Abstract: Ao ser convidado pelos editores desta conceituada revista a organizar um número especial sobre Tecnologia e Inova o, estávamos próximos ao início do XXI Seminário Ibero Latino Americano de Gest o Tecnológica, por sinal o mais importante evento ibero-latino-americano neste campo, realizado em setembro de 2007 em Buenos Aires. Como membro do Comitê Científico e participante deste seminário, pude tomar conhecimento dos trabalhos aprovados pelo Comitê Científico deste seminário e fazer uma sele o de quatro trabalhos relevantes aos propósitos deste número especial, a saber: P&D de interesse público? Observa es a partir do estudo da Embrapa e da Petrobras, de autoria de pesquisadores do Departamento de Política Científica e Tecnológica da UNICAMP; Gest o da Inova o - Um Esfor o de P&D em Empresa Distribuidora de Energia Elétrica, de autoria de pesquisadores do Núcleo de Estudos em Inova o, Conhecimento e Trabalho, da Universidade Federal Fluminense, em co-autoria com um gerente de P&D de uma empresa distribuidora de energia elétrica, Colabora o com Universidade e as Atividades para Inova o de Empresas Brasileiras, de autoria de gestores da Agência Brasileira de Desenvolvimento Industrial – ABDI em co-autoria com um pesquisador associado a Universidade Técnica de Endhoven, Holanda Gestión del Conocimiento en PYMES: Determinantes de la Explotación Estratégica de Recursos Intangibles, de autoria de dois pesquisadores mexicanos , um da Universidade Autonoma Metropolitana do México e o outro da Universidade de Guanajuato, Mexico. O convite que me foi feito para organizar este número especial coincidiu também com as proximidades de um evento internacional sobre “Inova o e Empreendedorismo” que estávamos ent o organizando e que aconteceu em novembro de 2007, na Universidade Federal Fluminense. Entre os palestrantes convidados para este evento estava uma das maiores autoridades internacionais sobre o tema, o pesquisador Henry Etzkowitz, o criador do “Triple Helix model of University-Industry-Government interactions “ e co-fundador da Triple Helix International Conference Series, hoje Professor e Diretor do Management of Innovation, Creativity and Enterprise Programme e Diretor do Triple Helix Research Group, Business School, Newcastle University. Nesta ocasi o convidei o colega Henry Etzkowitz a selecionar dois trabalhos recentes de sua co-autoria com membros de seu grupo de pesquisa, ainda inéditos, para completar o conjunto de artigos que comp e este número especial, a saber: Professors of Practice: Reinventing the Professorial Role, em co-autoria com James
Erro médico em pacientes hospitalizados

Abstract: objective: to review the current literature and to discuss medical errors in hospitalized patients emphasizing its incidence, predisposing factors and prevention mechanism. special attention is given to medication errors and adverse drug events in newborn infants and pediatric patients. sources: bibliographic review of the current literature through electronic search in medline data-base, with selection of the most relevant articles. summary of the findings: even though most medical errors are not reported, it is important to notice that its incidence is greater than previously assumed. in the usa, approximately one million of patients/year are victims of medical errors and adverse drug events. today, deaths resulting from these episodes are the fourth cause of mortality in the usa. in neonatal and pediatric intensive care units, where the complexity and frequency of technical procedures are high, medical errors are frequent. fifteen percent of all admissions to a neonatal intensive care unit is followed by medical errors. most of these errors occur during night shifts and include incorrect administration of drugs (35%) and errors regarding the interpretation of medical prescription (26%). environmental factors (noise, heat), psychological factors (anxiety, stress) and physiologic factors (fatigue, absence of sleep) contribute to the occurrence of errors. recent study shows that after working 24 hours without sleeping, the performance of a health professional is similar to a legally drunk person (serum alcohol level > 0.08%). conclusions: errors are part of human behavior. the prevention of errors should include a careful review of the organizational system. medical errors should be seen as an opportunity to change or re-structure the system and to improve the quality of health care delivered and patient safety.
Capital social e democracia: a confian?a realmente importa?

