Abstract: RESUMEN: El autor muestra, desde la experiencia venezolana, que la decadencia de las instituciones políticas populistas tiene la mayor responsabilidad en la crisis que atraviesa América Latina. La reforma del Estado, en sus aspectos económicos, políticos y administrativos, debe entenderse como una oportunidad para restablecer la gobernabilidad y preservar la democracia en el continente. ABSTRACT: By looking at the Venezuelan experience, the author shows that the decline of the populist political institutions is the main cause of the crisis that Latin America is going through. The reform of the State in its economic, political and administrative aspects must be understood as an opportunity to restore the governance of the system and to preserve the democracy in the continent.

Abstract: a randomized, controlled and double-blind trial was carried out in 225 cuban teenagers aged 13-16 to evaluate the reactogenicity and immunogenicity of a new tetanus toxoid and reduced diphtheria toxoid vaccine (finlay institute) with respect to imovax dt adult control vaccine (aventis pasteur). serum samples were taken before and 21 days after immunization. the reactogenicity of both vaccines was similar. the general and local adverse events were mild and mainly detected in the first 72 hours after vaccination. all volunteers showed protective levels of tetanus antitoxin and diphtheria antitoxin (30.1 iu/ml). 99.25% of subjects who received the experimental vaccine and 98.36% of control subjects showed long-term protective values of tetanus antitoxin (31.0 iu/ml). these diphtheria antitoxin levels were respectively detected in 81.20% and 80.33% of volunteers.the geometric mean titer values for tetanus antitoxin and diphtheria antitoxin induced after vaccination were 21.73 iu/ml and 2.55 iu/ml respectively, higher than antitoxin levels of control group: 15.55 iu/ml and 1.84 iu/ml respectively (p<0.05).

Estenosis traqueal: Estudio preliminar

Abstract: a retrospective and descriptive study was conducted by using the medical histories of 5 patients with tracheal stenosis, mostly as a result of prolongued intubation. aspects connected with the diagnosis, treatment and complications were taken into account. it was observed a predominance of females and an average age of 44.6. prolongued intubation of different origin was the cause of stenosis in 4 of the 5 patients, whereas in the other it occurred after the reparation of the tracheal and athrogenous lesion. the installation of stenosis took place between 8 days and 3 months. lineal tomography in 3 patients and anteroposterior and lateral simple x-ray of the trachea in 2 confirmed the diagnosis. preoperative tracheobronchial endoscopy was useful to characterize stenosis. all patients underwent surgical treatment with resection of the stenotic area by posterior terminoterminal anastomosis and fixation of the neck in flexion during 8 days as an average. 2 patients that had granulomas at the level of the suture line were treated with nuclear vacuolization. no mortality was reported in the studied sample

Abstract: Se realizó un estudio retrospectivo y descriptivo con la utilización de los expedientes clínicos de 5 pacientes con estenosis traqueal, mayoritariamente como consecuencia de intubación prolongada, y en el que se tuvo en cuenta aspectos relacionados con el diagnóstico, el tratamiento y las complicaciones. Existió un predominio del sexo femenino y edad media de 44,6 a os. La intubación prolongada de origen diverso fue la causa de la estenosis en 4 de los 5 pacientes y en 1 fue posterior a la reparación de lesión traqueal yatrógena. La instalación de la estenosis tuvo lugar entre 8 días y 3 meses. La tomografía lineal en 3 pacientes y en 2 la radiografía simple de tráquea anteroposterior y lateral verificaron el diagnóstico. La endoscopia traqueobronquial preoperatoria fue de utilidad en la caracterización de la estenosis. En todos los pacientes se realizó tratamiento quirúrgico al resecar el área estenótica con posterior anastomosis terminoterminal y fijación del cuello en flexión durante 8 días como promedio. Dos pacientes mostraron granulomas en el nivel de la línea de sutura, los cuales fueron tratados por vacuolización con láser. Attractive Interactions Between Rod-like Polyelectrolytes: Polarization, Crystallization, and Packing

Abstract: We study the attractive interactions between rod-like charged polymers in solution that appear in the presence of multi-valence counterions. The counterions condensed to the rods exhibit both a strong transversal polarization and a longitudinal crystalline arrangement. At short distances between the rods, the fraction of condensed counterions increases, and the majority of these occupy the region between the rods, where they minimize their repulsive interactions by arranging themselves into packing structures. The attractive interaction is strongest for multivalent counterions. Our model takes into account the hard-core volume of the condensed counterions and their angular distribution around the rods. The hard core constraint strongly suppresses longitudinal charge fluctuations.
Charged Particles on Surfaces: Coexistence of Dilute Phases and Periodic Structures on Membranes

Abstract: We consider a mixture of one neutral and two oppositely charged types of molecules confined to a surface. Using analytical techniques and molecular dynamics simulations, we construct the phase diagram of the system and exhibit the coexistence between a patterned solid phase and a charge-dilute phase. The patterns in the solid phase arise from competition between short-range immiscibility and long-range electrostatic attractions between the charged species. The coexistence between phases leads to observations of stable patterned domains immersed in a neutral matrix background.
Thermodynamics of Ion Solvation and Differential Adsorption at Liquid-Liquid Interfaces and Membranes

Abstract: We construct a mean-field formulation of the thermodynamics of ion solvation in immiscible polar binary mixtures. Assuming an equilibrium planar interface separating two semi-infinite regions of different constant dielectric medium, we study the electrostatic phenomenon of differential adsorption of ions at the interface. Using general thermodynamic considerations, we construct the mean-field $\Omega$-potential and demonstrate the spontaneous formation of an electric double-layer around the interface necessarily follow. In our framework, we can also relate both the bulk ion densities in the two phases and the distribution potential across the interface to the fundamental Born free energy of ion polarization. We further illustrate this selective ion adsorption phenomenon in respective examples of fully permeable membranes that are neutral, negative, or positive in charge polarity.
