Abstract: The German, Austrian and Swiss Consortia Organisation (GASCO) functions as a supra-regional forum for consortia in Germany, Austria and Switzerland. The current interview with Werner Reinhardt, since the constituent meeting at the Bavarian State Library in January 2000, Chairman of GASCO, informs about the objectives of GASCO, about its members and the licenced products. Topics such as usage evaluation and the key of payment, the difficulty of the “Big Deal”, as well as the question of archival storage, are under discussion. Mentioned are aspects as the actual development of the scientific publication systems, especially Open Access, and the the future of libraries and consortia.

Abstract: because of the dramatic increment in journal subscriptions prices during the last few years, academic libraries solved this problem by joining and creating library consortia, where, besides cooperation, sharing and access information facilities, they managed to decrease the acquisition costs of international scientific journals, allowing to continue supporting education and research activities. activities. details of different conditions related to consortia purchase are highlighted: characteristics, advantages, disadvantages, licences and pricing models. it also evaluates experience of consortia from australia, greece and brazil, which are based on this cooperation system to acquire their e-journals.

Abstract: In the mid 90s, the abundance of various electronic publications exposed libraries to the problems of licensing electronic content. Various licensing principles have been prepared recently to help libraries in the process; it can be said that in general, the knowledge of licensing issues has improved in libraries of all types. Libraries form consortia in order to gain stronger negotiating positions and obtain better conditions.In the article, new licensing principles are presented in more detail, as well as some domestic and foreign experiences with consortia forming.
Leading dental journals availability through academic network of Serbia

Abstract: In the last century a great progress was noted in all scientific disciplines. With the increasing number of scientific research, researchers and investment, the number of publications has grown exponentially. Besides, the development of information technologies and the emergence of the Internet, communication between scientists as well as the traditional roles assigned to the institutions responsible for information processing and provision has been changed. Due to the rapidly increasing subscription rates, libraries, although the primary participants in the scholarly communication process, lose their ability to meet user information needs. In order to overcome commercialization of scholarly publishing, libraries intensify use of different electronic resources, coordinate acquisition policy and form consortia. In November 2001, leading research libraries in Serbia launched an initiative to form the Consortium for Coordinated Acquisition of Serbian Libraries (KoBSON). Subscribed services, funded by the Ministry of Science and Technological Development of Serbia, currently include over 35,000 scientific journals, about 40,000 books and several citation databases. In the field of Dentistry, Oral Surgery and Medicine, 73.4% of total number of the most relevant dental journals is available in electronic form to Serbian academic community. This article presents a comprehensive overview of basic information about available journals: impact factor, productivity, publication continuity and frequency, language, services that they are available through, size of archives and existing formats. At present Serbian academic institutions have access to more than two thirds of the world’s most relevant dental journals, which justifies the Consortium founders’ initial idea of wide accessibility of scientific information and requires greater involvement of librarians in introducing available services to researchers in order to ensure their full utilization.

Abstract: Fast and flexible adaptation to changes in the macro-environment is also crucial for libraries, which have to review them, respond to them and become a part of them. Consequently, the application of marketing science and tools helps libraries to find out how to survive in the competitive world and how to become better and stronger. The article, which draws from marketing, economic and information disciplines, introduces the main principles in the technological and economic environment of libraries and finds the knowledge about these disciplines to be most crucial for successful management of modern libraries, especially on the pretentious publishing market and on the market of information suppliers. Within the technological and economic environment, the cooperation is the only logical solution, which benefits the producers of information services and products as well as libraries. The following text finds that libraries will achieve long-term success and will be proactive in developing partnerships only by using relationship marketing. This relatively new approach offers libraries new ways for successful and long-term management of alliances between partners.
Library consortia and funding scientific literature and databases in Slovenia in the year 2010

Abstract: One of the basic ways of scientific communication is publishing in scientific journals which play a key role in the evaluation of scientific excellence and as such represent an indispensable part of scientific infrastructure. Their relevance is reflected in the high use rate. The article presents experiences in consortium purchases of scientific journals in the Republic of Slovenia within the management of the Central Technological Library at the University of Ljubljana (CTK). In 2009, the number of successful full-text article requests amounted to 829,576 EUR, an increase of 33% compared to the year 2008 and 178% more requests than in 2006. The Slovenian Research Agency (SRA) supports libraries in consortium purchasing and is responsible for co-financing foreign scientific library resources in the Republic of Slovenia. In 2009, the amount of EUR 3,520,000 was given to libraries, of which the consortium received EUR 1,421,458,an increase of 419% compared to the previous year. Consequently eight new members joined the consortium in 2010, now involving 22 institutions. The article also presents the benefits of additional financial means given to the consortium.

Abstract: Les característiques particulars dels recursos electrònics accés remot i usuaris simultanis permeten un ús més extensiu i compartit d aquesta informació. Els consorcis de biblioteques existeixen, entre altres raons, per ajudar les seves biblioteques a aprofitar els avantatges de preu que això pot significar: comprar un accés conjunt per a un major nombre d usuaris. Els editors comercials, per la seva banda, intenten combinar els seus interessos amb les possibilitats tècniques i les demandes de les biblioteques. Tot i que els models de preus i la tipologia de llicències han millorat for a des dels primers temps (quan encara estaven massa influ ts pel món imprès), cal dir que actualment alguns dels paràmetres usats en el càlcul de preus són clarament desavantatjosos per a alguns consorcis. El Consorci de Biblioteques Universitàries de Catalunya (CBUC) va difondre durant la primavera del 2001 en les llistes de correu electrònic més adients la declaració Why some libraries and consortia are paying too much for e-information. Aquest article vol ampliar els punts de vista apuntats a la declaració.
