O Sistema de Yalta como condicionante da política internacional do Brasil e dos países do Terceiro Mundo

Abstract: yalta system was percieved in different ways by distinct actors of the international system. this article analyses the south, or third world, perception's of this system. for these countries, yalta was not a division of the world, but a division of europe and the establishment of a group of rules by which the south was kept within the american bloc's periphery, hiding an antagonistic north-south dimension. however, for brazil (and latin america in general), its place in this system was even more subordinated and peripheric than for other regions. this situation led brazil and other countries to search for more autonomous diplomacy in the direction of a nationalism geared to development.

Abstract: china has arrived on the periphery of development, bringing with it a wide political and economic agenda. this marks a new phase in china's international projection and in the world system itself. what are the goals of this new new china in terms of international politics? there are many who claim that china entertains ambitions of world dominance, seeking to move into the position the united states has held in terms of planetary leadership. in a manifestation of what comes close to resembling sino-phobia (a new version of the "yellow threat"), there are those who argue that chinese development seeks to concentrate world wealth, breaking up the economies of other nations of the world. in advancing the hypothesis that peking has inaugurated a new stage in international politics, substituting the one in which the new china was struggling to regain sovereignty and development, we base our argument on the relationships that china has established with the african continent. the new new china, then, has begun to transform the world system itself. in this sense, we argue, china has sought to avoid hegemonies, whether that of the unitied states or its own. if this were not so, its fate could turn out to be similar to that of germany's, in the aftermath of two world wars. yet such strategies might not be feasible, since china must act today within the context of post-world war diplomatic fluidity and an aging contemporary capitalism whose historic centers are in rapid decline .

Abstract: this article discusses brazil's multilateral policy under luiz inácio lula da silva's administration, highlighting economic, political and environmental themes. the main argument is that brazil's multilateral relations during this government reached a new significance with the reinforcement of international coalitions and the articulation with the country's new development model. the country has been using multilateral forums as a way to achieve international projection and support for its development project, highlighting bargaining aspects, variable geometry coalitions and the strengthening of south-south cooperation
Arrhythmogenic cardiomyopathy of the right ventricle. Predictive value of QT interval dispersion to assess arrhythmogenic risk and sudden death

Abstract: OBJECTIVE: To determine in arrhythmogenic right ventricular cardiomyopathy the value of QT interval dispersion for identifying the induction of sustained ventricular tachycardia in the electrophysiological study or the risk of sudden cardiac death. METHODS: We assessed QT interval dispersion in the 12-lead electrocardiogram of 26 patients with arrhythmogenic right ventricular cardiomyopathy. We analyzed its association with sustained ventricular tachycardia and sudden cardiac death, and in 16 controls similar in age and sex. RESULTS: (mean ± SD). QT interval dispersion: patients = 53.8±14.1ms; control group = 35.0±10.6ms, p=0.001. Patients with induction of ventricular tachycardia: 52.5±13.8ms; without induction of ventricular tachycardia: 57.5±12.8ms, p=0.420. In a mean follow-up period of 41±11 months, five sudden cardiac deaths occurred. QT interval dispersion in this group was 62.0±17.8, and in the others it was 51.9±12.8ms, p=0.852. Using a cutoff > or = 60ms to define an increase in the degree of the QT interval dispersion, we were able to identify patients at risk of sudden cardiac death with a sensitivity of 60%, a specificity of 57%, and positive and negative predictive values of 25% and 85%, respectively. CONCLUSION: Patients with arrhythmogenic right ventricular cardiomyopathy have a significant increase in the degree of QT interval dispersion when compared with the healthy population. However it, did not identify patients with induction of ventricular tachycardia in the electrophysiological study, showing a very low predictive value for defining the risk of sudden cardiac death in the population studied.

