Outlooks toward Government Institutions in Quebec  [PDF]

The 2012 Quebec election campaign began with opposition parties claiming that factors such as corruption and false promises (among others) had made Quebecers leery of their government institutions. The time had come to clean house and get the province back on track to good governance and prosperity. In this paper, we employ new data from the Quebec component of the Comparative Provincial Election Project to examine Quebecers’ outlooks toward various government institutions. How confident are Quebecers in their political parties, governments, legislatures and civil service? Is there any evidence to suggest that Quebecers’ views on these specific government institutions are any different across various levels of government? And what accounts for any negativity that Quebecers may feel? More specifically, this analysis considers a variety of plausible explanations, including poor government performance, pervasive cynicism, rising levels of cognitive mobilization, the rise of post-materialist values and declining levels of interpersonal trust, just to name a few.

Abstract: Under current economic conditions state support of business development plays a significant role in providing the sustainable business operation as a combination of domestic legal entities. Unclear definition of categorical apparatus results into inefficiency and low productivity of multiple national and regional programs to promote entrepreneurship. It demonstrates imperfection of theoretical framework of this problem, which, in turn, hampers practical implementation of state support measures of business development. Therefore, the disclosure of the nature and content of state support for business is of great importance. This is due to the fact that theoretical research is the basis of a more thorough future analysis.The aim of the article is to give exact definition of the state support for business. The following tasks have been solved to fulfill the task of this research: the existing definition of "the state support for business" was summarized and analyzed; the drawbacks of the above-mentioned definitions were defined and examined; the author’s concept of "the state support for business" was suggested.Scientific novelty of this study is to clarify the definition of "the state support for business", which differs from the existing ones by outlining the purpose, defining differences between state regulation and state support and taking into account certain measures and their ranging into levels.The necessity to clarify the economic content of state support for business development should be mentioned as perspective research.
Evaluation and monitoring of direct support for the agricultural development in Fieri Region.

Abstract: Based on the Strategy of Rural Development, the Albanian Government supports directly the agricultural sector. Approximately 3.5 milliard leks have been spent from the state budget. Until now, there has not been an independent evaluation of the efficiency of the use of funds by the government. Such evaluation would be necessary not only to see what is given and how the money are spent, but to have a complete frame and to fully argue the programming of support in the future by respective institutions. Our aim is to identify some of the key outcomes of direct support policy in Fier’s region, to analyze and to evaluate the principles, the effects of supporting schemes as well as to identify the strong and weak points of the subvention scheme from which the direct state support in agriculture would become more effective and efficient. The verification of the effectiveness of the given funds will be achieved through comprehensive analysis described all the way from the application, the selection of applicants, the allocated amount, investment direction, absorption in different times until the final realization. This study was undertaken during 2011 through the development of a standardized methodology. In Fieri region, for 4 years, there have been allocated 435 million leke for direct support to the farmer’s families, respectively: 46 million in 2007, 114 million in 2008, 122 million in 2009 and 153 million lek in 2010. The projects are invested in olives, vineyards, fruit trees, drip irrigation, greenhouses, livestock, etc. Our study showed that the state support measures for the period 2007-2010 have given significant positive results in the increasing of planted surfaces with fruit trees, olives and vineyards, for their production and productivity. On the other hand the study also showed that for higher grant effectiveness a harmonization of several factors is needed, such as soil, climate studies, seed quality etc.

Abstract: The paper is dealing with the credit support to the Czech agriculture provided by Supporting and Guarantee Agricultural and Forestry Fund (SGAFF) during the ten years period since the inception of its activities in 1994 do the year 2003 which preceeded to the Czech entry into European Union (EU) and accession to the Common Agricultural Policy of the EU. SGAFF guaranteed relatively stable inflow of commercial bank credit for agriculture provided according to the market determined allocation, which is considered as an opposite to the administrative decisions. We evaluated the multiplication effect of the credit support which shows that one monetary unit allocated from the government budget to the support of agricultural credit secured commercial credit in the range of 3–5 monetary units.

Abstract: Small and Medium Enterprises (SMEs) are still hailed as the panacea of economic development of many countries, since they play a fundamental part of the economic fabric in developing a crucial role in furthering growth, innovation and prosperity. In the quest to achieve growth, SMEs unfortunately face severe challenges including the marketing of their products, which stem from unqualified employees in the marketing department, inadequate finance to undertake marketing research, go international, and to participate in trade fairs among other factors. Leaving most SMEs to face these challenges alone usually leads to high rate of demise and low growth rate, hence government and other multi donor organizations provide support to these SMEs in the area of finance, market, managerial capacity building among others. This research assesses the impact of the government support in the form of marketing assistance (training of marketing staffs, access to foreign marketing, trade fairs and exhibitions) to some selected retail SMEs in the ten Regional Capitals of Ghana on their growth. Using firm data report, the results indicated that the provision of support for SMEs to participate in trade shows and exhibitions highly impact positively on SMEs growth, followed by the provision of support in access to international market, and support in the training of marketing staffs of SMEs.

Interplay of entrepreneur, government, and industry in the development of ventures: the case of emerging IT industry in Korea

Abstract: This article examines how an entrepreneur’s strategic choice influences corporate development leading to the initial public offering. The data come from Korean startups in information technology industry. We consider the dynamic interplay between an entrepreneur’s attributes and government’s institutional support as key factors. An empirical analysis of 615 listed companies shows that an entrepreneur’s attributes play a significant role in market entry especially in information technology industry which tends to have shorter lead time to the initial public offering. Government certification and venture capital investment also facilitated corporate growth toward the public company status.
Determining the Antecedents of Actual Purchase of Local Product Brand in Yemen

Abstract: This study is meant to examine the relationships of several antecedents of actual purchase of local products in Yemen. Actual purchase is considered a vital link to a business success. The study identified four antecedents of consumer actual purchase. Namely; patriotism, quality, masculinity culture and government support. A total of 287 respondents (about 70%) completed and returned the questionnaire. A seven point liker scale was used to measure responses. The data were analysed using Structural equation modelling (SEM), using AMOS version 16. Confirmatory factor analysis of measurement models indicates adequate goodness of fit after a few items were eliminated through modification indices verifications. Goodness of fit indices of the revised structural model show adequate fit. The goodness of fit indices of the revised model indicate adequate fit (GFI=.967, RMSEA=.034, RATIO CMIN/DF=1.327, P-VALUE=.061). The regression parameter estimates of three variables are found to be significant at 5% level of significance. Contrary to our expectation, the mediating role of intention to actual purchase could not be established in this study. The findings are discussed in the context of actual and intend purchase of local brands in Yemen.

Abstract: The author has uncovered some aspects of foreign experience in state support for exports and suggested promising directions of implementation of such experience in Ukraine. The article also discussed the mechanism of the influence of exchange rates on the total volume of export and import operations of the state, examines their relationship with the formation of gross domestic product in Ukraine.
