Abstract: the proposal of healthy cities is analyzed in the strategic perspective and political commitment. issues like the meaning of the expression, its identity, nature, inclusion, motivation and its implications to public policies are posed for reflection. its understanding as both strategic issue and of political commitment is adopted to prevent it from being understood and adopted just as a technical, parallel and marginal project in the planning and administration of the public policies and/or as an isolated moviment or "fashion". thus it was, in the view of the author, understood and inserted, as an articulated movement in contact with other social movements. in this context it was analyzed as a permanent process of political commitment or of potencialization of public policies with efficiency and effectiveness, from and for change of social realities of cities/municipalities, in the sense of progressive and substantive improvement of the quality of life of its populations.
O sistema de saúde e as políticas de saúde na produ??o científica odontológica brasileira no período 1986-1993

Abstract: the brazilian scientific literature on social and preventive dentistry from 1986 to 1993 was identified and analyzed to verify whether themes of papers referred to health policy and the national health system. published scientific articles were used as the unit of analysis for the study. an analytical survey was conducted considering the following variables, amongst others: author's institutional affiliation; author's title; author's areas of interest; type of research; type of article; and research funding sources. articles reviewed were published between the first and second national oral health conferences. there were 386 articles published in 19 journals, by at least 866 authors. more than 75% of the studies came from public universities. rgo was the largest publisher in this field, followed by revista da apcd. original articles accounted for 56.7% of the studies, while 30.3% were reviews and essays. the majority of the authors were from the state of s?o paulo. male writers predominated. a "quantitative deficiency" was identified, since scientific production remained below 50% of its potential. health policy was considered a specific issue in only 3 articles (0.8%) while 7 (1.8%) discussed the national health system.
O sistema de saúde e as políticas de saúde na produ o científica odontológica brasileira no período 1986-1993

Abstract: A produ o científica brasileira na área de odontologia preventiva e social, no período 1986-1993, foi analisada para verificar a ocorrência de temas relacionados às políticas de saúde e ao sistema de saúde. Artigos em revistas científicas brasileiras serviram como indicadores dessa produ o. Realizou-se um survey para conhecer a origem institucional dos autores, suas titula es e preocupa es temáticas, os tipos de pesquisas realizadas, as modalidades de artigos delas decorrentes e as fontes de financiamento. Foram analisados 386 artigos em 19 periódicos. Mais de três quartas partes da produ o tiveram origem na universidade pública. RGO foi o periódico que mais publicou. Dos textos, 56,7% eram artigos originais. Revis es de literatura e ensaios somaram 30,3%. Mais da metade dos autores atuavam em S o Paulo. O sexo masculino predominou. Política de saúde foi tema específico em 3 artigos (0,8%) e sistema de saúde em 7 (1,8%). No crucial período histórico de reconquista e consolida o das liberdades democráticas, em pleno apogeu do processo da Reforma Sanitária, quest es dessa ordem n o despertaram significativamente o interesse dos pesquisadores científicos brasileiros da área odontológica.

Abstract: social participation in brazil has evolved from workers' and union movements into a legitimate process conducted through social councils. in the public health field this practice was recognized by law 8142/90. this study aims to analyze the practice of social control by healthcare unit councils and its influence on health policies of the municipality of campo grande, state of mato grosso do sul. five case studies were conducted, with minutes of meetings as the main source of data and a document of ilpes/claps (1975) as reference for analysis. the councils are organized as boards with one coordinator and one secretary. additional features include parity in composition, fragile representation, and monthly meetings. the decision-making process gives significant attention to technical-administrative and technical-operational elements. from 1998 to 2002, social control was made stronger by more effective procedures, but deliberation capacity needs to be strengthened with capacity-building initiatives that include technical, political, and administrative elements, representation, empowerment of society, the wide publicity - also in the media - of council activities, greater social mobilization, and articulation between councils and municipal spheres that have an interface with the health sector.
Eqüidade e provis?o de servi?os públicos odontológicos no estado do Paraná

Abstract: objective: to assess the association between socioeconomic indicators of provision of public dental services and allocation of financial resources in health and to identify whether this association reinforced the promotion of vertical equity. methods: a cross-sectional ecological study was conducted based on data obtained from the brazilian ministry of health data system for 399 cities in the state of paraná (southern brazil) between 1998 and 2005. socioeconomic condition was measured by the human development index in the cities studied, as well as by some indicators of income, education and sanitation, which were obtained from the brazilian institute of geography and statistics database. data were analyzed using nonparametric statistical tests: spearman's rank correlation coefficient, friedman and mann-whitney tests. results: a redistribution trend of federal resources for primary health care in municipalities was seen. the provision of dental health services increased after the government launched the family health strategy. an expanded provision of dental procedures was reported during the study period with a pro-equity trend of the utilization of dental services in primary health care. conclusions: there was seen a redistribution or pro-equity trend in the provision of dental services in the state of paraná with higher per capita provision of resources or services in cities with the lowest socioeconomic indicators. this trend is consistent with the recent programmatic guidelines of the brazilian ministry of health.
Infecc?o tuberculosa natural e o uso do BCG oral e intradérmico em escolares de Laranjal Paulista, SP, Brasil

Abstract: the rate of tuberculosis infections was studied in 92.1% of all the 7 to 15 years old school children from the district of laranjal paulista, sp. tests were made with ppd-rt23 with 2up (0.04mcg), as recomended by the "servi?o nacional de tuberculose". strong positive reactions (10 or more mm in diameter) were obtained in 8% of the tested children, an indication of the necessity of improvement in the local efforts to control tuberculosis. positive results were significantly (p 0,05) more frequent in non whites as well as in the 11 - 15 years old group; no significant differences were observed related to sex. samples of ppd negatives received oral or intradermic bcg; positives ppd's atfer intradermic bcg were almost two times more frequent than oral bcg. no sex or age influence were observed, altering the response to bcg but non were more reactive. pos vaccinal reactions were not statistically evaluated. intradremic bcg was accepted by the children as well as were other parenteral vaccines.

