Security Contents: Politico-Military or Multidimensional?

Abstract: The description of security problems has dramatically changed since the end of the bipolar system, and there are difficulties in building new concepts to comprehend a new and not yet defined international system. In the bipolar world, based on the North-South and East-West axes, security was described as systemic stability built upon deterrence and the defense of the statu quo. After the end of the Cold War, a new concept of multidimensional security was formulated. It lay emphasis on political, social (economic development) andinternational (peaceful international relations) democracy and the rule of law, putting aside too rapidly the military dimension. Vilanova argues that what have been identified as sources of new threats –narcotrafficking, ecology, migration, terrorism and fundamentalism– are not really new. There is a need to formulate political responses to these risks factors by means of public policies and intergovernmental and supranational action.

Abstract: El propósito de este trabajo es aportar unas notas introductorias a los debates en curso sobre un fenómeno que, de momento y provisionalmente, denominamos “estados de facto”. Se inserta este debate en otro más amplio: la proliferación de nombres, etiquetas y conceptos para hacer referencia a situaciones políticas que de un modo u otro afectan al concepto de actor estado en la política internacional contemporánea. Vea el lector algunos efectos de esta proliferación semántica: estados frágiles, estados fallidos, estados bajo presión, casi-estados, estados de facto. El nexo común a todos estos conceptos (y otros que están por venir), es el concepto de estado, pero en todos los casos, vinculado a alguna anomalía: sistemas políticos que o bien son formalmente estados, pero no consiguen desarrollar con estándares de normalidad las funciones propias de tal condición, o bien lo contrario, sistema políticos materialmente de perfil estatal, pero sin reconocimiento jurídico formal de tal manera que sólo tienen una dimensión funcional. The objective of this paper is to provide some introductory notes to the ongoing debate surrounding the phenomenon that we have provisionally come to call “de facto states”. This debate is part of a larger issue: the proliferation of names, labels and concepts referring to situations that in one way or another affect the concept of the state as an actor in contemporary international politics. This semantic proliferation is very much present in the current literature on the subject: fragile states, failed states, states under-pressure, quasi-states, and de facto states. The common framework for these terms (and others that are yet to be coined) is the concept of the state. Yet the state they refer to is always linked to certain anomaly: either it constitutes a political system that is formally recognized, but which cannot perform the functions of a state according to normal standards; or it refers to a political system that has the material profile of a state, but which lacks formal juridical recognition, thus restricting it to having only a functional role.
Early destructive lesions in the developing brain: clinical and electrographic correlates

Abstract: objective: early brain insults can cause cavitary lesions including porencephaly (por) and multicystic encephalopathy (mce). the objective of this study was to investigate clinical and electrographic correlates associated to these types of destructive brain lesions. method: patients with por and mce were selected and submitted to clinical and video-eeg monitoring. the following variables were analyzed: demographic data, type of lesion, presence of gliosis, perinatal complications, epilepsy, brain atrophy, and presence and frequency of epileptiform discharges. results: twenty patients were included, 65% males, 35% females, ages ranging from 1 to 40 years, 14 with mce and 6 with por. eighteen patients had hemiparesis, 19 had epilepsy (current or in the past), seven of them had refractory seizures, and 16 had epileptiform discharges. all patients with mce had gliosis while only 2 with por had it. conclusions: no correlation was observed between type of lesion and clinical and electrographical outcome. however, a positive correlation was observed between frequency of discharges and presence of brain atrophy, and between mce and gliosis.

Abstract: A multilayered control design approach is proposed here. Starting with the Dissolved Oxygen (DO) control loop in the last aerated tank, the control of the recirculation sludge is added next. Once the limitations of this two-loop control strategy are highlighted, a cascade control loop is proposed. This cascade control is further enhanced by a feed-forward control action that makes use of influent ammonia concentration. The resulting cascade+feedforward control configuration achieves satisfactory nitrogen removal for the three influent operating conditions (dry, rain and storm.)

Abstract: this paper aims at understanding the connections between science education and youth and adult education (eja) in the context of brazilian legislative changes, which stressed the need for dialogue between these educational fields. documents issued by the government containing recommendations for the elaboration of eja science curricula at national level were analyzed using critical discourse analysis in order to understand how both eja and science education discourses engage in a dialogue in the construction of this text. intertextual analyses led to results that indicate that the government's document for eja represents, in many aspects, the discourse of the national curricular parameters, which reflects the tentative character of the discussions about science education for young people and adults and indicates an institutional identity under construction.
