The Emerging Issue of Solid Waste Disposal Sites Emissions in Developing Countries: The Case of Brazil  [PDF]

While the main concerns with municipal solid waste in developed countries like the European Union and the United States are to reduce and recycle the energy recover in order to drastically reduce the residues disposal to landfill, for developing countries the targets on waste management are much more basic. This seems to be the case in Brazil that with a new regulation, it still attempts to eradicate the inadequate waste disposal for open dumps. Thus, the aim of this paper is to depict the context, the criteria and discuss the strategies used for: the municipalities achieve the goals and adhere the plan; choice and configuration of disposal sites; and economic instruments adopted and bringing the whole scenario to discussion, including methane emissions inventory thru the case study of the Rio de Janeiro State. The Rio de Janeiro State municipal solid waste management scenario has drastically changed in last five years from 9% of residues sent to adequate destinations, to the perspective of eradication of open dumps before the end of 2014. The results indicate that only adequate disposal of waste is mandatory with the prevalence of the sanitation approach. The evidences also indicate that planning goals to reduce waste are modest and the landfill gas recover is generally accepted as the optimal solution. This paper concludes that, unless the stakeholders add to the plan a more aggressive policy to increment, the competitiveness of other waste technologies that favor the landfilling reduction and energy recover, Rio de Janeiro State will face the increase of landfill numbers and sizes, management cost, environmental and leachate impact, post-closure care expenses, contaminating life-span, and methane emissions.

Abstract: Microalgae are unicellular organisms capable of photosynthesis, turning sunlight and carbon dioxide (CO2) into rich biomass. Precisely because of this definition, in recent years various sectors have been targeting their ability to reduce CO2 emissions and the capacity of simultaneously synthesize biomass which can be later used to produce bio-fuels. Besides being considered fast-growth microorganisms, microalgae have a diverse biochemical composition with similar characteristics to traditional biomass. In this context, the present work aimed to evaluate the biofixation of CO2 by the microalgae Monoraphidium sp., cultivated in a closed-window type photobioreactor, as well as characterization of microalgal biomass produced in relation to the total lipid content (TL), lipids converted into biodiesel (LCB), carbohydrates and proteins. The results achieved showed that the best result was obtained after 24 h of cultivation, where for each gram of biomass produced approximately 1.2 g of CO2 were consumed. In the growth phase the average biomass productivity in the Janela photobioreactor was 58 mg·L-1·day-1 concluding that microalgae culture systems could be coupled to the chimneys of large industries emitters CO2 using this gas, resulting from combustion processes, in the process of photosynthesis. The biomass Monoraphidium sp. produced had a content of lipids converted into biodiesel of approximately 8.36% ± 2.69%, carbohydrates 32% ± 3.37% and proteins 34.26% ± 0.41%.

Abstract: the objective of this work was to carry out the pyrolysis of coconut residues (cocos nucifera linn) and to perform the chemical analysis of charcoal. charcoal, pirogalyc liquid and non-condensed gases were produced under maximum temperatures of 350oc, 450oc and 550oc. the whole coconut and its endocarp were pyrolysed (ripe and unripe), having as reference the charcoal derived from eucalyptus log (eucalyptus urophylla s. t. blake). the gravimetrical yield of whole coconut charcoal pyrolysed under maximum temperature of 350oc, was superior to the other treatments. the largest yields of condensed gases were obtained from pyrolysis of unripe endocarp under the three pyrolysis temperatures. the highest levels of fixed carbon were given by charcoal derived from ripe endocarp, pyrolysed under maximum temperatures of 450o c and 550oc. there was equal statistical response between fixed carbon yield from ripe endocarp charcoal and from eucalyptus log, pyrolysed in all the three maximum temperatures analyzed, and whole coconut pyrolysed under 450oc and 550oc.

Abstract: at the end of the latin american military dictatorship in the 1960s and 1970s, one realized a very curious phenomenon: the symbolical victory of the defeated. victorious on the battlefield, the military lost the "psychological war" against the survivors of the so-called "dirty war." that outcome defies a well known proposition in history, namely history is always told by the winners. based upon the hypothesis that that war was won through methods that debased the ones who employed them, this article identifies in those methods the very reason of the phenomenon mentioned above. that is a case worthy of the greatest concern for the social sciences, political science in particular, attached to a sort of "realism" unable to explain problems of such a nature.

