Abstract: the main purpose of this article is to examine, from a post-structuralist perspective, the coverage of the attacks of september 11, 2001 by o globo and folha de s. paulo, the newspapers with the largest circulation in brazil, on the day after the attacks. the central argument is that the performance of such papers has been fundamental in the definition of exclusionary practices at the international level, because, when they locate brazil as an insider due to its approximation to the us and western values after the end of the cold war, they develop a 'foreign policy' in which societies and groups that are not adapted to this standard are classified as 'dysfunctional' and 'anomalous' in an order of 'civilized' actors. thus, the understanding of difference - in this case, terrorist organizations and their sponsors - as otherness is consolidated and hierarchies between identity and difference are naturalized.

Abstract: The aim is to examine the relations between public administration, NGOs and private universities in teaching in professional master’s courses, taking as a case study the relationship between the Municipal Secretary of Culture of Rio de Janeiro, the NGOs managers of cultural equipments in the city and ESPM-Rio in proposing tasks and activities for students for the Professional Master’s Program in Creative Economy Management. The central argument points out that the interaction between the public administration, the market and the university favors the exchange of knowledge and creates practical learning situations for students.

Abstract: the aim of this article is to examine the positions of nuclear-weapon and non-nuclear-weapon states on non-proliferation, disarmament and peaceful uses of nuclear energy in the last three npt review conferences. the central argument is that nuclear-weapon states wanted to develop more stringent measures regarding the non-proliferation of nuclear weapons and preserve their autonomy in relation to other states, while making marginal concessions predominantly in the area of ??nuclear disarmament in order to minimize the opposition of non-nuclear-weapon states, especially in 2000 and 2010. non-nuclear-weapon states wanted to avoid the adoption of measures proposed by the nuclear-weapon states that would undermine the inalienable right to peaceful uses of nuclear energy and extend the commitments of nuclear-weapon states with respect to nuclear disarmament.

Abstract: the aim of this article is to cast doubt on the myth of the peace of westphalia in modern international relations, bringing alternative interpretations for such an event and its impact on the study of the history of international relations and contemporary international relations. first, discussing the historical framework, the central argument points out that the peace of westphalia did not promote any important innovation or break-up in relation to the perspective before the thirty years' war regarding to the essential aspects of the constituent units of the holy roman empire and the emperor's prerogatives confirming just a cooperative legal order from non-sovereign autonomous entities. the questioning to the empirical existence of an inviolable system of sovereign states shows the gaps in the principles of autonomy and territoriality of the westphalian model of international relations. finally, the alternative interpretations of the impact of the peace of westphalia on international relations and its study indicate that the formal equality among states intensify difficulties in the response to differences in culture, religion and ways of life.

Abstract: the main purpose of this article is to discuss the relevance of ideational factors in foreign policy analysis. the main idea indicates that ideational factors are gradually relevant in foreign policy debates, because a growing number of foreign policy analysts - mainly neo-institutionalists, "moderate" constructivists and poststructuralists - conceived that ideas can: 1) have impact on the content of foreign policy because they bring maps that enhance actors' clarity about their objectives and the relation between means and ends in conditions of uncertainty, affect results in multiple equilibrium situations and generalize patterns of behavior when they are embedded in institutions (neo-institutionalist perspective); 2) regulate the political behavior of states and construct their foreign policy identities and interests, so that those ideational factors can be seen as endogenous to interaction. the environments in which actors are involved can be conceived as ideational instead of only material environments and construct the basic properties of those actors. the meaning of material forces can also depend on shared ideas (constructivist perspective); 3) can be seen as constructions of discursive practices related to the formation and the execution of foreign policy and legitimate power and sovereignty and strengthen t he marginalization a nd exclusion o f d ifference (poststructuralist perspective).

Abstract: this article aims to explain why u.s. and russian leaders have not implemented totally and effectively the thirteen practical-step plan of action on nuclear disarmament agreed at the 2000 nuclear non-proliferation treaty review conference. the decisions with regard to the thirteen steps, taken by members of u.s. and russian executives, are seen as the result of the conciliation of internal and external imperatives by those individuals, who face distinctive strategic opportunities and dilemmas simultaneously at national and international levels. we will consider the policy choices of home and foreign executives' members, legislators and members of the main interest groups within each country, as well as the distribution of decision-making powers by domestic political institutions. the hypotheses indicate that members of u.s. and russian executives - supported by a huge number of legislators and interest groups, such as armed forces - aim to preserve the ability to determine for themselves the structure and the composition of their strategic and tactical forces, modernize their nuclear arsenals and deploy a force to meet contingencies involving not only traditional nuclear powers, but specially rogue states and terrorist organizations.

Abstract: the aim is to examine the limitations of the cosmopolitan view on sport and the role of international organizations in fostering sports as means of social reconciliation in conflict areas and promotion of human rights. the central argument indicates that the fact of bringing greater contact between different cultures does not mean that sport has the potential to make large-scale transformations in the interaction with the other. furthermore, the stimulus to social cooperation in sports has less to do with the elimination of longstanding hierarchies between differences than with the satisfaction of political and economic interests of various actors in the international system. it is possible to see the persistence of logocentric and dichotomous ways of thinking that characterize language and thought in the relationship between international relations and sport. international organizations - many are dominated by self-interested states - do little to incorporate the majority of people with less opportunities, and their initiatives to encourage sport for peace and development receive little funding, are poorly designed and do not act to promote an effective and large-scale transformation of disparaging views about the difference.

Bravos novos mundos: uma leitura pós-colonialista sobre masculinidades ocidentais

Abstract: the purpose of this essay is to discuss, based on a post-colonialist perspective, the role of western masculinities in two moments of the expansion of the international order: the colonial and imperialist expansion from the sixteenth to the nineteenth century and the construction of a global international order in the twentieth and twenty first centuries. although the concepts that define such masculinities vary based on differences of clture, time and local identities, they established hierarchies between identity and difference. still, it is possible to think about the recognition of diversity and the exploration of alternative possibilities of psychological and social "contact zones". that would occur with the sharing of experiences and of criticism as to the production of otherness consolidated by binary relations of power in social and political institutions, aiming to overcome those exclusionary practices in thought and in behavior. this sharing allows for a conversation among traditions that respond to the oppression generated in the process of the reproduction of western masculinities.

Abstract: this purpose of this article is to explain why a two fold procedure of denaturalization and providing temporality offers the first step toward a new type of theorizing. we refer to the dissolution of notions of authority and identity of the state and the re-definition of the problem of the international political order, as well as identifying alternative approaches that pursue the course offered by this two-fold procedure within recent debates on political theory and theories of international relations. the central hypothesis whose correctness we intend to verify here is that this twofold procedure of denaturalization and providing temporality (time-boundedness) allows the simultaneous destabilization of the internal segments that strengthen the state and differentiate it as a locus of authority counterposed to apolitical forces of domestic society and of the external divisions that distinguish it from similar international entities. through this destabilization, statist interpretations of authority are problematized and discussions on the international political order are re-defined, creating new matrixes and renewing our understanding of the political. alternative forms of organizing space can thereby be thought up, on the basis of appreciation of difference as a means for self-reflection and social critique, and perspectives that consider the inconsistencies and ambivalence of state practices and that question state control over spaces and bodies, in favor of the preservation of their ontological and practical status, can be developed.
