Abstract: the culture of evaluation of social programs has been institutionalized in mexico. however, in spite of the efforts of the national council for social policy evaluation, process evaluation, contrary to impact evaluation, has not received the attention it deserves. this paper presents an example of the usefulness of process evaluation to identify critical aspects in the efficiency of processes and administration of a program by means of a poisson regression. the example uses information from a program that started in 1986 and disappeared in 2003: the programa tortilla.

Abstract: the second encyclical of pope benedict xvi develops an upto- date vision of christian hope. the present paper presents, in the first place, a general sight of the present theological context of hope: an active hope centered on jesus? paschal mystery, as an anticipation of god?s future that engages us with history?s crucified people. in a second place, it offers a reading of the document on hope in the perspective of a sound dialectic with illustrated modernity. finally, it shows how active hope is an impulse that motivates the fifth general conference of the bishops of latin america and the caribbean.

Abstract: La segunda encíclica del papa Benedicto XVI desarrolla una visión actualizada de la esperanza cristiana. La reflexión presenta, en primer término, una visión general del contexto teológico actual de la esperanza: una esperanza activa centrada en el misterio pascual de Jesús, como anticipación del futuro de Dios que nos compromete con los crucificados de la historia. En segundo lugar, ofrece una lectura del documento sobre la esperanza en la perspectiva de una sana dialéctica con la modernidad ilustrada. Finalmente, muestra como la esperanza activa es un impulso que anima la V Conferencia del Episcopado Latinoamericano y el Caribe. Antioxidant Capacity and HPLC-DAD-MS Profiling of Chilean Peumo (Cryptocarya alba) Fruits and Comparison with German Peumo (Crataegus monogyna) from Southern Chile

Abstract: Liquid chromatography (LC) coupled with UV detection and electrospray ionization (ESI) tandem mass spectrometry (MS/MS) was used for the generation of chemical fingerprints and the identification of phenolic compounds in peumo fruits and aerial parts from southern Chile. Thirty three compounds (19 of these detected in C. alba and 23 in C. monogyna) were identified, mainly flavonoid glycosides, phenolic acids, anthocyanins and flavonoid aglycons. Total phenolic content and total flavonoid content was measured for both species, and were higher in the extracts from C. monogyna fruits and aerial parts than extracts from C. alba. The fruits of Cryptocarya alba (Chilean peumo) presented high antioxidant capacity (9.12 ± 0.01 mg/mL in the DPPH assay), but was three times lower to that of Crataegus monogyna (German peumo) (3.61 ± 0.01 mg/mL in the DPPH assay).

Abstract: The Reproducing Kernel Element Method (RKEM) is a relatively new techniquedeveloped to have two distinguished features: arbitrary high ordersmoothness and arbitrary interpolation order of the shape functions. This paper provides a tutorial on the derivation and computational implementationof RKEM for Galerkin discretizations of linear elastostatic problems forone and two dimensional space. A key characteristic of RKEM is that it donot require mid-side nodes in the elements to increase the interpolatory powerof its shape functions, and contrary to meshless methods, the same mesh usedto construct the shape functions is used for integration of the stiffness matrix. Furthermore, some issues about the quadrature used for integration arediscussed in this paper. Its hopes that this may attracts the attention ofmathematicians. El Método del Elemento Reproductor del Núcleo (RKEM) es una técnica relativamente nueva desarrollada para tener dos propiedades distinguidas: suavidad de orden arbitrario y funciones de interpolación de orden arbitrario. Este artículo provee un tutorial acerca de la deducción e implementación de RKEM en discretizaciones de Galerkin en problemas elasto-estáticos en una y dos dimensiones. Una característica clave de RKEM es que no requiere de nodos intermedios en los lados de los elementos para incrementar el poder de interpolación de sus funciones de forma, y contrario a los métodos sin malla, la misma malla usada para construir las funciones de forma es usada para la integración de la matriz de rigidez. Además, algunas cuestiones acerca de la cuadratura usada para integración son discutidas en el artículo. Se espera que esto pueda atraer la atención de matemáticos.

Abstract: En México se ha institucionalizado la cultura de la evaluación de los programas sociales. A pesar de los esfuerzos del Consejo Nacional de Evaluación de la Política Social la evaluación de proceso, a diferencia de la de impacto, no ha recibido la atención que merece dentro de esa cultura. Mediante una regresión de Poisson, se presenta un ejemplo de la utilidad que tiene la evaluación de proceso para identificar puntos críticos en la eficiencia y la gestión de un programa. El caso de estudio se construye con la información de un programa que inicia en 1986 y desaparece en 2003: el Programa Tortilla.
Electron trapping by electric field reversal and Fermi mechanism

Abstract: We investigate the existence of the electric field reversal in the negative glow of a dc discharge, its location, the width of the well trapping the electrons, the slow electrons scattering time, and as well the trapping time. Based on a stress-energy tensor analysis we show the inherent instability of the well. We suggest that the Fermi mechanism is a possible process for pumping out electrons from the through, and linking this phenomena with electrostatic plasma instabilities. A power law distribution function for trapped electrons is also obtained. Analytical expressions are derived which can be used to calculate these characteristics from geometrical dimensions and the operational parameters of the discharge.
Quelques reflexions sur la conception du monde de Erwin Schrodinger

Abstract: Some personal reflections are made about the philosophical posture of Erwin Schrodinger, as exposed in one of his book "Ma Conception du Monde". It is argued that the Taoist view of the world, as pursued by Schrodinger, although characterized by the dialectical struggle between opposite truths does not contain the temporal dimension, the unique which allows an evolving understanding of phenomena and objects that compose this world in constant evolution. In our point of view, only a genetic view - which is missing in the actual scientific paradigm - will bring a more deep explanation and understanding of Reality.
