Financiamento da educa??o no Brasil: um balan?o do Governo FHC (1995-2002)

Abstract: this paper seeks to analyze the main education financing measures adopted by the fernando henrique cardoso's administration. between 1995 and 2002, thanks to the center-right coalition that gave the government a majority in congress, several new laws with strong impact on education financing were approved, such as the ldb (brazilian education basic tenets law), fundef (fund for the maintenance and development of elementary education and enhancement of the teaching profession), and the brazilian education plan. this administration has always assumed that the existing funds are sufficient although their use should be optimized. in conclusion, the article states that this administration will be remembered as one that spent 4% of the gdp in education and 8% of the gdp in interests and service of the public debt.

Abstract: this paper analyzes the brazilian policy of financing school through special funds (fundef and fundeb), and discusses its effects on the educational offer by states and municipalities. special attention is put on the newly (2007) approved fundeb (fund for the maintenance and development of basic education) and its main characteristics and impacts on education quality. finally, the great challenges to improve public school quality are also discussed.

Abstract: based on higher education indicators produced by the inep, ibge and unesco, this study analyzes the problem of access to higher education in brazil these last 40 years, considering the differences in admission and enrollment according to the administrative regions and fields of study, graduates profiles and teacher qualifications. the gross enrolment ratio and level of privatization indicators for this sector in brazil are also compared to those of other countries in latin america and the world. lastly, the latest actions of the ministry of education and culture (mec - tarso genro administration), aimed at increasing supply and democratizing access are briefly discussed. the data show that, although the federal government policy for this sector since the 1960s has been to increase enrollment via privatization, brazil's gross schooling rate for higher education is still one of the lowest in latin america, while its level of privatization is one of the highest in the world. this process has resulted in an overall elitization of the profile of students, especially in the fields with the highest demand and in private institutions, where the presence of african-descendant or poor students is still very low. the proposals presented thus far by the mec reflect a guiding principle oriented toward an increase in enrollment without additional resources for the public sector, and the granting of subsidies to the private sector in exchange for scholarships, as well as quotas, in both the public and private sectors. these are palliative measures that do not address the main point: expanding the public sector without losing quality. this would mean an increase in higher education expenditures, from the current 0.8% of gdp to about 1.4% of gdp.

Abstract: this paper is the product of a research program in the state of california (usa), which aims it to analyze the main characteristics of the educational financing in that state. california has 33 million inhabitants and some 6 million primary students attending school from kindergarten - 5-years olds - through 12th grade. the major challenge faced by the state - mainly due to court decisions - is ensuring a minimum level of financial resources per student and avoiding discrepancy in spending per student between poor and rich districts. this second objective has been partially attained by lowering the level of state spending, so that california is, nowadays, the 40th in the american ranking of spending per student.

Abstract: despite the fact that in brazil, in the last 15 years, secondary education is the educational level with the highest relative increase in student numbers (232%), there is still an almost total lack of studies attempting to analyse governmental funding for this educational level. this is particularly surprising when one considers that the highest percentage of growth occurred in the public sector, with a huge impact on government's expenditure on education. in this article, therefore, we intend to offer an overview of the subject. initially, with the help of inep's and ibge's figures, we present and analyse the indicators of expenditure per student in the state schools, comparing the differences between the country's administrative divisions and various regions. next, we present the main findings of a cost-per-student survey done by the brazilian ministry of education (mec). finally, we estimate the financial resources that would be necessary to guarantee a higher standard of teaching in accordance with the quantitative and qualitative aims established by the national education plan (pne).

Abstract: O artigo busca fazer uma análise das principais medidas tomadas no Governo de Fernando Henrique Cardoso com reflexos no financiamento da educa o. Constata-se que, no período, aproveitando-se da hegemonia obtida no Congresso pela coaliz o de centro-direita por ele articulada, foram aprovadas várias leis com forte impacto no financiamento da educa o, tais como a LDB (Lei de Diretrizes e Bases da Educa o Nacional), o FUNDEF (Fundo de Manuten o e Desenvolvimento do Ensino Fundamental e de Valoriza o do Magistério) e o Plano Nacional de Educa o. Entende-se que a diretriz mestra adotada por este governo para o setor foi a de que os recursos já existentes s o suficientes, cabendo apenas otimizar a sua utiliza o. Conclui-se afirmando que este governo será lembrado como aquele que gastou 4% do PIB com ensino e 8% do PIB com juros e encargos da dívida pública.
