Abstract: at the beginning of the twentieth century, juan vicente gómez adopted as policy the promoting of a national culture regarded as ?criollo? and identified with the values of the lowland plains which border the orinoco and apure rivers (los llanos). one of the intellectuals who most contributed to forging this ideology during the gómez period was pedro elias gutiérrez, soldier, compositor and director of the caracas martial band. his audience ranged from those who went the theater to the wider public attending the performances in the plaza bolivar every week from thursday to sunday. it was he who most popularized alma llanera, which had originally been a soap opera theme (?zarzuela?) and was converted into a national icon. during the course of the fourty years during which he conducted the martial band in the central square of caracas, this song became that most identified with venezuela abroad.
Use of Business Models within Model Driven Architecture

Abstract: Model Driven Architecture is a framework dedicated for development of large and complex computer systems. It states and implements the principle of architectural separation of concerns. This means that a system can be modeled from three different but related to each other viewpoints. The viewpoint discussed in this paper is a Computation Independent one. MDA specification states that a model that shows a system from this viewpoint is a business model. Taking into account transformations foreseen by MDA, it should be useful for automation of software development processes. This paper discusses an essence of the Computation Independent Model (CIM) and the place of business models in the computation independent modeling. This paper considers four types of business models, namely, SBVR, BPMN, use cases and Topological Functioning Model (TFM). Business persons use SBVR to define business vocabularies and business rules of the existing and planned domains, BPMN to define business processes of both existing and planned domains, and use cases to define business requirements to the planned domain. The TFM is used to define functionality of both existing and planned domains. This paper discusses their capabilities to be used as complete CIMs with formally defined conformity between planned and existing domains.
Environmental Communication Instruments for Environmental Policy Integration

Abstract: Two public policy concepts - modernization of governance and environmental policy integration - serve as the basis for this work. The author links them up with environmental communication (EC) as an integration instrument approach, and tests application at the local level in Latvia. Totally 30 case studies were analysed and survey methods used to interview over 70 people. The article verifies driving forces affecting the internal and external integration of environmental policy, explicates EC instrumentality for integration by assessing policy instruments and stakeholders. The final conclusions affirm that, in order to integrate environmental management into municipal development, it is necessary to establish a complementary set of policy instruments, what might be enabled by wise use of all EC components in their interactivity. The complementarity of EC instruments and stakeholder group efforts forms synergy and enhances better environmental policy integration.
Contextualising Intersex: Ethical discourses on Intersex in Sweden and the US

Abstract: As of the beginning of the 1990s the medical management of intersex has been up for debate, and the U.S. has been the epicentre of debate. Scholars like Iain Morland and Anne Fausto-Sterling have identified three key actors in the U.S. context: clinicians, patient oriented support groups and intersex advocacy organizations, and feminist scholars with a critical perspective on the medical discourse surrounding sex and gender identity (Fausto-Sterling 2000; Morland 2004). There has been fairly little discussion about intersex rights in Sweden until the last couple of years. The budding Swedish discussions are all framed by international discourses, especially the U.S. discussions among clinicians on the pros and cons of the traditional treatment model, and the discussions between intersex people, intersex advocates, clinicians and politicians on intersex rights. However, while the U.S. discourses on intersex have been greatly affected by the participation of feminist scholars such influences have been scarce in Sweden. This article explores differences and similarities between the Swedish and the U.S. context, arguing that the relative lack of feminist scholarly attention to intersex has had consequences for the Swedish discussion.

Abstract: El presente trabajo analiza la responsabilidad internacional del Estado por violación de Derechos Humanos, específicamente, aquella decurrente de la incompatibilidad entre la legislación interna brasile a y la Convención para Prevenir y Punir la Discriminación Racial, que atribuye protección singular a la víctimas de los crímenes de naturaleza racial. Enfoca la responsabilidad internacional del Estado por violación de derechos humanos, oriunda del controle de convencionalidad que constató la deficiencia legislativa, de la cual el Estado Brasile o fue condenado en razón de no cumplir con el deber de reglamentar, por intermedio de creación de mecanismos efectivos a la referida Convención en el ámbito interno. Destaca que, la inefetividad de la legislación anti-racismo brasile afue reconocida y pontuada por la Comisión Interamericana de Derechos Humanos en el Caso Simone André Diniz vs. Brasil, de la cual resultó la recomendación de reformas legislativas que viabilize la elevación de los parámetros internos de protección de las víctimas de discriminación racial a los establecidos por las Convenciones Internacionales.

