Abstract: the aim of this paper is to investigate different ways of understanding the relationship that civil society actors establish with the mass media, in order to shape public policies and to communicate with broad audiences. therefore, we explore two models - one derived from the theories of resources mobilization and political mobilization, and the other derived from the theories of collective identity and recognition. we examine the premises and some theoretical contributions and weaknesses of these models to approach the influence that collective civic actors may exert on the political and civic spheres, through mass media communication. the objective is not to argue that one model should overcome the other, but rather to point out that an integrated model allows for the articulation between the informal arenas of civil society and the formal domains of the political system. it also helps one to distinguish among different forms of communication - such as aesthetic expression, bargain and argumentation, which present different logics, effects and criteria of success.

Abstract: this paper critically assesses some assumptions that lead political and social thinkers of various traditions to emphasize the democratic role of the civil society. starting with contemporary debates on civil society, the author investigates the concept of civil society and examines the following problems: the view of civic associations as exclusively democratic citizenship-promoting agents; the celebration of localism and the power of communities to the detriment of the role of the estate; the unavoidable tensions between the affirmation of personal interests and collective solidarity; and several levels of articulations between civil participation and institutionalization required to revitalize democracy. this assessment leads to the conclusion that the decline of enthusiasm should not be mistaken for the decline of the importance of civil society for the future of democracy.
IMAGENS ESTARRECEDORAS: TELEJORNALISMO E PROCESSOS DE ACCOUNTABILITY

Abstract: Diversos autores reconhecem o importante papel que o jornalismo exerce para gerar accountability. Contudo, a forma exata pela qual a imagem contribui para desencadear dinamicas de presta o de contas permanece praticamente inexplorada. Com este pensamento em mente, este estudo apresenta uma explora o teórica acerca do potencial das imagens videográficas para provocar debates públicos, sustentando processos de accountability. A partir de um caso de extrema violência da polícia militar – o “Evento da Favela Naval”, ocorrido em Diadema, S o Paulo, Brasil – os autores analisam como o telejornalismo constrói as denúncias de abuso de poder policial e enquadra as controvérsias acerca da atribui o de responsabilidades. Diversas dimens es de accountability s o tratadas em diversos contextos competitivos em que se debate sobre o significado desse escandalo, decorrente da divulga o das vídeo-imagens. Este estudo desafia no es correntes de que as vídeo-imagens fazem degenerar a esfera pública.
ASTONISHING IMAGES: TV news and accountability processes

Abstract: Several scholars acknowledge the important role that journalism has in promoting accountability. Precisely how television news images contribute to triggering accountability dynamics, however, remains virtually unexplored. With this in mind, this study aims at a theoretical specification regarding the potential of video images to provoke public debates supporting accountability. Taking into consideration a case of extreme police violence - “Favela Naval Event”, which occurred in Diadema, S o Paulo, Brazil - the authors analyze how TV news constructs the denunciation of police brutality and shapes controversies regarding attribution of responsibilities. Several dimensions of accountability are addressed in a range of competitive contexts that underscore the debate concerning the meaning of such scandalous images. This study challenges the common sense view that images degenerate the public sphere.

Abstract: the aim of this is paper is to investigate the anti-asylum movement as a discursive agent in the political public sphere. taking into account haberma's concept of public sphere and deliberative democracy, we investigate the way through which the movement has produced new interpretations of political interests along ten years from its foundation, expanding public debate about the anti-asylum issue. first, we attempt to analyse the way through which the movement grasps and thematizes problems affecting the group, and gives expression to its own interest and needs. second, we investigate some forms of argumentation carried on by the movement concerning controversies aroused by measures to shut down mentally ill asylums, the new organization of the mental health care sector and the integration of mentally ill people into society.
Lutas por reconhecimento dos surdos na Internet: efeitos políticos do testemunho

