Socialismo de mercado o socialización del mercado? Market socialism or socilization of the market?

Abstract: En este artículo se critican los puntos de vista de Ernest Mendel y de Alec Nove. Su autora sostiene que existen alternativas al mercado y a la planificación burocrática. Según ella, el mecanismo de precios es un instrumento indispensable para coordinar una economía socialista, pero este debe socializarse para que opere a favor y no en contra del socialismo. El mercado no puede rechazarse a priori y de lo que se trata es de establecer las condiciones para que funcione como una forma de libre asociación. Su trabajo estudia las formas de coordinación económica, pero no parte del mercado ni del plan, sino de la producción y reproducción de la fuerza de trabajo, puesto que en una economía capitalista, el hilo conductor es la producción y la reproducción del capital. La capacidad creadora de los seres humanos y la expresión y desarrollo de sus necesidades se subordina a la búsqueda de beneficios. El hilo conductor de la economía socialista debe ser la producción y reproducción de la fuerza de trabajo. Para que estas lleguen a ser prioritarias, se necesitan transformaciones en las relaciones con los medios de producción y los medios de consumo, en los lugares de trabajo y en el hogar, en las relaciones entre productores y consumidores. This article criticizes the approaches of Ernest Mandel and Alee Nove. The author holds that there are alternatives to the market and bureaucratic planning. She says that the price mechanism is an essential instrument for the coordination of a socialist economy; but that the mechanism should itself be socialized so that it will work in favor of socialism and not against it. The market cannot be rejected a priori, and the intention is to set the conditions for it to operate as a kind of free association. The article considers forms of economic coordination, but does not start from the market or a plan but from the production and the reproduction of labour power. The guiding thread of a capitalist economy is the production and reproduction of capital: human creative capacity and the expression and development of human needs become subordina te to the drive for profit. The guiding thread of a socialist economy must be the production and reproduction of labour power. If this socialist goals are the priority, the relationship between the means of producti on and the means of consumption will need to change, both at the place of work and in the home, affecting the relationship between the producer and the consumero

O que deveria ter como foco a informa o para que a sociedade forme opini o acaba funcionando como veículo de propaganda de quem está no poder transitório. Isso n o pareceria t o ruim se n o se tratasse justamente do organismo que tem como fun o representar o povo, toda a sociedade. é preciso pensar novas solu es. Public communication emitted from Parliaments may not be as public as it appears or desired. Confusions at the functional levels of the structures, the attributions of the players and the forms and work routines make up the channel used for the apparatus and the use of public tools for specific means. That which should be the focus of the information so that society forms an opinion ends up working as a means of propaganda for those in the transitory power. This would not appear so bad if it didn’t relate to precisely the organism that has as its function to represent the people, all of society. It is necessary to think of new solutions.
An HI study of NGC 3521 - a galaxy with a slow-rotating halo

Abstract: A study is presented of HI line observations of the nearby spiral galaxy NGC 3521 observed with the VLA as part of The HI Nearby Galaxy Survey. Clearly evident in the HI data cube is the presence of an anomalous HI component that is both diffuse and slow-rotating. The data cube is dynamically decomposed into regular and anomalous HI components. A mass of M_HI=1.5 x 10^9 Msun is estimated for the anomalous HI - 20 per cent of the total HI mass. Standard HI data products and rotation curves are produced for each dynamical component. In terms of circular rotation speed, the anomalous HI is found to lag the regular HI by ~25 - 125 km/s. Three-dimensional models are generated and used to determine the possible location of the anomalous HI. The results strongly suggest it to be distributed in a thick disc with a scale-height of a few kpc (~3.5 kpc). It is concluded that the anomalous HI in NGC 3521 constitutes a slow-rotating halo gas component, consistent with similar findings for other nearby galaxies. A study of the radial distribution of the anomalous HI shows it to be spatially coincident with the inner regions of the stellar disc where the star formation rate is highest. It is most likely a galactic fountain that has deposited gas from the disc of the galaxy into the halo.

Abstract: Goldbeter [1] has classified some of the main biological cycles (rhythms) in order of increasing period. Only one, that of the cardiac rhythm, can be regarded as truly governed by a pacemaker in the deterministic sense. The others have large numbers of sub-systems interacting via laws of probability, and although exhibiting "tight" control in some sense, do not possess the high auto-correlation of the cardiac pace-maker, which this paper suggests may be an adaptation of the first pace-maker in evolution, the one facilitating cell specialization (differentiation) as well as proliferation.The proposal of this paper is that the fundamental cycle supplies the coordination and disciplining of the growth process which the myriads of stochastic biochemical cycles cannot. The fundamental cycle can be thought of deterministic and therefore may explain how development occurs, even though biological organisms remain subject to the second law of thermodynamics.In what sense does growth and differentiation of a biological organism violate the second law? This is perhaps intuitively apparent, but one should try to make the concept more concrete. It is known that in an isolated box filled with Avogadro's number of gas molecules at equilibrium, the probability that all of the molecules will go in the same direction simultaneously (will "fall up") is very low, even unlikely to happen during the presumed age of the universe. If one places a permeable membrane across the middle of the box, the probability that all molecules will be found in one compartment of the box at a later time is also very low. Likewise, the probability that a lowly protist, say, a bacterium assembles itself from complete, nutrient medium is similarly low. It is known that, over millennia, such a process has occurred, but this article inquires no further about that process, as it pertains to the origin of life, a large and even now incompletely understood process, beyond the scope chosen by the author. Auditing Economic Policy in the Light of Obligations on Economic and Social Rights

Abstract: One of the things we have learned so far is that the realization of human rights, especially economic and social rights, requires resources as well as laws. The availability and use of resources is strongly influenced by the type of economic policies that States Parties implement. This paper considers how concerned citizens might audit economic policies from a human rights perspective, with a particular focus on economic and social rights. It draws on an ongoing project, directed by Radhika Balakrishnan, advised by Diane Elson, and funded by the Ford Foundation, on economic policy and economic and social rights in Mexico and the USA. The project brings together human rights experts and activists who are focussing on economic and social rights, and economists who are critical of the neo-liberal economic policies being pursued by so many governments and international economic policy institutions, such as the IMF and World Bank. (Amartya Sen has called these critical economists ‘non-conformist economists’, because they do not conform to the currently dominant forms of economic analysis and policy prescription). These economists share the concerns of the human rights community about poverty, deprivation and inequality; and draw on a range of other approaches to economic policy, including Keynesian, human development and feminist economics approaches. The project aims to audit key economic polices in the two countries in the light of human rights obligations, and the analysis produced by ‘non-conformist’ economists.

Marginality, morality, and the nationalist impulse: Papua, the Netherlands and Indonesia: a review article Drooglever’s large and detailed analysis of the course of ‘West New Guinea problem’ demonstrates a mastery of sources and of the skills of synthesis, and will certainly become the definitive work on the subject. The book may be read at many levels, as a story of Dutch imperial decline and diplomatic failure, of Indonesian powerlessness, and of Papuan victimhood, as the Dutch refused to concede New Guinea, attempted to develop an indigenous Papuan political capacity, and were finally overwhelmed by a combination of Indonesian determination and the changing circumstances of international politics. The book’s greatest weakness, just like the post-war Dutch policy which is its subject, is its failure to appreciate the strength, depth and moral force of Indonesian nationalism, something reflected not only in the one-sided moral tone of the book, but also in its failure to analyse Indonesian sources and attitudes with sufficient seriousness.
