The Carbon Emissions Efficiency and Marginal Abatement Cost in Urban of China: Non-Parametric Directional Distance Function Method  [PDF]

Abstract: This paper estimates the CO2 marginal abatement cost of 286 cities in China based on non-parametric directional distance function method for the period of 2002-2013. We compared the results according to different perspectives, such as the areas, the Gross Domestic Product (GDP) per capita and the environmental and non-environmental cities. The results show that the CO2 marginal abatement cost differs obviously among cities and it’s higher in eastern area than in middle and western area which indicates that the abatement potential is bigger in middle and western area.

Abstract: For node awakening in wireless multi-sensor networks, an algorithm is put forward for three dimensional tar- get tracking. To monitor target dynamically in three dimensional area by controlling nodes, we constract vir- tual force between moving target and the current sense node depending on the virtual potential method, then select the next sense node with information gain function, so that when target randomly move in the specific three dimensional area, the maximum sensing ratio of motion trajectory is get with few nodes. The proposed algorithm is verified from the simulations.

Abstract: Tourism is one of the largest industries in the world. It is particularly significant in island economies, but also benefits significantly a range of developing and developed countries across the world. The sector is compound largely because of the interdependency between the universal production, largely managed in the established world, and the purposes around the world for which it assembles visitors. Information and communication technologies (ICTs) and tourism are two of the most dynamic drives of our worldwide economy. In the Madagascar, the tourism sector is the third largest provider of currency. Madagascar has a remarkable array of biodiversity, natural beauty and cultural resources to support tourism. Unexpectedly, of the 200,000 visitors the island per year, only about 60,000 come expressly for tourism, the rest traveling for other reasons but which could include some tourism activity. Madagascar has the potential to welcome many more tourists if the sector’s growth is well planned in abroad, multi-sectorial way focusing on economic aspects, infrastructure and environmental and social concerns, particularly for community participation. This report sets out a program for equitable development of the sector and evaluates the opportunities for growth and the barriers that currently block progress and some suggestions that how to cover this era to maintain its stander of tourism sector along with. This paper describes the tourism of Madagascar, some lack of management, condition of the present tourism sector and at the end there is a conclusion of this study and recommendations on the base of present study.

Abstract: We introduce an iterative algorithm for finding a common element of the set of common fixed points of a finite family of closed quasi-ϕ-asymptotically nonexpansive mappings, the set of solutions of an equilibrium problem, and the set of solutions of the variational inequality problem for a γ-inverse strongly monotone mapping in Banach spaces. Then we study the strong convergence of the algorithm. Our results improve and extend the corresponding results announced by many others.

Abstract: The Chinese people's heroic struggle for political freedom in 1989 encouraged East Europe and the USSR to abandon their single-party system. The Cold War ended abruptly under the stimulus of the Tiananmen Square Incident. This article explores the other dark side of the Tiananmen Incident in the international stage: its deep shadow over Japan. Based on the author's personal experience, the article records, reviews and analyzes Japan's failure in its political transformation in the region during this historical period from two aspects: 1) Why and how the Japanese government had to engage China economically?; 2) Why and how the Japanese government betrayed democracy and human rights regarding China? The article concludes that Sino-Japanese relations should be based on principles of human rights and democracy.
A Binary Quantum-behaved Particle Swarm Optimization Algorithm with Cooperative Approach

Abstract: A novel binary Quantum-behaved Particle Swarm Optimization algorithm with cooperative approach (CBQPSO) is introduced. In the proposed algorithm, the updating method of particles previous best position and swarms global best position are performed in each dimension of solution vector to avoid loss some components that have moved closer to the global optimal solution in the vector. Five test functions are used to test the performance of CBQPSO. The results of experiments show that the proposed technique can increase diversity of population and converge more rapidly than other binary algorithms.

Abstract: System defects and policy-related exclusion in the development and utilization of energy resources bring the problem of rich poverty to energy chemical industry base in Northern Shaanxi. The long-term existence of the rich poverty problem of energy chemical industry base in Northern Shaanxi forms a deep-seated constraint to the sustainable development of energy economy in Northern Shaanxi and the state’s energy security. From the present situation of poverty in Northern Shaanxi to build the system analysis framework of resource-based poverty problem of Northern Shaanxi, from several aspects including the irrational property rights system of natural resources, financial and taxation system, resource products pricing system, resources and ecological compensation mechanism and social responsibility system of energy corporate in the resources economic operation, to systematically analysis the long-standing system causes of the poverty of the energy chemical industry base in Northern Shaanxi, and propose specific ideas to reduce poverty in Northern Shaanxi.
Empirical Research on Influencing Factors of Human Resources Management Outsourcing Degree  [PDF]

In this paper we review the human resources management outsourcing research in domestic and overseas, establish a model and then propose research hypotheses. With the empirical research method, we take the questionnaire investigation and research on enterprise human resources department manager or staff, and then take statistical analysis to them with SPSS software. From the research results, we come to a conclusion that top intervention, strategic position of the function and the asset specificity has more significant impact to enterprise human resources management outsourcing degree, thus, providing reference opinions for enterprise human resources outsourcing.

Research on Motion Attention Fusion Model-Based Video Target Detection and Extraction of Global Motion Scene  [PDF]

For target detection algorithm under global motion scene, this paper suggests a target detection algorithm based on motion attention fusion model. Firstly, the motion vector field is pre-processed by accumulation and median filter; Then, according to the temporal and spatial character of motion vector, the attention fusion model is defined, which is used to detect moving target; Lastly, the edge of video moving target is made exactly by morphologic operation and edge tracking algorithm. The experimental results of different global motion video sequences show the proposed algorithm has a better veracity and speedup than other algorithm.
