Abstract: The purpose of this study is to show the performance of the Central Government in the new energy industry, and to analyze the effect of Central Government’s new energy documents. The essay intends to sum up almost new energy policies from the Central Government. The present study counts the total number of new energy policies, analyzes the distribution frequency of the new energy policies in the national institutions, and sorts out the purpose of the implementation of those new energy policies in order to understand the focus of the Central Government. Meanwhile, using a questionnaire, this essay collects data on evaluation of the public’s satisfaction with the new energy policy and the effect of the implementation of the new energy policy. So, based on a large amount of materials, the authors discuss about China how to promote the application of Central Government policies in this field are benefit to enrich the research materials of this field.

Abstract: As one of the national strategic emerging industries, new-energy-automobile industry has been caused people’s attention increasingly. Therefore, improving the new energy industry listing corporation performance, not only can alleviate the pressure on energy and the environment, but also can conducive to accelerating the transformation and upgrading of the automotive industry. Moreover, it can foster new economic point of growth and international competitiveness. This essay uses the super efficiency DEA model and Malmquist index method to analyze the performance of new-energy-automotive industry listing corporation. The data is from Year 2011 to 2013. Finally according to the conclusion of the empirical research, this paper made several suggestions to improve the operational efficiency of China’s new energy automobile enterprises and promote new energy-automobile industry.

Abstract: New energy vehicle industry acquires highly complex techniques. The new energy vehicle industry alliance is one of the most effective origination form and has been developed fast in China. This paper mainly use the software UCINET to draw up the picture of China’s new energy vehicle industry alliance network, and study the cooperation relationships within the alliances through analyzing their elements. The results find that the key factor that effects the development of China’s new energy vehicle industry alliance is automobile companies. The key point in future management and research of China’s new energy vehicle industry alliance are cooperation and management between automobile companies and other members in the alliance.

Abstract: Accelerate the development and utilization of new energy sources, which is basic requirements of implementing the scientific development concept, and building a resource-saving and environment-friendly society, and which has very important meaning for adjusting industrial structure, changing the mode of economic development, expanding employment, and promoting economic society sustainable development, how to evaluate the new energy industry developing capability has been a key issues. In this paper, based on defining the new energy industry developing capability and analyzing the key factors, proposed the new energy industry developing capability index system, built comprehensive evaluation model of the new energy industry developing capability based on neural network; in Hebei Province, through the training set to train the network, get the simulation results of the testing set; the example has proved that the method has a certain scientific and practical, which can be fully used in the new energy industry developing capability, and be promoted in other areas.
Analysis of Strategic Emerging Industries and Economic Growth

Abstract: During the global economic recession, strategic emerging industries have become the primary means of inhibiting decline, transforming economic structural adjustment and industrial strategy. This has been a goal for China, but have strategic emerging industries really contributed to China's economic growth? Here, we establish a formula of new energy and conventional energy based on the energy industry, and calculate their contribution rates. We found that contribution of the new energy to overall strategic emerging industry economic growth is lower than the ordinary, conventional energy industry, but the growth rate of strategic emerging industries to economic growth is larger than conventional industrial. In order to increase the contribution rate of the emerging strategic industries and maintain growth, innovation in China's strategic emerging industries should be based on independent innovation, strengthening the research and development capabilities, and basic research. Regarding tax policy, policies should guide the consumer;encourage the development of new formats for specific characteristics;develop turnover tax, income tax, consumption tax, and business tax that form inclusive incentive policy instruments of social resources to the development of strategic emerging industries;and increase domestic demand. The nation should also be supporting the production and research for major innovation projects;improving the organization and management mechanisms of production and research with the National Science and Technology Plan;establishing the public information platform for production and research cooperation;and strengthening the production and research cooperation and the development of strategic emerging industries.

Abstract: The industrial energy diagnosis presented in this work occurred in a milk product cooperative, from an analysis of energy consumption in the main milk industrialization and a diagnosis of energy end uses of lighting and cooling systems. Almost all stages of milk industrialization are used hot water and steam generated in the boilers. The largest electricity consumption in this sector is by electric motors followed by cooling needed to maintain the quality of milk products. Because energy costs represent a significant portion of the monthly cost of the company, an analysis of the energy costs of the past two years to check the consumption of active and reactive energy and power demand contracted is performed. This paper presents the main results of an energy audit in a milk processing industry in southern Brazil.

Abstract: The global supplies of petroleum are on the decline and the dwindling resource has become increasingly difficult to access. Improved technology is increasingly been required to access petroleum that is in hard to reach geographical environments and has chemical composition that is not entirely compatible with existing processing techniques. Alternative energy involves energy from renewable and non-depleting sources such as wind and solar, offer many opportunities for research and development and are been widely developed globally. These sources of energy are expected to reduce the threat of a changing climate, air pollution and oil dependence caused by the automobile industry. There are many economic, environmental and societal benefits of employing various alternative energy sources or options in the passenger automobile industry for motive power. Transitioning from a monoculture of hydrocarbon-based transportation will be just as signify- cant as investments in research and development needed to develop a portfolio of cost-competitive and safe alternative powertrain technologies that can effectively retire the fossil fueled internal combustion engine, without much of any economic stress. In this work, we couple energy and environmental issues to obtain a realistic indication of the future of alternative powertrain technologies for the future of the passenger automobile industry.
Energy Conservation Opportunities in Pulp & Paper Industry  [PDF]

Abstract: Industrial sector is the largest user of energy in India and in many parts of the world. The pulp and paper industry accounted for 6% of total global industrial energy consumption, being the fourth largest energy consumer worldwide. For India, energy audit of a paper carton manufacturing unit was earlier reported with the following results. The specific electrical and thermal energy consumption was estimated as 91.85 kWh/ton and 1619 MJ/ton paper respectively. Annual energy saving potential was found to be 5.9% of the total annual energy consumption. With a view to identifying energy conservation and CO2 mitigation opportunities in writing, tissue, and craft paper production, this article presents energy auditing of a paper industry (Orient Paper Mills) in Amlai, Shahdol, Madhya Pradesh, India. The specific energy consumption of the typical paper industry in India was evaluated as 34.3 GJ per ton paper and specific CO2 emissions as 3.4 tons CO2 per ton paper. Some energy conservation opportunities for this industry were identified with significant energy saving (nearly 3.5%) and money saving potential with payback periods not exceeding 2 years in general.
