Abstract: recreated in the early days of the brazilian republic (jan./1890) as a central agency, the general directory of statistics (dge) faced difficulties in consolidating the brazilian statistical activity. a new time only was achieved when josé luiz say?o de bulh?es carvalho (1866-1940), a medical doctor specialist in public health dedicated to demographic studies and researches, took its direction (in two times) for almost 17 years. his performance applied to facilitate the interaction of dge with its similar agencies in the federation. he idealized agreements with provincial statistical agencies; imagined counsels (or committees) for making collective decisions; imagined a national statistical conference based on the experience he has accumulated in two conferences of the international statistical institute (1s1); applied attention to the formation of a statistical professional community; encouraged and sponsored the translation of books, among other measures. the census of1920, he had made, the only major census at the early brazilian republic, was guided by friendly relations with the federal and provincial statistical organizations and with the society (catholic church, media, unions, clubs etc.). 1t was, we can say, a modern census, using processing machines, and concluded in a timely fashion. the printed volumes of results were illustrated by pictorial graphics, also used at the pavilion of statistics, called (by the press) the pavilion of precisely science, which fixed the presence of dge in the 1nternational exhibit of the brazilian 1ndependence centennial (1822-1922). with his experience, anticipated the basis of brazilian 1nstitute of geography and statistics (1bge), created in 1936 as the new brazilian statistical central agency (still working with growing success), that can be see, in sum, as a measure of his success in a long term vision.

Abstract: the taxonomic validity of leptophis ahaetulla copei is assessed. this subspecies is distinct from the nominal subspecies on the basis of differences in the number of ventral scales, maxillary teeth and dorsal coloration. however, comparison of its type specimens with specimens of l. a. ahaetulla revealed that l. a. copei is a junior synonym of the latter. in addition, the distribution of l. a. ahaetulla is expanded from brazil to southwestern venezuela and southern colombia.

Abstract: o artigo trata sobre a quest?o dos derivativos e sua evidencia??o nas demonstra??es contábeis. procura-se definir, inicialmente. a que s?o derivativos e quais s?o os tipos de derivativas empregados pelo mercado financeiro, fornecendo uma rápida explana??o sobre cada um. os participantes do mercado financeiro de derivativos s?o, também, abordados, enfatizando a importancia de cada um para a efetividade das opera??es financeiras. mostra-se a atual forma de evidencia??o desses instrumentos financeiros no brasil através da mensura??o das normas vigentes da cvm e do bacen, e nos eua através dos pronunciamentos da fasb ainda em vigor. a seguir. procura-se apresentar algumas criticas existentes no ambito universitário americana quanto a forma atual preconizada pelo fasb para a evidencia??o de derivativos. procura-se dar. ent?o, uma idéia do que seja o sfas no. 133 accounting for deriva tive instruments and hedging activties. o ultimo pronunciamento no fasb versando sobre a quest?o derivativos. esse pronunciamento muda radicalmente a forma de evidencia??o dos derivativos, que deixa de ser feita através de notas off-balance-sheet. passando a ser quantitativa e incorporada ao corpo das demonstra??es contábeis. a exigência de calculo do fair-value para os derivativos demonstra, também. uma guinada nos conceitos contábeis atuais. pois introduz uma dosagem de subjetividade em seu cálculo. conclui-se que esta deve ser a tendência para a ado??o por parte dos órg?os normatizadores internacionais e brasileiros.

Abstract: focusing on the statistical information, this article aims at remarking the polemics that grow around its social-political dimension which defines the demand, and technical-scientifical dimension which defines the suplly, through a historical evolution. it aims at showing that the definition and harmony between both, the demand and the suplly of statistical information, are not fixed by the market free game, natural locus of the spontaneous economical coordination, so, being absolutely necessary to have a specialized, proper and adequately institutionalized coordination in some official government level (because it comes to an output wanted as public). therefore this institutional coordination should be up to some public agent which would act to the limits of its attributions, cosequently practicing a careful regulation of the whole social and cognitive process, based on the principles of a policy of information. in this way, the policy of information is related to the settling of polemics that may obstruct or make it difficult to turn public a certain output (in this case the statistical information), relating it in the context of some power agency (in this case a specialized coordination), establishing a six-pillar set (utility, properly, validity, visibility, continuity, integrity), able to sustain and support it.

Abstract: this paper analyses public policy for communication and education with an emphasis on teacher development. governmental projects in the area of distance education, in particular tv escola and proinfo, are analysed throughout the text revealing the distance that exists between governmental plans and the reality of the brazilian education system. it becomes apparent that the official line, when government policies fail, is that it is the teachers who are to blame. this is a result of the constant undermining of the teaching profession, which has been further accentuated by the introduction of distance education courses for teachers. for the most part, these courses are oversimplified and superficial, focusing mainly on the certification of teachers to satisfy the demands of the ldb (national education law). given this bleak scenario, it is of great importance to strengthen the school and teachers through, among other things, solid training programmes and improvements in working conditions, including the very necessary presence of information and communication technologies. from this analysis of existing policies, there is clear evidence of the distance between mec (the ministry of education) and the public higher education system, in particular education faculties, which could play an important role at this moment.
A política de educa??o especial no estado de Sergipe (1979-2001)

Abstract: the objective of this study was to put forth an evaluation of education policies from 1979 to 2001 for the state of sergipe, related to people with disabilities. the central source of information on the governmental administrative structure is the state secretariat of education, along with other institutions. its document archives were related to the social indicators defined for the study (1-planning, programs and governmental projects; 2-expansion of the physical network; 3-increase in registrations; 4-organizational structure; 5-human resources, and 6-legislation). 136 different documents were identified, distributed for the sources of the information selected. the results suggested that there was a progressively more intensive implementation of certain specific educational programs and projects, where there had been intervention of international organizations. there was intensive and progressive production of legislation, restricted in scope as to practical consequences. other changes were made to the organizational structure of the state, involving the education secretariat and creation of the organs relative to people with disabilities; there was on-going improvement to the physical network; registrations increased, especially at the preschool level, despite the low increase rates of high school and special education registration. with regard to special education policies, for the 22 years of administration analyzed in the study, the federal government provided for continuous dispensation of funding to the state government. this was essential for the success of the state's special education policies, since few investments were forthcoming from the state and municipal governments for the provision of education of children and young people with special educational necessities throughout these last 20 years, which partially explain how inexpressive special education policies are for the state of sergipe.

Abstract: the paper initially presents an overview of scientific and technological development, the global mainstream media system and the coexistence of some languages, which are intensively articulated from and by the great presence of digital technologies. an analysis is made of the set up process of digital networks and collaborative processes and brazilian public policies for the digital culture, in particular the use of collaborative networks emphasising open/free software and collective production. from this the paper discusses the importance of the relationship between education and culture. we develop the idea of the intense use of horizontal and collaborative networks in educational processes which empower teachers and students to produce culture and knowledge. finally, we reflect more closely on thinking of education from a plural perspective, i.e. educations.

Abstract: this text analyzes the need to control or administer information so that it can best serve the public and the public sector. achieving this will require a clearly defined policy and governing regime. to ensure the harmonization and synchronization of supply and demand with regard to statistics, the author calls for the creation of a coordinating institution, the precise nature of which would be defined by information policy makers.