Abstract: O objetivo deste trabalho é investigar a variabilidade das características lingüísticas a partir de um estudo interlingüístico de observa o do fen meno de epêntese perceptual. Realizamos duas experiências, uma de identifica o de vogais e outra de descrimina o, a partir de logatomas, com falantes monolíngües de Língua Portuguesa Brasileira )PB), de Língua Portuguesa Européia (PE) e de Língua Japonesa (JP) Participaram da pesquisa quinze falantes de PB, 18 de PE e 28 de JP. Os estímulos utilizados consistiam em logatomas que continham contínuos de ′i′ e de ′u′. Os falantes de PB e de JP apresentaram epêntese perceptual (com a vogal ′i′e ′u′, respectivamente), enquanto que os locutores de PE n o apresentaram este fen meno. O fato dos falantes de PB apresentarem epêntese como os falantes de JP sugere que este efeito n o provém de propriedades do sistema de escritura. O fato dos falantes de PE n o apresentarem epêntese revela que o fator determinante é o ritmo da língua. Os resultados das duas experiências confirmem a no o de que a epêntese perceptual é um fen meno proveniente das primeiras regularidades perceptuais adquiridas e n o um efeito tardio da análise das propriedades ortográficas, lexicais ou gramaticais da língua. Outros aspectos dos nossos resultados s o congruentes com a interpreta o da epêntese como um efeito precoce, fonético, em oposi o a um efeito tardio, gramatical, considerando a escolha particular, influenciada pela coarticula o, da vogal epentética em cada uma das duas línguas.

Abstract: The purpose of this study was to identify the Critical Success Factors Model for implementing e-learning in the Islamic university and to propose strategies derived from the perspective of holistic, consultative, and emancipatory. Analysis of CSF was trying to uphold the organization using research methods to identify the purpose of management as essential elements that were important in achieving the effectiveness of the change process. Data were analyzed from depth interviews and focused group discussion with university leaders, chief of Puskom, and quality assurance unit, referred to the number of CSF, which were grouped into 4 groups, namely: leadership, structural and cultural design, technology, and delivery of content. The result of this study shows that every element of higher education institutions is prepared to be able to attach them to e-learning in supporting the development of career or profession. So, we need the ability of universities to manage the change process through discussions with the proposed design objectives (goal).
Acidification of waters in the locality of Smolník deposit

Abstract: The decrease in pH of natural waters, or in other words acidification of waters, and consequent acidification of soil is a direct consequence of intensive oxidation of sulphides in mines and mining wastes. Mining water can be extremely acidic and leaches or dissolves the rock ore minerals more intensively than common surface or underground water. Such water may transfer various elements in a dissolved form. In addition to common alkaline elements and metals of alkaline earth, water mobilises heavy metals, as well as elements like Al and As. Smolník deposit is one of localities, where the unfavourable influence of acidic water on the surface water can be observed. The analysis of water in the deserted mine and in the broader area surrounding this mine was made after the ecological accident in the Smolník brook in 1995. In addition to a dominant content of sulphates, this water has a high content of Fe and Al and other metals, such as Mg, Zn, Cu and Mn. The quality of brook water has improved decrease in the content of dissolved substances (tab.2). However, brook water is still very acidic, pH is lower than 6, what is a limiting value for surface water. The above-mentioned changes occurred due to adjustment of regime of mining water that took place after 1996. This adjustment caused a decrease in the quantity of leaking mining water into the brook. A new drainage discharging into the brook on the place of former shaft Charitas was built, but still brings contaminated waters. The total quantity of dissolved substances (sulphates, Fe, Al, Cu, Zn) decreased in the brook water in comparison with that in 1995. Water flowing out of mine through a new drainage is not only very acidic, but also contains a lot of sulphates and Fe, Al, Mg elements. Whether this favourable progress will continue or not, it will be shown by further monitoring of this territory.