Abstract: on the second half of 1969, we investigated the tuberculosis infection level in the school children of botucatu town, ages between 7 and 15 years old, and the intradermic bcg effect. also was investigated the tuberculine turn over. ppd rt23 with 2ut (0,04 mcg) accordingly with the national tuberculosis bureau (servi?o nacional de tuberculose). the predominance of this infection was around 6%, what, although apparentely low, still suggests that tuberculosis is a local public health problem, with an urgent necessity for a better control. in general, the results of basic groups (a + b) and control (c), were not statiscally significant but in relation with the considered data, the tuberculosis was higher on ages between 11 and 14 years (included), on the non white and male, with a significant increase between the test carried. between first and second tests in group b, the results were not statiscally significant too, but, in group a this difference was significant after the use of bcg intradermic. the results were forwarded to the regional tuberculosis dispensary for the necessary control measures.

Abstract: in 1969, a survey was carried out concerning the socio-economical and sanitary aspects of the inhabitants in botucatu county (s. paulo, brazil). three hundred and five families were interviewed. data involving the composition of the family, age of the memores, occupation, salary, sanitary conditions of their houses, knowledge about vaccination and their opinions about health services were collected and analysed. some results were associated with the socioeconomic status of the families. the basic sanitation conditions were adequate and of reasonable standard. knowledge about the value of vaccination as well as the required doses were vague resources available for health were fragmented on indication of the lack of coordenation among the health services. health centers were mainly sought for the care of children, on indication of the population's low degree of knowledge about their purposes. it was concluded that an improvement of the community viewpoints about medical-sanitary aspects is desired and systematic health educaiton programs are necessary and urgent.

Abstract: objective: to describe factors associated to inequalities in access to health care services and utilization for the elderly. methods: study part of the health, well-being and aging in latin america and the caribbean ("sabe") survey that included 2,143 elderly individuals aged 60 or older in the city of s?o paulo, southeastern brazil, in 2000. a two-step sampling procedure with probability proportional to size was carried out using census tracts with replacement. to achieve the desired number of respondents aged 75 or older, additional households close to the selected census tracts were sampled. access to health services and utilization were measured for outpatient and hospital services during a 4-month period prior to the interview, and correlated to factors related to ability, need and predisposition (total income, schooling, health insurance, reported medical condition, self-perception, gender and age).multivariate logistic regression was performed in the analysis. results: of all respondents, 4.7% reported being hospitalized and 64.4% seeking outpatient care in the four months prior to the study. as for public outpatient care provided, 24.7% were in hospital clinics and 24.1% in other public outpatient services. as for private care, 14.5% received care in hospitals and 33.7% in health clinics. the multivariate analysis showed an association between health service utilization and sex, medical condition, self-perceived health, income, schooling, and health insurance. however, an inverse effect was found for the variable "schooling". conclusions: the study results show inequalities in access to health services and utilization as well as a deficient health care system. public policies should take into account the specific needs of the elderly population to facilitate access to health care services and reduce inequalities.
Millennium Trilogy:Eye for Eye and the Utopia of Order in Modern Waste Lands

Abstract: This essay starts with an overview of the formulas used by Stieg Larsson in his Millennium trilogy, namely crime fiction, travel narratives and gothic plots. I then focus on two main characters Mikael Blomkvist and Lisbeth Salander, and argue that Blomkvist, a modern Theseus, leads us to the labyrinth of the globalized world, while the series’ protagonist, Lisbeth Salander, modeled on the Amazon, is an example of the empowerment of women in crime fiction by playing the role of the “tough guy” detective, while also personifying the popular roles of the victim, the outcast and the avenger. Dialogues with Greek tragedy will also be discussed, namely Salander’s struggles with strong father figures. Key words: Fictional Crime; Revision of Myths, Evil; Patriarchal Societies; Women Empowerment; Freedom; Control Resumé: Cette étude commence par un aper u des formules employées par Stieg Larsson dans sa trilogie Millennium, composée de fiction policière, de récits de voyage et d'intrigues gothiques. Elle se concentre ensuite sur deux personnages principaux: Mikael Blomkvist et Lisbeth Salander. Nous démonstrons que Blomkvist, tel un Thésée moderne, nous entra ne dans le labyrinthe du monde global, tandis que l'héro ne des séries Lisbeth Salander, telle une Amazone, illustre le pouvoir conféré aux femmes dans la fiction policière en jouant à la fois le r le masculin du detéctive coriace et le r le populaire et féminin de la victime, de l'exclue et de la vengeresse. Les dialogues avec la tragédie grecque sont également abordés dans les combats de Salander contre des images de père fort.
