Abstract: since the early 1990's the provincial ministries of education across canada have implemented a number of new policies and reforms. it took some time for these changes to have a visible impact on schools and classrooms, but in the last five years or so, those effects have become apparent and are still evolving. teachers find themselves in the complex situation of needing to maintain a sense of commitment in order to perform with professional dedication, while at the same time needing to be flexible and adaptable in the face of evolving working conditions and policy contexts. the school personnel study set out to investigate the impact of the introduction of these changes on the day-to-day concerns of teachers regarding their works. this paper reports on those concerns as revealed by an analysis of 240 interviews conducted with teachers in elementary and secondary schools in three canadian provinces.

Abstract: Dans un texte reprenant l’essentiel de sa contribution à la table ronde qui a cl turé le colloque Présences du passé , l’auteur s’interroge sur le retard avec lequel les milieux intellectuels fran ais ont fait place aux études postcoloniales , bien après le succès que celles-ci ont rencontré dans le monde anglo-saxon. En confrontant cet état de fait aux revendications publiques qui se sont fait jour en France sur fond de problèmes d’intégration, elle souligne comment, en l’affaire, la société a été en avance sur la recherche, et comment ces mouvements revendicatifs témoignent, in fine, d’une volonté de vivre ensemble dans une France acceptant à la fois son histoire, ses mémoires et sa diversité. In an article taking up the main points of her contribution to the roundtable discussion closing the “Presence of the Past” symposium, the author looks at the time lag with which the French intellectual milieus have turned their attention to postcolonial studies, well after these began thriving in Anglo-Saxon academia. By examining this state of affairs in the light of the demands made today in France in the public sphere against a backdrop of integration problems, she emphasizes how in this case society has been a step ahead of research and how these identitarian movements finally demonstrate the will to live together in a France that accepts at once its history, its memories and its diversity.

Abstract: Economic development is usually conceived as the utilization and development of natural and human resources available to produce marketable goods and services which may be exchanged with other segments of society for other goods and services. Far from being fossilized societies, prisoners of their colonial past, Indian nations have always innovated in this domain, using their traditions to find new and original solutions to their economic problems, while securing their cultural identity. There is a renewal of Indian cultures whenever a tribe’s traditions and values are the basis of its development.

Abstract: After justifying the role played by the government in the financing of R&D and investigating the link between innovation, productivity and economic growth, this article deals with the research and innovation policies under Tony Blair. It focuses on the financing of public research institutions whose objective is to ensure that the British economy becomes a knowledge-based economy with increased productivity and economic growth. Since 1997 there has been a strong increase in public funding for the best institutions especially in “project” type funding.

Abstract: Mode de dissolution du mariage exclusivement tributaire de la volonté unilatérale du mari, la répudiation islamique heurte le principe d’égalité des époux qui fait partie des valeurs fondamentales du droit fran ais. Quel est alors le sort réservé, dans l’ordre juridique fran ais, aux répudiations prononcées à l’étranger en application du droit musulman ? à cet égard, l’évolution de la jurisprudence fran aise au cours des trente dernières années révèle un durcissement des exigences de l’ordre public, au terme d’un parcours erratique oscillant entre la reconnaissance et le rejet. Cette évolution en dents de scie qui semble aujourd’hui stabilisée n’est pas réellement surprenante, tant les impératifs en jeu sont délicats à mettre en uvre. En effet, l’accueil réservé à la répudiation de droit musulman en France dévoile, au-delà de la technique juridique, un double conflit de valeurs. Sur le terrain du droit international privé, il met en lumière le tiraillement entre deux impératifs : celui de préserver la cohésion et les valeurs de l’ordre juridique fran ais d’une part, celui de favoriser l’harmonie internationale des solutions d’autre part. Ensuite et surtout, sur un terrain proprement idéologique, la question touche à la conception même que l’on se fait des droits de l’homme dans les relations entre systèmes juridiques de traditions culturelles différentes ; elle oppose alors les tenants du relativisme culturel à ceux qui pr nent la vocation des droits de l’homme à l’universalité. A form of marriage dissolution initiated exclusively and unilaterally by the husband, Islamic repudiation tests the principle of equality between spouses that figures among the fundamental values of French law. What status does French law accord repudiations pronounced abroad under Islamic law? The development of French jurisprudence on this question over the past thirty years shows a consolidation around the exigencies of public policy, following an erratic course of pendulum swings between recognition and rejection. That the jurisprudence has apparently now stabilized in this way is not surprising, even if intricate questions remain from a practical standpoint. Beyond legal technicalities, the reception accorded Muslim repudiation in France reveals a double conflict of values. In the field of private international law, it illuminates the tension between two priorities: on the one hand, the cohesion and values of French law, and on the other hand, the international harmonization of legal outcomes. Quality and integrity in scientific writing: prerequisites for quality in science communication

Abstract: Standards and Good Practice guidelines provide explicit criteria for maintaining quality and integrity in science. But research practices are now openly questioned. I defend the idea that the tension between norms and practices in scientific writing must be addressed primarily by the scientific community if quality of the sources in the process of science communication is to be guaranteed. This paper provides evidence that scientific writing and researchers’writing practices do not reflect expected quality criteria. Evidence is based on four complementary analyses of: (i) communication manuals, journals’ recommendations to authors and the norms they convey (ii) feedback given by reviewers (ii) interviews and questionnaires (iv) researchers’ written productions and writing practices. I show that researchers’ writing and communication practices are very often in total contradiction with the norms and standards the scientific community has established. Unless researchers can improve and guarantee quality and integrity of the sources, the whole system of science communication will be threatened.

Lower and upper bounds for the Lyapunov exponents of twisting dynamics: a relationship between the exponents and the angle of the Oseledet's splitting

Abstract: We consider locally minimizing measures for the conservative twist maps of the $d$-dimensional annulus or for the Tonelli Hamiltonian flows defined on a cotangent bundle $T^*M$. For weakly hyperbolic such measures (i.e. measures with no zero Lyapunov exponents), we prove that the mean distance/angle between the stable and the unstable Oseledet's bundles gives an upper bound of the sum of the positive Lyapunov exponents and a lower bound of the smallest positive Lyapunov exponent. Some more precise results are proved too.
