Rent-Seeking, Trade Policy and Economic Welfare  [PDF]

Abstract: The objective of this paper is to assess the impacts that rent-seeking arising from government intervention in international trade has on welfare. More specifically, the focus is on how the granting of special import re- gimes promotes rent-seeking practices, which have negative effects on welfare. We present two concepts of nominal protection: legal tariffs and the actual import tariffs. In addition, we construct three measures of welfare: from the legal tariff; from the actual import tariffs; and from the actual import tariffs when rent-seeking is present. Finally, we compare the various measures of protection in terms of their impact on welfare. The results show that trade policies based on exceptions - such as those establishing the special im- port regimes - tends to decrease welfare.

Abstract: We tested, empirically, whether the Brazilian fiscal policy for the period between 1995:I to 2008:III was active or passive. To analyze fiscal policy transmission mechanisms, we estimated functions by which the public debt/GDP ratio affects investment, primary surplus, output gap and the demand for money. The ratio of public debt to GDP was found to be statistically significant, positively affecting the demand for money and the primary surplus, whereas it was found to negatively affect the level of investment and the output gap. We conclude that the Brazilian regime was non-Ricardian in the context of fiscal dominance.

Abstract: This paper aims to investigate the impact of government debt on economic growth for a balanced panel of G7 countries over the period 1990-2008. We found empirical evidence that Ricardian Equivalence does not holds in general. The analysis indicates that only Germany shows a negative association between public debt and economic growth. The US and France show Ricardian equivalence and UK, Japan, Italy and Canada show a positive association.

Abstract: this research was developed with the objective of selecting the crops and planting dates in order to maximize the farmers income and the water resources in the gorutuba irrigation district. a linear programming model was used with an objective function to maximize the monthly income as a function of the cultivated area with the crops used in the region, subjected to the restrictions of the irrigated area and the availability of water. the net income differences obtained in the optimization with and without restriction in the cultivated area of yearly crops were 15.2% and 10.2%, for the large and the small farm plots, respectively. the water distribution system does not limit the crop selection in the irrigation district. the difference in the net income caused by the crops used was influenced more by the type of irrigation systems than by the soil water holding capacity.

Abstract: this article analyzes the evaluation of the main brazilian economics fundamentals during the period of fixed exchange rate regime in real plan. the paper begins with a survey regarding to factors that caused the foreign currency instability in this country in 90's. the analyze show that the main factors were the unbalanced economic fundamentals, specially the fundamentals regarding to external and fiscal accounts. given this condition, these fundamentals were analyzed. the results analyzed based on data set and indicators of fundamentals show a strong deterioration of variables associate to external accounts and fiscal performance, confirming the results present by literature. in this context, we conclude that there was a vicious circle among a strict foreign currency management, deterioration of fundamentals and foreign currency instability.

Abstract: penicillium brevicompactum is a filamentous fungus that presents a potential for industrial use due its efficient pectinase production. a heterologous transformation system was developed for p. brevicompactum based on the complementation of a nitrate reductase mutant. nitrate reductase mutants were obtained by resistance to chlorate in a rate of 23.24% when compared to other mutations that lead to the chlorate resistance. one mutant named 4457-18x was chosen for the transformation experiments with the pnh24 vector containing de fusarium oxysporum nitrate reductase gene. a frequency of approximately 3 transformants/μg dna was obtained using the circular vector pnh24. this frequency was multiplied about 10 fold using the linearized vector with the xba i restriction enzyme. southern analysis of the transformants showed a tendency of the linearized vector to diminish the number of integrations compared to the use of the circular vector. the integration was random and stable in the analyzed transformants. the establishment of a transformation system for p. brevicompactum is fundamental for genetic manipulation of this microorganism.

Abstract: determinative common factors of currency and financial crisis. this paper identifies and evaluates determinative common factors of currency and financial crisis in relation to 86 crises episodes between 1970-2004, based on factor analysis, cluster and discriminant analysis. one evidenced that the rise of the ratios of domestic credit, fiscal deficit and residents bank deposits to the gdp is inherent to the different types of crises classified for economic literature. it was also identified as common factors to these episodes some indicators that capture the excessive monetary expansion of the economies and that reflect the fall in international reserves, represented by m2/reserves and imports/reserves ratios and also the total volume of international reserves.

Abstract: oat crown rust is the most important disease for the oat crop, occurring in practically all the areas where oat is cultivated. the most indicated form of control for this disease is the use of resistant cultivars. however, for the durable resistance to be acquired, it is necessary to know the genetics of resistance to crown rust in oats. thus, the objective of this work was to determine the type of inheritance of resistance to three puccinia coronata f. sp. avenae fraser & led., isolates (collected in southern brazil) in brazilian white oat genotypes. to determine the inheritance of resistance to each one of three isolates,f2 populations were used generated through artificial crosses, between resistant (r) and susceptible (s) and between resistant genotypes (r). thus, f2 populations from the following artificial crosses: i) urpel 15 (r) x ufrgs 7 (s), upf 16 (r) x ufrgs 7 (s) and urpel 15 (r) x upf 16 (r), were used to determine the inheritance of resistance to isolate one (1); ii) urpel 15 (r) x ufrgs 7 (s), upf 18 (r) x ufrgs 7 (s) and urpel 15 (r) x upf 18 (r), to determine the inheritance of resistance to isolate two (2); iii) urpel 15 (r) x ufrgs 7 (s) and urpel 15 (r) x upf 18 (s), to determine the inheritance of resistance to isolate three (3). the obtained results indicate that the genotype urpel 15 present dominants genes for resistance to the three oat leaf rust isolates evaluated, the cultivar upf 16 presents a recessive gene for resistance to isolate 1 and the cultivar upf 18 has a recessive gene of resistence to isolate 2. also, the resistance genes presented by genotypes urpel 15, upf 16 and upf 18, segregate in an independent manner.

Abstract: using a soil water balance model and a geographical information system, the daily maximum demand of supplemental irrigation for corn in the state of minas gerais was simulated and spacialized, for coarse (total available water - taw: 0.6 mm cm-1), medium (taw = 1.2 mm cm-1) and fine (taw = 1.8 mm cm-1) soils. the daily dependable precipitations were estimated using the gamma distribution at 75% of probability and the daily evapotranspiration was computed using the penman-monteith (smith, 1991) with 50% probability. the best planting date considering the lower supplemental irrigation demand was spacialized.

Abstract: The objective of this study was to evaluate the chemical profile of extracts (aqueous and ethanol) and the essential oil of Myrocarpus frondosus Allem?o, the sensitivity of strains of Escherichia coli, Staphylococcus aureus, Salmonella typhimurium and Listéria monocytogenes, front the extracts and essential oil, by means of the microdilution method in broth, the antioxidant activity by the ABTS method, and the content of phenolic compounds present in the extracts and oil. For the preparation of extracts from plant leaves used with ethanol and water, then separated, the chemical identification of compounds was performed by high-performance liquid chromatography (CLAE-DAD) and gas chromatography coupled to mass spectrum (CG/MS). With the chemical analysis of the extracts obtained the presence of the major compound rutin, and oil major compound was found germacrene B. In the microdilution method in broth, oil and extracts showed inhibition against all the bacteria tested in the concentrations 1 mg/ml to 0.25 mg/ml, except for Staphylococcus aureus at a concentration of 0.25 mg/ml of the essential oil
