Sobre a inexistente rela??o entre política industrial e comércio exterior

Abstract: in contrast to the international literature, in brazil, the defense of public intervention for the promotion of industrial activity is very often associated to the improvement of our external accounts. this article exa-mines possible links between trade policy and industrial policy. it discusses the rationality of macro and micro arguments and shows that, in the one hand, there is serious theoretical and logical flaws in the defense of industrial policy as a devise to increase trade surplus. on the other hand, from the micro standpoint, there is no firm evidence supporting this type of intervention and the theoretical arguments do not apply. the article also studies the international experience and argues that it is doubtful if the fast growth and the expansion of the flow of international trade observed in korea, for instance, were caused by industrial policy.

Abstract: this study explores the productivity performance of the brazilian economy between 1970 and 1998. we assess how much of the tfp downfall can be explained by some departures from the standard procedure. we incorporate to the standard measure utilization of capacity, changes in the workweek of capital, services of capital from electricity consumption, relative prices distortions, human capital, and investment in specific technology. we conclude that the downfall in productivity is quite robust to those specifications. the only case that presents a marked difference from the standard tfp measure occurs when relative prices of capital are corrected. the implications of this finding are a topic for future research.

Abstract: this article studies the welfare cost of business cycles fluctuation in brazil. we use a model, due to imrohoroglu (1989), in which agents are ex-post heterogeneous with respect to employment and cannot smooth perfectly consumption as they are credit restricted. this is highly relevant as the evidence is that at least 75% of brazilian population has no access to credit markets so that their consumption path tend to be highly sensitive to economic variability. our simulations show that in fact welfare losses due to output fluctuations are significant in brazil and much higher than the losses found for the us economy. we introduce in the model public policies that tend to complete markets and act as an (imperfect) insurance. with a very simple tax and transfer mechanism we show that the government can increase considerably welfare.

Abstract: this article evaluates the impact on the brazilian economy of a tax reform that reduces distortions and cumulative taxes, using for such experiment the current proposal of the brazilian treasury department (ministério da fazenda). we employ a standard dynamic recursive model calibrated as close as possible to the current brazilian economy in our simulations, which are implemented by introducing in this artificial economy parameters corresponding to the tax reform. it is estimated that the current proposal would lead to an increase of 1.2 percentile point in the output growth rate in the eight years following its implementation and a long run gain of 14% from its current trend. the impact on the investment level would be very expressive, 40% in the same period, so that the investment rate would from 20% for 26%. estimated welfare gains were also very large.

Abstract: this article investigates the growth and welfare impacts of the public-private-partnership (ppp) policy in brazil, by means of a recursive model calibrated to the country. the theoretical model assumes two types ofcapital - physical and infrastructure - and the latter may by public or private. our experiment reproduces the main features of the ppp law, the law no 11.079 of december 2004. in the calibration process, we paid special attention to the fraction ofinfras-tructure services supplied for free by the government and to the calculation of tariffs and taxes. simulations found that the potential impact on growth and welfare are not substantial. nevertheless, those magnitudes could be magnified depending on the external effect of infrastructure.

Abstract: this paper analyzes the behavior of the brazilian manufacturing industry after the reforms implemented in the nineties. we examine the impact of trade liberalization on industry productivity and estimate the markup of different industrial sectors before and after trade liberalization. estimates for markup showed a non-competitive practices in most sectors. it was also observed jumps of productivity growht in the majority of the industrial sectors after the reduction of the trade restrictions. there is no significant indication of fall in the market power, which could point to the existence of other channels responsible for the productivity increase than competition from abroad.

Abstract: This paper investigates the nature of income inequality across nations. Several exercises, such as variance decompositions, simulations and counter-factual analyses are performed. We find that, although total factor productivity has a leading role in explaining the dispersion of output per worker, countries grew in the past –and, consequently, are poor in the present– for different reasons. Even after correcting for productivity differences, some nations remain poor mostly because of low schooling of the labor force and other because they impose too many distortions to capital accumulation. Policy recommendations have to take country differences into account, or else they have a high chance of being either wrong or ineffective.

Abstract: We analyzed the role and importance of the popularization of science in science museums, and its perspectives in Brazil, from the experience we have developed over the years in the Espa o Ciência Viva ; and our participation, observations and studies related to the popularization of science in other science museums and science centers in Brazil and abroad. From an analysis of the historical environment that started in the early 1980’s, to a new era of popularization of science in Brazil and abroad, we briefly evaluate its current state in Brazil and make some considerations on popularization of science, which we need to support for the future economic and social development of our country. Nous avons analysé le r le, l'importance et l'avenir de la popularisation de la science à travers les musées des sciences au Brésil, en nous basant sur notre expérience acquise au fil des années au sein de Espa o Ciência Viva, ainsi que sur notre participation, nos observations et nos études sur la popularisation de la science dans d'autres musées ou centres dédiés, au Brésil et ailleurs. En partant du contexte historique au début des années 1980 jusqu'à sa situation actuelle, nous évaluons brièvement la popularisation de la science au Brésil, et commentons ce phénomène qu'il est nécessaire de soutenir pour le développement économique et social de notre pays. Abstract: The struggles?for land possession and deforestation were some results of the recent occupation process in the Amazon. Family farming was the target of land policies in the region, with recurring failures. Issues related to land governance and pro-poor policies have returned to the discussions, especially by the food production. This study aims to evaluate the relationship between the educational level, land access and sustainable land use among farmers in Acre State, Brazil, in the periods 1996/1997 and 2006/2007. Based on a sample, the methodology worked with variables related to the educational level, the access and the use of land, economic results and solid garbage. The results show that the higher educational level is directly related to the land access security and inversely proportional to sustainability in the land use type. Furthermore, production difficulties are leading to greater market dependence and, consequently, to increased generation of solid garbage, whose disposal may be better directed by improving the farmers’ education.
