Social movement, public policy changes and partnerships building for local development

Abstract: the paper debates the rural social movement's influence on policy changes for small-scale rural producers and the creation of partnerships between government and local organizations for local development in amazonia, particularly in pará state. the paper's goal is to examine partnership as a result of an interactive process of both changes of public policies and the demands of social movements. the paper shows that although social movements are part of a relation of conflict between state and society, in pará they were a precondition for changes in public policy, financing and in the priorities of regional agencies that resulted in propositions for cooperation between local government and local organizations at município level.

Abstract: this paper tries to understand how partnership between local organisations (associations, cooperatives, worker's unions and others) and government affects local development. it explores to what extent partnership is an effective strategy for local development in areas of historical conflict between local government and the local organisations that defend the interests of family-based, small-scale rural producers. particularly, this paper concentrates on debate of partnership as a mechanism of power sharing and empowerment of the people that historically have been excluded from the development process. empirically, the paper is based on data collected in the municípios of ourém and igarapé-miri, northeast of para state, amazonia, brazil.
A socio-environmental development programme in action in Brazilian Amazonia

Abstract: this paper deals with the process of scaling up and scaling down grassroots demands through a state-sponsored socio-environmental development programme in brazilian amazonia called proambiente (pro-environment). the paper attempts to understand the links between the three different levels of the programme actions: the macro (federal government), intermediate (ngos), and local (community) levels. the central paper’s issue is to understand how a state-sponsored socio-environmental development programme interacts with and impacts local communities. the theoretical paper’s framework involves the approaches of participatory development and governance. the methodology is based on three levels of qualitative analysis (macro-, intermediary- and local-level). the paper (a) describes the trajectory of the proambiente and the process of scaling up communities’ demands; (b) reveals contradictions within the proambiente implementation; and (c) debates the impacts of the programme actions at local level. the paper reveals that once the state encompasses local people’s demands and creates a development programme, the development model absorbs multi-actor interests that change local people’s proposals. it also shows that the challenge facing a socio-environmental development programme like the proambiente is to find a balance between production and conservation aims.
State-civil society partnership: issues for debate and new researches

Abstract: in this paper we look at the literature related to partnership between state and civil society, especially partnership between public and non-for-profit organisations. we discuss the differing perspectives of partnership and attempt to identify some of the main theoretical concerns about partnership between state and civil society in the governance context. in this paper, we argue that the historical background of partnership has not been included among factors used in explaining the resort to partnership in governance. in spite of existing analyses showing that partnership brings social benefits in their own right, we try to show that there is no evidence that this ‘social technology’ contributes effectively to bringing power to powerless people and social groups. most of the literature shows that partnership tries to make relationship between local people and local governance stronger and improve the possibilities for powerless people and social groups to participate in local governance. however, we do not find clear evidence in the literature that partnership allows for a shift in political power. finally, we show that it is unclear whether the interaction between ordinary people and the state through a participatory process has successfully helped to build social cohesiveness for different social groups. the main contribution of this paper is to expand the understanding of the factors that influence the process of partnership between state and civil society (positively and negatively) for local development.

Abstract: the prins cyclization reaction has significantly advanced in the last years as demonstrated by a number of applications described in the literature. the objective of this report is to introduce this powerful synthetic methodology to the undergraduate and graduated student, since it is rarely presented in an organic synthesis formal course. this reaction is, in some cases, the methodology of choice for the preparation of natural products or drugs that present the tetrahydropyrane moiety in their structures. in this report we show some aspects of this reaction, including mechanism, scope and limitations.
Possibilidade da transmiss?o congênita de Toxoplasma gondii em ovinos através de seguimento sorológico no município de Rosário do Sul, RS, Brasil

Abstract: the present study describes the detection of anti-t. gondii antibodies (igg and igm) in sequential serum samples from lambs and their mothers, without clinical signs. igg antibodies were quantified by indirect imunofluorescence (ifi) and indirect hemaglutination (hai). igm was detected using hai 2- mercaptoethanol, by commercial kits. titers higher than 16 for hemaglutination and 20 for imunofluorescence were considered positive. 247 sera samples were analysed and, after a three months interval, more 120 sera samples from their lambs were studied. there were 175 sheeps in one property and 72 sheeps in the other, both situated in the rural area of rosário do sul county, rs, brazil. through sero logical analysis were detected 22 lambs (18.3%) who showed titers in the first test, which declined and also negativated the imunological response in the second test, denot ing antibodies passive transference.only at four lambs (3.3%), whose mothers presented early infection, igg titers increased from first to second test, suggesting possible congenital transmission of t. gondii.

Abstract: we present in this educational article a theoretical analysis based on dft/b3lyp 6-311++g (d,p) and ab initio mp2/6-311++g(d,p) computational calculation about the reactivity and the regioselectivity on the chlorination reaction of anisole, toluene and nitrobenzene, using trichloroisocyanuric acid (tica) as donor of cl+. the h.o.m.o. / l.u.m.o. energy and n.b.o. atomic charges of various aromatic systems were calculated in ab initio level. the energies of the reagents and intermediaries were calculated using d.f.t.. these results have been presented as a quantitative example for the sea mechanism, in the undergraduate organic chemistry disciplines.

Abstract: No presente trabalho, descrevem-se os resultados da detec o de anticorpos anti-T. gondii (IgG e IgM) em amostras seqüenciais de soro de cordeiros recém-nascidos e de suas m es, sem aparentes sinais clínicos da infec o. Os anticorpos IgG foram quantificados pelos testes de imunofluorescência indireta (IFI) e hemaglutina o indireta (HAI). Os anticorpos IgM foram detectados pelo método de hemaglutina o indireta 2-mercaptoetanol (HAI/ 2-ME), utilizando "kits" comerciais. Foram considerados reagentes títulos maiores ou iguais a 16, na hemaglutina o, e 20 na imunofluorescência. Coletou-se soro de 247 ovelhas e cordeiros e, após três meses, somente dos cordeiros (n=120). Do total de animais, 175 eram de uma propriedade e 72, de outra propriedade, ambas localizadas na zona rural do município de Rosário do Sul, RS, Brasil. Em 22 cordeiros (18,3%), do total analisado, que apresentaram títulos na primeira coleta, houve decréscimo ou negativa o da resposta imunológica indicando transferência passiva de anticorpos. Apenas quatro animais (3,3%), cujas m es indicavam infec o recente, apresentaram títulos crescentes de IgG da primeira para a segunda coleta, sugerindo a possibilidade de transmiss o congênita de T. gondii.