Abstract: the article is divided into two sections. the first part presents data from a poll of recife law school students on the question of corporal punishment for graffitiers, prompted by the appearance of graffiti on the walls of the school building in 1994. on that occasion, 21,5% of the students were shown to be in favor of corporal punishment. repeated in the following years, the survey showed a steady decline in that figure as memories of the event faded away. the second part of the article reflects on the relationship between the proximity of violent events and the acceptance of measures incurring violations of human rights, and also ponders the resurgence of a type of punishment that seemed no longer to have any legitimacy in the modern polis.

Abstract: O artigo está dividido em duas partes. Na primeira, apresentam-se dados de uma pesquisa de opini o feita junto aos alunos da Faculdade de Direito do Recife sobre a pena de a oite para pichadores, a partir de um evento ocorrido em 1994: a picha o do próprio prédio da Faculdade. Nessa ocasi o, encontrou-se um percentual de 21,5% de alunos favoráveis ao a oite. Repetida nos anos seguintes, a pesquisa registrou seguidamente uma queda no percentual de ades o ao a oite, à medida que o tempo passava. Na segunda parte do artigo, faz-se uma reflex o sobre a rela o entre proximidade de eventos violentos e a ades o a solu es que constituem viola es dos direitos humanos, e sobre a ressurgência de uma forma de puni o - os castigos físicos - que parecia já n o ter nenhuma legitimidade nas pólis moderna.

Abstract: O artigo avalia a percep o dos riscos em Portugal continental e o grau de confian a institucional, utilizando como recurso metodológico um inquérito nacional a uma amostra representativa dos cidad os portugueses maiores de idade. A análise tem por base duas escalas: uma mais proximal dos inquiridos, caracterizando o concelho de residência, e outra mais distal caracterizando o espa o nacional. Os dados apresentam valores de percep o dos riscos genericamente baixos, sendo que esta tendência é mais clara ao nível das percep es proximais, existindo contrastes regionais. Contrariamente à tese da familiaridade, os resultados mostram o papel crucial da diferencia o territorial e da escala nos riscos percepcionados. A avalia o do grau de confian a institucional em caso de desastre mostrou um elevado nível de confian a nas institui es e organismos relacionados com a emergência e socorro, assim como uma aprecia o geral positiva sobre as fontes de comunica o de risco. This paper analyzes risk perception and the level of institutional confidence in mainland Portugal, based on a national survey conducted with a representative sample of Portuguese citizens of legal age. This analysis is based on two scales: one which is more proximal to the respondents, characterizing the district of residence, and a more distal one, characterizing the national area. The data collected show low risk perception values in general, although this is clearer at proximal level perceptions, and with regional contrasts. Contrary to the familiarity theory, the collected data reveal the decisive role of scale and territorial differences regarding risk perception.The evaluation of the institutional confidence level in a context of disaster indicates a high degree of confidence in institutions and organizations connected to emergency and assistance, as well as a general positive evaluation of the risk communication sources. Citizens’ capacity to adapt to more resilient practices and to higher security referential levels stands out. Cet article évalue la perception des risques au Portugal continental et le degré de confiance institutionnelle, utilisant comme ressource méthodologique une enquête nationale sur un échantillon représentatif de citoyens portugais majeurs. Abstract: Este artigo discute a educa o em sua rela o com o Estado neoliberal brasileiro. Como institui o financiada e/ou regulada pelo Estado, a educa o institucionalizada tem atendido a propostas e finalidades específicas de grupos restritos, de caráter mercadológico, direcionadas no campo estrutural, definido principalmente pelas escolas. Nestes espa os, a educa o exercida pelos agentes da educa o (formuladores de políticas públicas, professores, estudantes, comunidades em geral), promove um ensino que estimula a reprodu o das tradicionais regras sociais, mas também atua como válvula para pensar e questionar as desigualdades impostas por tais regras.This article discusses education in its relation to the neoliberal state in Brazil. As an institution funded and/or regulated by the state, institutionalized education has responded to specific merchandising targeted proposals and purposes by limited groups, oriented in the structural field defined primarily by schools. In these spaces, education pursued by agents of education (policy makers, teachers, students, communities in general), promotes an education that encourages the reproduction of traditional social rules, but also acts as a valve to think and question the inequalities imposed by such rules.
