related to the increase of studies on poorly known groups, such as nematodes. Durante el periodo 1978-1994 se han descrito cerca de 2.000 especies animales nuevas para la ciencia en territorio ibérico-balear. Se presenta como apéndice un listado completo de las especies (1978-1993), ordenadas taxonómicamente, así como de sus referencias bibliográficas. Como tendencias generales en este proceso de inventario de la biodiversidad se aprecia un incremento moderado y sostenido en el número de taxones descritos, junto a una cada vez mayor contribución de los autores espa oles. Es cada vez mayor el número de especies publicadas en revistas que aparecen en el Science Citation Index, así como el uso del idioma inglés. La mayoría de los phyla, clases u órdenes muestran gran variación en la cantidad de especies descritas cada a o, dado el peque o número absoluto de publicaciones. Los insectos son claramente el colectivo más estudiado, pero se aprecia una disminución en su importancia relativa, asociada al incremento de estudios en grupos poco conocidos como los nematodos.

Abstract: Este artículo presenta el índice de Pobreza y desigualdad de Amartya Sen, la familia de indicadores de Foster-Greer-Thorbecke y la forma en que se pueden utilizar uno y otra para determinar la magnitud de la pobreza y desigualdad en Colombia. Propone, además, que estos indicadores se utilicen para evaluar el incremento o la disminución de la desigualdad y la pobreza y para ajustar permanentemente las políticas económicas y sociales. This article presents Arnartya Sen's poverty and inequality index and the family of Foster-Greer-Thorbecke indicators, and the way in which they can be used to determine the magnitude of poverty and inequality in Colombia. In addition, it proposes that these indicators be used to evaluate the impact of social and economic policies on the poor population, to measure the increase or decrease in inequality and poverty, and to permanently adjust economic and social policies.
Noise and Fluctuations in Semiclassical Gravity

Abstract: We continue our earlier investigation of the backreaction problem in semiclassical gravity with the Schwinger-Keldysh or closed-time-path (CTP) functional formalism using the language of the decoherent history formulation of quantum mechanics. Making use of its intimate relation with the Feynman-Vernon influence functional (IF) method, we examine the statistical mechanical meaning and show the interrelation of the many quantum processes involved in the backreaction problem, such as particle creation, decoherence and dissipation. We show how noise and fluctuation arise naturally from the CTP formalism. We derive an expression for the CTP effective action in terms of the Bogolubov coefficients and show how noise is related to the fluctuations in the number of particles created. In so doing we have extended the old framework of semiclassical gravity, based on the mean field theory of Einstein equation with a source given by the expectation value of the energy-momentum tensor, to that based on a Langevin-type equation, where the dynamics of fluctuations of spacetime is driven by the quantum fluctuations of the matter field. This generalized framework is useful for the investigation of quantum processes in the early universe involving fluctuations, vacuum stability and phase transtion phenomena and the non-equilibrium thermodynamics of black holes. Correlations, Decoherence, Dissipation, and Noise in Quantum Field Theory

Abstract: The statistical mechanical properties of interacting quantum fields in terms of the dynamics of the correlation functions are investigated. We show how the Dyson - Schwinger equations may be derived from a formal action functional, the n-particle irreducible ($nPI, n \to \infty$) or the `master' effective action. It is related to the decoherence functional between histories defined in terms of correlations. Upon truncation of the Dyson - Schwinger hierarchy at a certain order, the master effective action becomes complex, its imaginary part arising from the higher order correlation functions, the fluctuations of which we define as the correlation noises of that order. Decoherence of correlation histories via these noises gives rise to classical stochastic histories %driven by the flucutations of these higher correlation functions. Ordinary quantum field theory corresponds to taking the lowest order functions, usually the mean field and the 2-point functions. As such, our reasoning shows that it is an effective theory which can be intrinsically dissipative. The relation of loop expansion and correlation order as well as the introduction of an arrow of time from the choice of boundary conditions are expounded with regard to the origin of dissipation in quantum fields. Relation with critical phenomena, quantum transport, molecular hydrodynamics and potential applications to quantum gravity, early universe processes and black hole physics are mentioned.
The Mediating Effects of Social Support and Coping on the Stress-Depression Relationship in Rural and Urban Adolescents  [PDF]

Abstract: This study examined the relationship between potential risk and protective factors for depression among 167 girls and 343 boys in urban and rural areas of NSW, Australia. The risk and protective factors included social support, coping style, and perceived stress. The results indicated no significant differences in depression and risk and protective factors for rural and urban adolescents. Maladaptive coping (rumination and acting out) and social support (satisfaction and number of supporters) were partial mediators of the relationship between perceived stress and depression with the overall model explaining 66% of the variance in depression. Thus changes to coping and to social support network need to be addressed in any intervention aimed at reducing the impact of perceived stress on depression in adolescents.

Abstract: this paper explores the development of internet use in latin america. the analysis explores the macro- and micro-social expectations and actualities of internet use in latin america. while much is assumed about internet penetration in the region, this paper lays out actual penetration rates, and attempts to understand what has fostered internet growth in the region. various levels of economic, technological, and governmental development encourage the expansion of internet penetration in the region. by looking at micro-level internet consumption, this research employs latin american public opinion project survey data taken from multiple years and offers an initial analysis of the determinants of internet use. compared to other forms of news media consumption, internet users are younger and more skeptical of domestic news media.

Abstract: Este documento analiza el desarrollo del uso de Internet en América Latina. Los análisis exploran las expectativas y realidades macro y micro sociales del uso de Internet en la región. Mientras se conjetura tanto acerca de la penetración de Internet en América Latina, este documento establece las tasas reales de penetración, e intenta comprender qué ha fomentado su crecimiento en la región. Diferentes niveles de desarrollo económico, tecnológico y gubernamental impulsan la expansión de la penetración de Internet en la región. Al observar el consumo en un nivel micro, esta investigación emplea datos de encuestas de varios a os del Proyecto de Opinión Pública de América Latina (Latin American Public Opinion Project) y ofrece un análisis inicial de los factores determinantes del uso de Internet. En comparación con otras formas de consumo de medios de comunicación, los usuarios de Internet son más jóvenes y más escépticos a los medios de prensa locales.
