Abstract: Neutrophil migration in zebrafish larvae is increasingly used as a model to study the response of these leukocytes to different determinants of the cellular inflammatory response. However, it remains challenging to extract comprehensive information describing the behaviour of neutrophils from the multi-dimensional data sets acquired with widefield or confocal microscopes. Here, we describe PhagoSight, an open-source software package for the segmentation, tracking and visualisation of migrating phagocytes in three dimensions. The algorithms in PhagoSight extract a large number of measurements that summarise the behaviour of neutrophils, but that could potentially be applied to any moving fluorescent cells. To derive a useful panel of variables quantifying aspects of neutrophil migratory behaviour, and to demonstrate the utility of PhagoSight, we evaluated changes in the volume of migrating neutrophils. Cell volume increased as neutrophils migrated towards the wound region of injured zebrafish. PhagoSight is openly available as MATLAB? m-files under the GNU General Public License. Synthetic data sets and a comprehensive user manual are available from http://www.phagosight.org.

Abstract This article deals with the Brazilian elites of the First Republic and problematizes the importance of the social capital articulated by the intellectual “bachelors” that aimed to occupy the elite positions that came from the central power or from the states. In order to carry out this study, we propose a theoretical discussion on the concept of social capital and the dynamic of interaction among the power elites of the Old Republic. Finally, we point out the role of the articulation of the social relations among some of these intellectuals either in the characteristic form of the Brazilian rural oligarchy, the clientelism, or in the form of a positive relation, the social capital.

Abstract: This article discusses the relationship between political culture and socioeconomic development, making a historical development, establishing the different matrices of the occupational area of Rio Grande do Sul. The central hypothesis takes the classical formulations stating that the higher the stock of social capital the greater will besocioeconomic development, which is why public policy should be structured in order to stimulate it. The methodology uses empirical data that define trust, reciprocity andsolidarity as indicators of social capital that is used as the independent variable of IDESE, an indicator of socioeconomic development. The results indicate the relevanceof Putnam's theory, saying that there is a proportional relationship between social capital and socioeconomic development. Rural citizens have a stock of social capitalabove the city, which allows them to survive against the hostility of agricultural development.

Abstract: The article analyzes the public policy infrastructure of the electricity sector in the post democratization in Brazil. The policy analysis is used as theoretical tools and methodological options to interpret the guidelines and the method of implementation of energy policy. The research investigates the problem of how to set the agenda of the Brazilian electric sector after democratization. The findings indicate that public policy infrastructure of the electricity sector has an agenda to ensure the continued provision of service in a market environment, you need economic attractiveness, whose criterion is the assurance of accumulation.

Abstract: The article discusses the social contract through a theoretical perspective that reveals the limits of the category of equality to guide the action the contemporary state. The company is uneven and, if you want to overcome this condition, you need to sue the state treats the different uneven, namely, public policies need to be targeted with a view to enabling those social segments historically positioned precariously, acquiring conditions, become equal, For being able to contest the general policies. Democratic participation, materialized through mechanisms such as participatory budgeting, has conditions to create a public space for debate and influence the state to act unequally in favor of the most disadvantaged.

Abstract: The work studies the possibilities for implementation of innovative ways of administration ofthe public resources with the citizens participation, just as the participatory budget , inmunicipal districts predominantly rural, considering the potentiality of these innovations forthe rural development. The preliminary results indicate that, nevertheless the disposition(programmaticaly assumed or not) of the rulers in giving important spaces of power to thecitizens′ group, serious difficulties exist predominantly of implanting with success the participatory budget in municipal districts rural. These difficulties are due to historicalrelationships of clientelism and patrimonialism among citizens, state bureaucracy and cannotpublic, and mainly the impossibility of the municipal administration in providing a minimum of resources (important) to be indeed managed for the citizens.
A Birth Cohort Analysis of First Employment Spells  [PDF]
Luke Ignaczak
Applied Mathematics (AM) , 2014, DOI: 10.4236/am.2014.511159

The duration of the first employment spell of workers across five different birth cohorts is investigated using pooled data from the 15th and 20th cycles of the Canadian General Social Survey. These retrospective surveys contain information that spans well over the last half of the 20th century. The data are benchmarked against the Labour Force Survey to emphasize the distinct nature of employment spells vis-a-vis job tenures as commonly used in the literature. Overall, this paper contributes to the debate of employment stability by analyzing the differences between job and employment durations and showing that successive cohorts of workers have had increasingly shorter first employment durations. The analysis finds cohort effects which play a significant role in explaining declining employment tenure. The cohort effects can be seen as a proxy for a number of socio-economic factors that affect the hazard of separation from employment. Separate analysis is completed for men and women by birth cohort. This pattern of declining tenure has occurred for both men and women, but the decline has been far more prominent for men. For men, macroeconomic factors affect the hazard more strongly in more recent cohorts, which is consistent with recessionary periods generating decreasing employment stability across cohorts. For women, cohort effects are consistent with the increasing generosity of maternity leave provisions through Unemployment Insurance.

Abstract: This article examines the public policy infrastructure of the electricity sector in the period 2003 to 2010 when the two presidential administrations in Brazil have been in charge of Luis Inacio Lula da Silva of the Workers Party - PT. The policy analysis is used as theoretical tools and methodological options to interpret the theoretical guidelines and the method of implementation of energy policy in contemporary Brazil. In this sense we discuss the historical trajectory of the Brazilian energy production, highlighting the legacy of military governments, and the change/reform the state's role undertaken from democratization, and especially by the hand of Collor/Itamar (1990-1994) and Cardoso (1995-2002). The problem of research investigates the template configuration Brazilian energy from a federal administration headed by a political party formed center-left strongly linked to social movements and trade union critics of capitalist production relations. The findings indicate that public policy infrastructure and power sector in the Lula government did not break with the reformist outlook of the state, deepening its materialization because of the need to maintain external credibility and internal governance.

Correlated Individual Differences and Choice Prediction
Luke Lindsay
Games , 2011, DOI: 10.3390/g2010016
Abstract: This note briefly summarizes the consequences of adding correlated individual differences to the best baseline model in the Games competition, I-SAW. I find evidence that the traits of an individual are correlated, but refining I-SAW to capture these correlations does not significantly improve the model’s accuracy when predicting average behavior.
