Propuesta de indicadores de producción científica para la evaluación docente de los profesores de la educación superior del sector de la salud

Abstract: aim: to present a proposal of scientific production indicators for evaluating the higher education professors in the health sector, taking into account the qualitative and quantitative aspects and the professor's rank. development: two indicators were proposed: the yearly ranking of the professor or researcher, and the professors' golden profile. the first tries to combine the qualitative bibliometric aspects with the quantitative and the rank of the professor or researcher to be evaluated. the second is aimed at stimulating those professors, whose articles have been more cited in high impact journals, that is, those most cited, and at arranging the results according to different criteria, such as the number of times a specific document or author has been cited or consulted, based on the parameters supporting the international bibliometric databases. conclusions: the search of new indicators reflecting the realities and purposes that should be encouraged in higher medical education will allow the professionals to overcome the gap that separates them from scientific productivity in relation to other cuban and latin american universities.

Abstract: in this paper, a theoretical framework of the armed conflict is presented in the first place and then, the main milestones of the appearance and development of ihr and its regulations are outlined. subsequently, the paper makes a general outline of its applications in the colombian conflict. finally, there is a proposal aiming at raising awareness of the need for an educational project that reinforces the ihr proposals and guides its eventual formulation. this proposal is made on the basis of a conception of education which is not reduced to training but regards the human attribute as a foundation for the know how to do. it aims at an understanding of ihr not as a simple regulation of the war, but as a way of living under the principles of justice and respect for human dignity. this would cause a person formed in these principles, not only to face conflict situations in a non-violent way but also, as a last resort, to contribute with their attitude to the prevention of war. on this basis, fewer actors of the armed conflict will be willing to commit atrocious actions which could backfire.

Abstract: Se presenta un marco teórico del conflicto armado; también se exponen, brevemente, los principales hitos del surgimiento y desarrollo del DIH, así como su normatividad; después se realiza un esbozo general de sus aplicaciones en el conflicto colombiano y, por último, se presenta una propuesta que busca crear conciencia sobre la necesidad de un proyecto educativo que refuerce los planteamientos del DIH y sirva como guía en su eventual formulación. Esta propuesta se hace con base en una concepción de la educación que no se limita al campo de la capacitación, sino que apunta a la dimensión del ser como fundamento del saber hacer. Se orienta a que el DIH sea comprendido, no como una simple normatividad de la guerra, sino como una manera de vivir bajo los principios de la justicia y el respeto a la dignidad humana. Lo anterior llevaría a que una persona formada en estos principios no solo aprenda a enfrentar situaciones de conflicto sin acudir a acciones violentas, sino que, en última instancia, con su actitud pueda aportar a la prevención de la guerra, ya que así menos actores del conflicto van a querer llevar a cabo acciones atroces que también se puedan desarrollar en su contra. Abstract: OBJETIVO: presentar una propuesta de indicadores de producción científica para la evaluación docente de los profesores de la educación superior del sector de la salud, que tenga en cuenta los aspectos cualitativos, cuantitativos y la categoría de los profesores. DESARROLLO: se propusieron 2 indicadores, el rankin anual del profesor o del investigador y el perfil de oro del profesor. El primero trata de combinar los aspectos bibliométricos cualitativos con los cuantitativos y la categoría del profesor o investigador a evaluar. El segundo tiene como objetivo fundamental estimular a aquellos profesores cuyos artículos son más citados en revistas de alto impacto, o sea, los de mayor "times cited" y ordenar los resultados según diferentes criterios, como el número de veces que un documento o un autor específico ha sido citado (citation) o consultado (hits), basados en los parámetros que defienden las bases de datos bibliométricas internacionales. CONCLUSIONES: la búsqueda de nuevos indicadores que reflejen las realidades y los propósitos que se deben estimular en la educación médica superior permitirá que los profesionales logren superar la brecha que los separa de la productividad científica, con relación a otras universidades cubanas y latinoamericanas. Un aborde euleriano al problema del balanceo de secciones geológicas estructurales

Abstract: in continuum mechanics, a deformation process can be described either using a lagrangian reference frame or an eulerian reference frame. the problem of balancing and restoration of cross-sections traditionally has been approached using the former reference frame in which the observer moves with the rocks as they deform. under such reference frame an observer is only aware of changes in geometrical relationships among geological markers (distortion field). geologists in turn use this information to build a model of the subsurface geometry that satisfies the stratigraphic principles of continuity of strata and bed area at a given time in the geologic past (cross section restoration). at the same time, the amount of area contained in the balanced and restored cross-section must be the same because mass must be conserved. using classical results from continuum mechanics, this paper shows that the problem of balancing and restoration of cross-sections can also be characterized by the velocity field of the deformation process. this requires, however, using an eulerian reference frame in which the observer remains stationary.

Abstract: RESUMEN: La doctrina de la seguridad nacional jugó un papel predominante como soporte ideológico de las dictaduras del Cono Sur americano. Dentro de este marco se adelantó el "Plan Cóndor" que llevó a la múltiple y sistemática violación de derechos humanos en los países en los que se desarrolló. El artículo hace un análisis jurídico de la responsabilidad de los actores a la luz del derecho penal internacional y del derecho internacional de los derechos humanos, con especial énfasis en la competencia para el juzgamiento de los hechos. Concluye con el análisis del terrorismo de Estado manifestado a través del genocidio, la tortura y las desapariciones forzadas cometidos durante las dictaduras militares. ABSTRACT: The doctrine of national secutiry played a leading role as an ideological endorsement of the South American dictatorships. The Plan Condor was created in this context, and it led to systematic and multiple human rights violations. This article analyzes the responsibility of different actors in the light of International Law, and puts special emphasis in the competence of courts to judge those facts. It concludes with an analysis of state terrorísm, which led to genocide, torture and disapperances under military dictatorships.