Abstract: in recent times, efforts have been made to bring two approaches previously considered to be antagonic and impossible to reconcile closer. this refers to an attempt to intermediate views that, on the one hand, emphasize the importance of individuals' strategic choices and, on the other, prioritize the historical importance of socio-historical norms and institutions in political and social results. the present article takes part in this debate and within this context, the question "does culture matter?" comes to the forefront. taking this question as our point of departure, we seek an empirical analysis of the statistical relevance of a specific cultural value, "social capital", and its significance for the quality of democracy. the efforts we carry out consist in attempt to empirically clarifying whether social capital (understood here through indicators of interpersonal trust, trust in institutions and political trust) is related to the quality of democracy (measured here through two indicators: freedom house and the economic inteligence unit). we conclude that, if relying exclusively on the concept of interpersonal trust as a measure of social capital, we will not be able to consider the latter as a cultural value that is relevant for democracy. with regard to trust in institutions, this factor's negative correlation to degrees of democratization in the countries studied demonstrates quite clearly that the circle of virtue suggested by robert putnam cannot be confirmed. erosion of trust in governments, within democratic regimes, is strong evidence that there is no positive, virtuous association between confidence, civic culture or any other denomination that has been suggested in the attempt to build causal links between social capital and democracy. yet notwithstanding negative results and the limitations that we have pointed to in relation to the scope of the theory of social capital, our text is revealing of a debate that is currently under construction and seem

Nosotros como pesquisadotes participantes de programas de postgrado en Educación Física, Area 21 de la Gran Area de la Salud, nosotros enfocamos la discusión acerca de las características, limites y posibilidad de los indicadores para una apreciación cualitativa de la producción intelectual, en particular aqueja difundida en las Ciencias Sociales y Humanas en el campo de la salud, especialmente de las subáreas sociocultural y pedagógica de la Educación Física.
Erro médico em pacientes hospitalizados

Abstract: Objetivo: o presente artigo tem por objetivo revisar a literatura e discutir a quest o do erro médico em pacientes hospitalizados, enfocando sua conceitua o, incidência, fatores predisponentes e mecanismos de preven o. Aborda, em especial, erros e eventos adversos com drogas envolvendo recém-nascidos e pacientes pediátricos. Métodos: revis o bibliográfica utilizando banco de dados Medline, selecionando-se aqueles com informa es atuais e relevantes. Resultados:mesmo assumindo que a notifica o do erro médico n o ocorre em um grande número de eventos, é importante notar que sua incidência é muito maior do que julgamos. Só nos EUA, cerca de um milh o de pacientes por ano s o vítimas de erros médicos e eventos adversos com drogas. Segundo recente metanálise, esta é, hoje, a quarta causa de morte nos EUA. Em unidades de terapia intensiva neonatal e pediátrica, nas quais é grande a complexidade e a freqüência de procedimentos, a ocorrência de erros é maior. Estima-se que quinze por cento das interna es em unidades de terapia intensiva neonatal sejam acompanhadas de erro médico. A maioria destes erros acontece durante o período noturno, e envolve administra o incorreta de droga (35%) e erro na interpreta o da prescri o (26%). Fatores ambientais (barulho, calor), psicológicos (tédio, ansiedade, estresse) e fisiológicos (fadiga, sono) contribuem para a ocorrência de erros. Recente estudo revela que após um plant o de 24 horas, sem dormir, o desempenho psicomotor de um profissional de saúde é semelhante ao de um indivíduo legalmente bêbado (nível sérico alcoólico maior ou igual a 0,08%)! Conclus es: mesmo em profissionais conscientes, erros s o acompanhantes inevitáveis da condi o humana. A preven o de erros deve basear-se na busca de causas reais, que geralmente incluem erros no sistema de organiza o e implementa o do servi o. Erros devem ser aceitos como evidência de falha no sistema, e encarados como oportunidade de revis o do processo e aprimoramento da assistência prestada ao paciente.
The frequency crossover for the Goos-Hanchen shift