Abstract: in this article, we investigate the opportunities that the internet offers for minority or marginalized groups to express themselves, focusing on the struggles for recognition that deaf people have initiated. we focus particularly on the political representation of interests by the leadership of this social movement and contentions that have arisen within this collectivity regarding definition of the "common good". the material we analyze is the testimony provided through two different internet spaces: the website of an association of the deaf - the federa??o nacional de educa??o e integra??o dos surdos (national federation for the education and integration of the deaf (feneis)) - and a discussion forum belong to a social portal (orkut). testimonies on the feneis site show a relatively homogeneous public discourse - with definitions of well-being and projections of future goals - that seek to demonstrate the existence of an "us", to mediate the formation of opinion and express political will. analysis of the orkut forum shows that those affected and concerned, in discussing their individual aspirations and interests, diverge considerably regarding details of the common good. we argue that the use of testimonies produces different effects regarding interchange of experience, legitimacy of demands and collective learning, within different virtual environments.
The debate about quotas in Brazilian public universities from 2001 to 2009: a preliminary analysis

Abstract: This paper aims at presenting some preliminary findings of an ongoing research on the public debate over the racial quota policy in Brazilian public universities, from 2001 to 2009, in the following newspapers: Folha de S. Paulo, O Globo and Estado de Minas. Our research distinguishes itself from previous studies because our corpus (692 articles) is wider hes and our unity of analysis consists of direct and indirect utterances (n=1037) that present any type of opinion upon racial quota policies. Our preliminary analysis reveals some very counter-intuitive findings: 1) we observed a polarization of opinions against and for the racial quota policy in editorial columns and op eds; 2) we noticed that common citizens are the most prominent speaker in the debate, surpassing actors who usually have privileged access to news media, such as federal government officers and experts. Our investigation about the category of speakers in the debate and our inquire into how their utterances are organized and hierarchised in the media arena show important tensions underpinning the media organizations, both on the inter-institutional levels and the journalistic social practices levels.
O movimento antimanicomial como agente discursivo na esfera pública política

Abstract: O propósito deste artigo é examinar o Movimento Antimanicomial como agente discursivo na esfera pública política. Adotando o conceito habermasiano de esfera pública e democracia deliberativa, investiga-se o modo pelo qual o movimento produziu novas interpreta es de interesses políticos nos dez primeiros anos de sua existência, ampliando o debate público sobre a quest o antimanicomial. Na primeira parte do texto, procuramos apreender a maneira pela qual o movimento capta e tematiza os problemas que afetam o grupo, dando express o aos seus interesses e necessidades. Na segunda parte, investigamos algumas formas de argumenta o do movimento sobre polêmicas geradas com a reivindica o do fim dos manic mios, no que diz respeito à reestrutura o do setor de saúde mental e à integra o do louco à sociedade.

Abstract: this article investigates the legitimacy building process concerning the representation in the civil society. based on the recognition theory, the author defends the importance of the subjective experiences for a well-succeeded identification of different forms of injustice. firstly, the author contends that the subjective experience, although being regarded as a necessary and irreplaceable source of intelligibility of injustice, cannot become a reliable source of justification in the public sphere. secondly, the author investigates different forms of representation which become overlapped in the civil sphere and the need to articulate them with electoral representation and traditional dynamics of representative politics. finally, the author discusses some manner to institutionalize the representation coming from civil society participation, in order to produce democratic effects in the organization of social life.
Conversa o Cívica e Delibera o entre Fronteiras: Discursos da Mídia sobre o Fórum Social Mundial no Brasil

Abstract: The aim of this paper is to explore the manner through which the World Social Forum gains public visibility through Brazilian news, encompassing voices of several actors and different orders ofunderstandings, particularly expressed in O Globo, Folha de S. Paulo e Estado de Minas, during three subsequent years. In the first part of the text, more conceptual questions are assessed, such as how the WSF, in its characteristic as a meeting place for debate, can be apprehended by means of political theory formulations, in particular those derived from deliberative model of democracy. Then, we explore the perplexities that the Forum ends up imprinting upon the journalist coverage, taking into consideration the procedures of the news construction. In the second part, the representations of the WSF steaming from the journalistic coverage are analyzed - that is, i) theForum is a fest, a carnival, be this understood as a breaking of the social order in an inconsequent manner, be it as a disclosure of potentially critical senses; ii) the Forum consists in a utopia, either as a visionary project or a new becoming; iii) the Forum is a manifestation of segments of the left, that manifestation being apprehended as something retrograde or, then, as a new form of political organization.
