Abstract: this paper looks into distance higher education (dhe) in portugal and aims to devise an alternative strategy for its development. the proposed strategy results from a thorough analysis of dhe, preceded by a general appraisal of higher education (he) and of the country itself, through which the following key conclusions were reached: as a consequence of timid or unsuccessful initiatives led by traditional universities, dhe in portugal almost coincides with universidade aberta (uab, the open university); amongst the challenges that he faces, dhe represents a window of opportunities; by repeatedly putting off structural reformsa, the country is currently experiencing one of the most dramatic moments in its history. as an alternative to continuity, namely he institutions following independent paths, coopetition stands out as a more beneficial route as it would be able to bring alignment and to generate synergies. a disruptive strategy in which uab plays a central role is thus proposed.

Abstract: nowadays, investigation on environmental risk perception is very popular among urban phenomena researchers. generally, in brazilian society, there is a belief that the more important large cities geo-ecological problems are connected to non-planned urban expansion. however, this perception is not very clear and changes constantly, according to new events. in the case of s?o paulo metropolitan area, the hydrometeorological risks are considered serious problems and call attention of governments. in this paper we analyzed the decisions mechanisms and the public policies adopted to control urban chaos, after a great flooding episode. there are the situations that literally paralyze a daily rhythm of a metropolis like s?o paulo. we mention in this approach, the cases when interruptions of the transportation systems, of products and people's circulation, material and financial damages and, finally, great number of victims occur. climatological data is confronted to society's risk perception and also to the decisions taken by the governments in these cases. thus, the objectives of this paper were to contribute to urban planning improvements, to the management of shared waters process and also to provide indicators for better analysis and management of these resources.

O presente artigo aborda o ensino superior a distancia (ESaD) em Portugal e tem como objetivo a defini o de uma estratégia alternativa para o seu desenvolvimento. A estratégia preconizada decorre de uma análise cuidada do ESaD, antecedida por uma aprecia o geral do ensino superior e do país, através das quais se concluiu nomeadamente o seguinte: em resultado das iniciativas tímidas ou mal sucedidas das universidades tradicionais, o ESaD quase se confunde com a Universidade Aberta (UAb); entre os vários desafios colocados ao ensino superior, o ESaD representa uma janela de oportunidades; o país, ao adiar sucessivamente reformas estruturais, vive hoje um dos momentos mais dramáticos da sua história. Em alternativa à continuidade, com trajetórias independentes por parte das institui es do ensino superior, afigura-se mais profícua a via da coopeti o, aglutinadora e potenciadora de sinergias, propondo-se a ado o de uma estratégia disruptiva, na qual a UAb tem um papel central.

Abstract: This production is an attempt to contextualize the importance of the culture and the father in the constitution of the subject. For this purpose, we utilized as our basis the 1913 Freudian text, Totem and Tabu, in addition to other contemporary authors' contributions. We desire to present a clipping of the father s reflection on the contemporary subject, articulating his image with the XXI century polemics. It can be understood that the patterns of the beginning of the last century justify the youth rebelliousness, however the XXI century brings a new world vision, a discourse change. Nowadays, there isn't any time for mourning elaborations, since the cultural demands require immediate responses. The Other, who guided the path until the beginning of the last century, is no longer consistent. Lacan said that the ancient master was subverted, changing places with the contemporary master, which at the same time that promisses the completeness if the subject consumes his products, incites isolation and suffering, transforming human relations intoless significant ones, that is, contradicts the inherent man's absence, promising the total happiness that is impossible to achieve. With the previous words in mind, we can ask ourselves which will the consequences of this extinct demands be, and we can find at Freud some conduction.
Universality in DAX index returns fluctuations

Abstract: In terms of the stock exchange returns, we compute the analytic expression of the probability distributions F{DAX,+} and F{DAX,-} of the normalized positive and negative DAX (Germany) index daily returns r(t). Furthermore, we define the alpha re-scaled DAX daily index positive returns r(t)^alpha and negative returns (-r(t))^alpha that we call, after normalization, the alpha positive fluctuations and alpha negative fluctuations. We use the Kolmogorov-Smirnov statistical test, as a method, to find the values of alpha that optimize the data collapse of the histogram of the alpha fluctuations with the Bramwell-Holdsworth-Pinton (BHP) probability density function. The optimal parameters that we found are alpha+=0.50 and alpha-=0.48. Since the BHP probability density function appears in several other dissimilar phenomena, our results reveal universality in the stock exchange markets.

Abstract: The purpose of this exploratory study was to investigate the influence of the school year, considering different times on the academic trajectory of stress among Brazilian dental students (n = 111) as well as grasp the values established by the subject facing this prospect. The methodological grant for data collection was the Inventory of Stress Symptoms for Adults Lipp applied in the beginning and at the end of the semester, and the technique in the focus group interview. The results demonstrated academic tickets with significantly higher rates of this phenomenon at the end of the semester, when compared to graduates (p = 0.004). The perceptions of academics on the etiology of stress associated opinions unveiled the pedagogical design, teacher performance, difficulties in interpersonal relationships as well as the course extrinsic factors. It can be concluded that the stress is the present and modulate phenomenon in investigated academic trajectory.
Cooperation and best practices within the COTEC Innovative SME Network

Abstract: this article investigates what members consider to be the advantages of cooperating with and belonging to the cotec innovative sme network, and identifies which have been and should be the best cooperation practices. these advantages were measured through enquiries conducted at the beginning of 2008 and 2010, while the best practices were assessed by means of both the 2010 enquiry and the innovation scoring (is). the results were not always conclusive or robust; nevertheless, we found that the three main advantages cited in 2008 were repeated in 2010 and that there are a number of statistically significant relationships between some selected advantages and categories such as ict sector, manufacturing industry or collaborative profile “technological partner”. although the crossing of best practices (past and future) with the is was inconclusive, the results could serve as a reference for cotec and its members.