Abstract: purpose: the purpose of this study was to evaluate the value of ambulatory electrocardiogram as a clinical tool to assess ventricular repolarization in patients with the congenital long qt syndrome. methods: the study population comprised six patients and their data were compared to a control group of six patients matched in age and gender. the qt interval (ms), corrected by the heart rate, was measured in the first minute of each hour using two monitoring leads, with the mean of six consecutives complexes. the data obtained include the morphologic pattern of t wave, the mean 24-h qtc interval, relation between qt and cardiac cycle, qtc variability (assessed calculating hourly standard deviation of the interval and then obtaining the global 24-h mean), qtc dispersion (difference between the longest and shortest qtc interval). results: in all patients abnormal patterns of t waves were detected with frequent episodes of t wave alternans. mean 24-h qtc - patients: 598.2±73.8ms; controls: 436.1±8.9ms (p=0.000). linear correlation and regression between qt and heart rate - patients: r= 0.812; controls: r= 0.967 (p=0.000). qtc variability - patients: 36.9±17.2ms; controls: 14.7±2.1ms (p=0.01). qtc dispersion - patients: 168.3±70.2ms; controls: 53.3±8.1ms (p=0.000). conclusion: the data showed increased hourly qtc variability, qtc dispersion and worse correlation between qt and heart rate. this data may reflect an abnormally augmented ventricular vulnerability.

Genetic Diversity and Population History of a Critically Endangered Primate, the Northern Muriqui (Brachyteles hypoxanthus)

Abstract: Social, ecological, and historical processes affect the genetic structure of primate populations, and therefore have key implications for the conservation of endangered species. The northern muriqui (Brachyteles hypoxanthus) is a critically endangered New World monkey and a flagship species for the conservation of the Atlantic Forest hotspot. Yet, like other neotropical primates, little is known about its population history and the genetic structure of remnant populations. We analyzed the mitochondrial DNA control region of 152 northern muriquis, or 17.6% of the 864 northern muriquis from 8 of the 12 known extant populations and found no evidence of phylogeographic partitions or past population shrinkage/expansion. Bayesian and classic analyses show that this finding may be attributed to the joint contribution of female-biased dispersal, demographic stability, and a relatively large historic population size. Past population stability is consistent with a central Atlantic Forest Pleistocene refuge. In addition, the best scenario supported by an Approximate Bayesian Computation analysis, significant fixation indices (ΦST = 0.49, ΦCT = 0.24), and population-specific haplotypes, coupled with the extirpation of intermediate populations, are indicative of a recent geographic structuring of genetic diversity during the Holocene. Genetic diversity is higher in populations living in larger areas (>2,000 hectares), but it is remarkably low in the species overall (θ = 0.018). Three populations occurring in protected reserves and one fragmented population inhabiting private lands harbor 22 out of 23 haplotypes, most of which are population-exclusive, and therefore represent patchy repositories of the species' genetic diversity. We suggest that these populations be treated as discrete units for conservation management purposes.

Abstract: The difficulties founded by the development projects in to achieve the small communities are result of macro structural plans that always tried to reflect in all sectors of base investments. The poor results of these "economic" plans reflect the impossibility of promote the development without go down to the last level, it means, all the projects of development should be followed from down to top. The local development privileges the "things of earth", or it appropriates the "local knowledge". The investments in local projects come along the beginning of this century promoting debates about the validity of macro over micro. From the native knowledge, some local projects promoted real revolutions in the social and cultural relationship. The case of Coopercuc is a reflect of the appropriation of native fruits that always were at disposition of communities and, only after a project of economic exploration, that the conditions of the associated were fortified. This article analyzed the effectiveness of cooperative in promote the social and economic gains to its associate and to the community around, preserving the nature, in direction to the freedom and welfare of all. The field research with cooperative members and the community enabled to verify the success of the enterprise in all the dimensions: social, economic and environmental. The increase of income, the politics of nature preservation associated with the raising of self-esteem of cooperative members confirmed how the local projects are effective in the promotion of welfare of the communities.
