Abstract: information about the health councils are important to set strategies that guarantee the their participative management and maximum performance. we aimed to analyze the organization and functioning of the municipal and regional health councils of fortaleza - ce. it is an exploratory, descriptive study. data were collected between february and july 2006 and, from february to june 2007 through documental analysis ofcouncil's files and semi-structured interviews with the council staff. in all, 04 representatives of the municipal council and three from each regional council have been interviewed, in a total of 22 councilors. sampling was randomically done, and participants were volunteer. data were organized into categories, and analyzed through speech analysis. the study was approved by the committee of ethics in research under the number 04497443-4. findings showed a low attendance of the regional councilors in the meetings. councilors mentioned that they had difficulties in understanding their roles. we have perceived that most of both regional and municipal councils have good facilities and staff that allow them to work properly. however, some were considered to be in poor conditions particularly regarding physical facilities, which hinders the functioning, organization and popular participation in the service's management follow-up.

Abstract: as a result of the experience of two public universities and a private one, the extension project "family health league" (lsf) introduced a participative management strategy in the field of education of health professionals, with the support of power-ideas such as permanent education in health, popular education, multiprofessional and interdisciplinary groups, primary health attention, family health strategy, participative methodologies and practice inserted in a live territory. this report aims to introduce an experience of integrating teaching to community service through the family health league extension project (lsf), in the context of the health-school municipal system (smse) in the city of fortaleza, ceará, brazil. this experience was planned in the spirit of participative management in the national health system (sus). the proposal of lsf emerges, in the smse, from a recommendation supported by the city's health system which aimed at improving co-management spaces of education and services and used the methods of circle discussion and inverted tent. the protagonism of the project members and of the community in the organization of the project's activities and the amplification of a critical view over social reality and health work are amongst the major advances which emerged from this experience. this project has made possible the integration of teaching, health service and community, from the perspective of a communicative and participative management.

Abstract: this essay discusses the role of brazilian nursing as a socially committed practice, in the political and pedagogic plan. the concepts of popular participation, representative and participatory democracy, and education in health are recovered, enlightened by the recent history of the constitution of social network of practices and reflections called popular education and health. the construction process and the ethical-political principles of a national policy of popular education in health are presented, discussing the participation of nursing in the changes of educational practices, in spaces of political representation and formulation of public policies, with a perspective of achieving a fair and equal social order.

Abstract: this study aimed at verifying the expectations of patients with hiv serum-positive patients, regarding to nursing care. this is a study with qualitative approach developed in the inpatient unit of a state public hospital in the municipal district of fortaleza-ce. data were collected in the period of september to october of 2003 through semi-structured interview, applied to 12 patients, randomly selected among the patients with diagnosis of hiv/aids. for data analysis it was used the collective subject's speech (dsc) through emission of central ideas and/or key-expression. it was conclude that the patients expectations are for a more human care, more attention, contact verbal, more affectivity of the nursing team, a qualified and worthy attention. besides their needs they should be informed daily about the vulnerabilities that they are submitted during the hospitalization.

Abstract: this reflection intended to analyze the counselling starting from the vision of the freire's pedagogy visualizing it in a wider way, as an education activity, an intervention act for the subject's autonomy. the counselling is an activity developed by a health professional, properly, and it is destined to who has indication of accomplishing the anti-hiv. in the ambit of the epidemic of hiv/aids, the counselling contains three components: the emotional support to the customer; educational support; and evaluation of risks, that propitiates the reflection on values, attitudes and conducts. in that way, they will avoid to be he turned into a no obligation "chat" and led according to the counselor's will.

Abstract: the purpose was to analyse the managerial work of the nurse, to know nurses' actions, to verify the importance towards the planning and to identify some factors that interfere in the management. a descriptive research was accomplished in 10 basic health units in fortaleza, ce, brazil, with 10 nurses. data collection was carried aout in january 2008, by means of a structured interview. most of the nurses were female between 37 and 57 years-old. for seven nurses the management of people and the planning are the most important aspects. some difficulties about the incomplete composition of the teams, lack of professional ability and low financial resource were reported. this research gathers information for knowledge and analisys of the management actions of the nurses in the basic atention.

Abstract: a hypertensive crisis is a sudden and symptomatic elevatation of blood pressure at risk of acute deterioration of target organs. although the prevalence in the literature of the burden is 1%, the risk of complications and death associated with the problem of health in the emergency services have revealed the need for deeper issues related to access to the service of health. it is a quantitative and descriptive research, held in a public hospital fortaleza city, between april and july of 2006, with 118 patients. the results show that people with hypertensive crisis has sought health services, especially the emergency, in order to get care. the study indicates access as a key element in meeting the needs of users who seek the services of health, and the waiting time, the resolution and the reception, important parameters on the quality of care.

Abstract: the study aims to apprehend the subjectivity production possibilities concerning sexuality in a group of women living with hiv/aids, based on the sociopoetic method. the subjects were nine women with hiv/aids attended at the public referral hospital for infectious diseases in fortaleza-ce. the results appoint that sexuality appears in several dimensions: in the sexual act, in knowing their own body, in professional accomplishment, in feelings of desire and love, besides the feeling of freedom. we concluded that sexuality is present in the individual's totality; it is not limited to the sexual act, but goes much further and is characterized as a dynamic reality

Abstract: this study discusses the actions of the project 'cirandas da vida', which works indialogism between the principles of community and the institutional field in the formulation and implementation of health policies. it tries to understand how popular perspective expresses itself artistically within health management, and to capture how communities express their history of fight through arts′ languages as a fertilizer of the principle of community; we looked into how popular actors insert themselves into the formulation and implementation of these policies, in order to understand how different groups of different generations express their readings of reality, in the dialogism lived within health management. finally, we try and analyze how arts′ languages contribute to the construction of limit acts as strategies to surpass limit situations which came up during cirandas' encounters . action research was the chosen method: an extended research community was constituted and proceeded to a collective analysis of the experience. violence points out that it is one of the limit situations, revealing its impact onto youth with problems with the law and the potential of the languages of art as spaces of expression, problematization and transgression of reality and the involvement of these youngsters within the construction of policies. it reveals also the focus on gender, and the strategies of social and solidarity economy and care practices as limit acts. access to health services was another limit situation pointed out, emphasizing the necessity of strengthening humanization in health attention. art and popular practices of care emerge as potentialities of the popular actors that participated of the management encounters, bringing their knowledge in a daily basis: the viable unknown.

Para tanto, estabelece-se uma via crítico-teórica que abarca os avan os dos Estudos Culturais, a vanguarda e a pujan a das teorias feministas, os entrela amentos entre o feminismo e o pós-colonialismo, a crítica aos binarismos linguísticos saussureanos e os novos entendimentos sobre o Orientalismo.
