Estudos sobre ciclos e progress?o escolar no Brasil: uma revis?o

Abstract: this article is a review of published studies about school cycles and school progression in this country, based on a survey of academic publications on this issue covering the period from 1980 to the first half of 2002, as well as more recent material. from the focal points identified during the preliminary review of the material carried out in the above-mentioned survey the text attempts to highlight: conclusions drawn from the historical recovery of the experiences of introducing cycles in schools; data on the coverage and current configuration of schools organized in cycles in brazil; dimensions emphasized, omitted or little explored in essays and research on school cycles; bibliographical sources for the study of specific experiences. special attention is given to recent articles that refer to the reforms carried out in state capital cities, which have introduced the cycle organization within innovative contexts, such as those conducted in s?o paulo, belo horizonte and porto alegre. as a conclusion, the authors consider that, although the literature examined does contain valuable elements to the comprehension of the current stage in which the issues related to school cycles find themselves, the ongoing policies demand further investigation covering the dimensions of formulation, implementation and impact; timely studies are not just those of a descriptive or analytical nature, but also those submitting proposals.

Abstract: among educational reforms implemented in brazil on behalf of quality in education in the last years, those introducing cycles are possibly the ones that have more potential for accomplishing the purpose of democratizing education. when learning cycles question and challenge the educational and social project on which compulsory schooling is dominantly based on, they confront prevailing values, among which is that of accepting inequalities as a result of individual differences. as measures to prevent students from failing, learning cycles put an end to the fragmentation arising from grading and. they imply changes to the conception of time, space and school culture itself, with the purpose of assuring that the great number of students who were until not long ago excluded from basic school may continue education and acquire socially relevant knowledge. this paper aims at locating learning cycles introduction policies within the context of brazilian education. its points out the different meanings given to them by experiences in state and municipal school systems, the issues that result from its implementation, and makes considerations on their results and impacts. it is based on a review of academic studies on the subject, from 1990 to today.

Abstract: this text aims to analyse the approches claimed for evaluation on brasilian basic education. it comments some conclusions from a state of art about academic articles on the theme during the 90s, and adds other reflections. according to the author, two approches have been taking up the discurse on evalution in the country: one of them refers to its emancipatory potential and the other takes roots in the regulatory function of the state. the article seeks to examine both visions in terms of their theoretical and ideological matrices and to discuss issues that follows from them. it concludes by the need to rethink the regulatory and emancipatory functions of evaluation, adopting other theoretical perspective.

Abstract: this article is a reflection based on a national program of external evaluation of teacher training transmitted via satellite: "a leap for the future". it contains data from a field research including sample of t.v. classrooms in eight states from different regions of the country. it examines the program's theoretical and methodological proposals and format, as well as the interaction of educational agents, the advantages gained by teachers and finally conditions for implementing the program. the evaluation concludes that the program is innovative in its form and content, and could become an important vehicle for recycling primary teachers. however, it is insufficiently implemented.

Abstract: this text proposes to discuss the weight of the representations relating to the exercise of the teaching profession and its historic roots, in the light of recent research on the work of basic school teachers in brazil (pre-school, primary and secondary school teachers) and the training they receive on their teacher's courses, paying special attention to the period when education systems have been created, because they generate paradigms that persist today. also discussed is the intersection of factors that bring about changes in the work and training of teachers and imply the need for redefining the professional characteristics of their action in view of the transformations that have taken place in the social function of the school in the present days. to do so the following aspects are considered: the entry of teachers who come from a lower class background to higher education and the regressive nature of public policies; social exclusion and educational conditions in schools that are becoming universal; the new students that arrive at school and teachers/students relation standards. these standards are related with cultural and cognitive aspects that have to do with attention to diversity, changes in power relations between generations and different and contemporary ways of appropriating culture by social actors in school.

Abstract: Este texto visa aprofundar a análise de alguns modelos de avalia o propostos para o ensino básico. Parte de constata es a que chegou estado da arte versando sobre artigos de periódicos acadêmicos acerca do tema no Brasil, nos anos 90, e acrescenta outras reflex es. Constata que fundamentalmente dois modelos vêm povoando o discurso sobre a avalia o no país: um que se reporta à sua potencialidade emancipadora e outro que deita raízes na fun o reguladora do Estado. Procura examiná-los em termos das suas matrizes teóricas e ideológicas e discute quest es que deles decorrem. Conclui pela necessidade de repensar, a partir de nova ótica, as fun es reguladora e emancipadora da avalia o.

Abstract: O trabalho consiste em reflex o baseada em pesquisa de avalia o externa do programa nacional de capacita o docente transmitido via satélite: "Um salto para o futuro". Reporta-se à pesquisa de campo, abrangendo amostra de telepostos de oito estados das diferentes regi es do país, e examina os pressupostos teóricos-metodológicos e o formato do programa, a intera o dos agentes educacionais, o aproveitamento dos cursistas e as condi es de implementa o. Conclui que o Programa inova quanto à forma e ao conteúdo, podendo vir a constituir importante veículo de atualiza o de professores do ensino fundamental. Está, contudo, insatisfatoriamente implementado.

Abstract: this article proposes to show some of the characteristics present in many of the attempts to implant school cycles in the country, as well as the justification for their adoption. it states that dominion of representation of culture, as well as of the theoretical fundamentals and political logic that comprise the justifications are the most significant points among the multiple determinants of educational reform. some basic texts in the history of brazilian education, which locate the discussion in the past decades, are reviewed along with recorded initiatives in adopting the cycles during different periods and in diverse locations. data from research on curriculum proposals in some of the states and cities, in effect between 1985 and 1995 is reviewed and recovered.

Abstract: This paper seeks to examine justifications for adopting school cycles, making up for the culture and representations domains which encompasses theoretical rationales and political motivations that encourage changes in education. It also seeks to register the characteristics present in many of the attempts to implement this kind of school organization in the country, in different times and spaces, and intends to discuss the issues and clashes prompted by its implementation drawbacks.
