Research on Customs Administration to Cross-Border Electronic Commerce Importation under Taxation Measurement  [PDF]

Abstract: As a new trading model, Cross-Border Electronic Commerce becomes an important tool to motivate the transformation and upgrade of economics. The Taxation Measurement on Retail Import of Cross-Border Electronic Commerce (“Taxation Measurement”) approved by the State Council was implemented on April 8, 2016. This essay will review the implementation of the taxation measurement from customs perspective; discuss the customs administrative issues after the implementation and conduct an analysis on the reasons for the issues, so as to explore solutions and new customs administration model, which could be applied to the development of Cross-Border Electronic Commerce model. Consequently, to practice customs administration more efficiently and facilitate the trade model would become realizable.

Abstract:

Suppressed fuzzy c-means (S-FCM) clustering algorithm with the intention of combining the higher speed of hard c-means clustering algorithm and the better classification performance of fuzzy c-means clustering algorithm had been studied by many researchers and applied in many fields. In the algorithm, how to select the suppressed rate is a key step. In this paper, we give a method to select the fixed suppressed rate by the structure of the data itself. The experimental results show that the proposed method is a suitable way to select the suppressed rate in suppressed fuzzy c-means clustering algorithm.

Abstract:

Background: Sialic acids are a family of ninecarbon sugar compounds with carboxylic acyl derivatives. It exists in bacteria, fish, mammals and other living organisms, participates in and regulates many important life events, such as cell recognition, membrane flow, endocytosis and so on. Sialic acid is usually located in the outermost layer of the sugar part of the cell membrane and the key positions of secreted glycoconjugates (glycolipids, glycoprotein and lipopolysaccharide). Sialic acid (Sia) is an important material foundation for variety of the structure and founction of glycoconjugates. Sia has been known as nearly 50 members, including N-acetylneuraminic acid (Neu5Ac), N-glycoulylneuraminic acid (Neu5Gc) and deaminoneuraminic acid (KDN) as its core monomer. The rest of the sialic acids are derived from these three monomers. The contents of Sia in Chinese food products are unknown. Objective: To determine the contents of Sia in raw and cooked red meat, seafood, poultry and so on. Design: The following food products were purchased from a Chinese supermarket: pork, beef, lamb, salmon, cod, tuna, cow milk, cheese, butter, duck, chicken and chicken eggs. Human milk was collected from Xiamen Maternity and Child Health Care Hospital (Xiamen, China). All tissues were homogenized and hydrolyzed with 0.05 M, 0.1 M and 0.2 M TFA for 150 min at 80°C in dark, respectively. The concentrations of Neu5Ac, Neu5Gc and KDN were determined by using HPLC with fluorescence detector. Results: The contents of total Sia (μg/g tissue or μg/mL liquid sample) in Chinese raw meat were highest in lamb (269.60), followed by pork (254.88), duck (200.63), chicken (162.86) and beef (88.03). The percentages of Neu5Gc were 36.08%, 26.48%, 0%, 0% and 28.40%, respectively. Cod contained higher levels of Sia (171.63) than salmon (104.43) and tuna (77.98). Only Neu5Ac was 50 found in detected aquatic product. Egg yolk contained the highest level of Sia (682.04), and a higher level of Sia (390.67) was found in the egg white. Abstract:

An integrated scheme of emergency DC power support which is based on dominant center of Inertia DCOI is proposed to improve power system transient stability. The inter-area speed differences equivalent by dominant center of inertia alleviates the main weakness of the traditional signal which is made of the frequencies at both sides and is represent of abnormal information of the nonlinear dynamic behavior of the power system based on a model in which two AC systems are connected by a HVDC Link. Sichuan Power Grid connected with Southwest Power Grid by Deyang-Baoji HVDC project is used to testify the method. The simulation results show that the control strategy can significantly advance the transient stability of AC/DC system through extended equal area criterion (EEAC).

Abstract:
With the continuous low oil price, the national oil companies in China are under the pressure of lowering the development cost and improving their investment efficiency of their overseas investments. Optimal methods are needed in screening the overseas assets within the constraint of investment. This paper presents a multi-objective integer programming model for the optimal selection of overseas oil development projects for Sinopec based on the economic evaluation of various projects in different countries and regions. Combination of economic parameters and practical constraints are discussed and presented in the mathematical models. Application of the model shows its advantages over the traditional screening and ranking methods.

Abstract: A wireless sensor node is typically battery operated and energy constrained. Therefore, it is apparent that optimal energy management is one of the most important challenges in WSN development. However, energy management requires in-depth knowledge and detailed insight concerning specific scenarios. After Carrying out a large number of experiments in precision agriculture, we find that it is the sensors that have never been concerned consuming the most energy of the node. In order to conserve energy and prolong the lifetime of WSN, we design and carry out a dynamic energy management strategy for sensors. The basic idea is to shut down all sensors’ power when not needed and wake them up when necessary. Valuable conclusions are extracted and analyzed.

Abstract: Human papillomavirus is an important cancer factor in many cancers. E6E7 is the important viral oncogene and plays an important role. It is known that its function is to regulate p53 and pRb. In this paper, in situdetection was performed to determine the interaction between them; the research provides visual evidence of their interaction. Research methods: In situ PLA reaction was used to detect the relationship between two different protein. Results: The quantity of the HPV18E6 expression is much higher than the expression of HPV18E7 protein in HeLa and EC109 cells; the interaction between p53-E6 and pRb-E7 was clearly observed and this effect could be visualized by this method. Conclusion: Interaction of the HPV18E6 protein combined with p53 protein and HPV18E7 protein combined with pRb protein could be visualized in cell.

We provide an overview of the WS-Notification specification and describe a modified publish and subscribe model based on WS-Notification. The model is an adaptive policy-driven notification framework that can help enterprises to meet the flexibility and respon-siveness requirements of the enterprise. With the modified publish/subscribe model, information consumers can dy-namically and declaratively create and configure entities on their behalves to manage their distribution requirements.

Abstract:

A two-stage directed Semi-Markov repairable network system is presented in this paper to model the performance of many transmission systems, such as power or oil transmission network, water or gas supply network, etc. The availability of the system is discussed by using Markov renewal theory, Laplace transform and probability analysis methods. A numerical example is given to illustrate the results obtained in the paper.