Abstract: For total reflection, the Goos-Hanchen (GH) shift is proportional to the wavelength of the laser beam. At critical angles, such a shift is instead proportional to the square root of the product of the beam waist and wavelength. By using the stationary phase method (SPM) and, when necessary, numerical calculations, we present a detailed analysis of the frequency crossover for the GH shift. The study, done in different incidence regions, sheds new light on the validity of the analytic formulas found in literature.
Expression of Messenger RNA of Oncoproteins E6 and E7 of Human Papilomavirus in Women with Negative Oncotic Cytologies, Epithelial Squamous Atypias of Undefined Significance and Low-Grade Intraepithelial Lesions  [PDF]

Abstract:

Objectives: To verify the prevalence of E6/E7 RNAm expression of HPV in patients with negative cervicovaginal cytology, ASC-US and LSIL; to correlate with negative anatomopathological exams and/or squamous intraepithelial neoplasy grade I (SIN 1) of the lower genital tract (LGT); to relate the RNAm expression with viral infection types; to assess the genotyping in single infections. Methods: Findings from 825 women submitted to E6/E7 RNAm survey and 422 women submitted to LGT biopsies were analyzed. Results: A larger percentage of E6/E7 in ASC-US and LSIL cytologies occurred. Negative results of RNAm expression were in accordance with negative cytologies and negative anatomopathological exam. In positive cases, the infection by a single HPV type was most prevalent, with the type 16 being the most common. Conclusions: the expression of mRNA was most prevalent in ASC-US and LSIL cytologies, comparing with the negative ones. The findings of SIN 1 biopsies were related to the positive expression of mRNA and negative cytologies; the negative expression was in agreement with negative anatomopathological exam. The infection by a HPV type was more frequent in cases of positive expression, the HPV type 16 being most frequently found. Patients with low grade intraepithelial lesion cytologies had a higher percentage of multiple infections.

Pós-gradua??o na educa??o física brasileira: a atra??o (fatal) para a biodinamica

Abstract: the present work aimed at the academic characterization of physical education in brazil. first, a parallel was made between the history of academic characterization of physical education in north america and in brazil. next, the analysis of the areas comprehended by graduate study programs was carried out in the field around brazil. a survey was done considering the field of concentration and its interface and links with the size of faculty, with research lines and with research projects. physical education is the most preferred term to name the majority of the brazilian graduate programs in contrast with the united states where kinesiology is preferred. the analysis of the field of concentration yields three main subfields: biodynamics, sociocultural and pedagogical. biodynamics takes precedence as one considers the size of the faculty and the number of research lines and projects always greater than the same variables in comparison with sociocultural and pedagogical subfields. this hegemony reflects a trend in which natural sciences-oriented research is privileged over human and social sciences-oriented research and difficulty in valuing the intervention, especially in schooling. this portrait resembles what happens in the us as some north american scholars from the sociocultural and pedagogical subfields have also identified difficulties in making their theoretical and methodological conceptions compatible with the hegemonic modes of thinking and investigation in kinesiology.
A mortalidade do prematuro extremo em nosso meio: realidade e desafios

Abstract: objective: the objective of this article is to review and discuss the medical literature on epidemiological indicators and organizational structure of the brazilian perinatal health system concerning the care of very low birth weight premature infants (< 1,500 g). data sources: electronic search of the medline, lilacs and scielo databases from 1990 to 2004, with a selection made of the most relevant articles. documents and reports from the ministry of health (mortality information system - sim and live births information system - sinasc). summary of findings: the decrease in infant mortality rates and the high incidence of maternal deaths, observed since 1990, prompted de brazilian government to focus its strategies on the organization and delivery of care to pregnant women and their newborn infants. however, a critical analysis of the actions aimed at the care of premature infants reveals that the coverage and utilization of these services are not uniform and that the records on birth and death rates are not reliable. the availability of neonatal beds is very limited and does not meet the demand, especially for those requiring high levels of complexity. important challenges must be overcome to adequately deal with the incorporation of inappropriate technology, the limited number of qualified health professionals and utilization of evidence-based best practices to improve perinatal care. conclusions: a reduction in the rates of morbidity and mortality of premature infants requires more effective planning and intervention in the prenatal care system. to meet the demand, increases in the number of neonatal intensive care beds should be implemented through specialized perinatal centers rather than isolated beds within hospitals of with low resolution rates. these centers should be interconnected and their practices constantly monitored and evaluated.
