Abstract: One of the biggest challenges for organizations, cities and countries is waste management. Currently, 1.3 million tons of solid wastes are generated in the cities and by 2025 it is estimated that this volume will increase up to 2.2 billion tons. Considering this, it is clear that strategies for the reduction of waste generation are needed. In order to achieve this arduous and critic task changes in education, culture and public policy are required and one of the strategies that emerge as one of the most effective is the “zero waste” programs. This paper shows the foundation of a zero waste program based on previous and successful experiences in institutions of higher education. It presents the characterization and quantification of waste, as well as the valorization of it and potential environmental and economic benefits of the implementation of this kind of programs in higher education institutions. Results show that reduction and valorization of waste generation is possible in academic sectors while other outcomes emerge, such as the generation of human capital for the implementation of this kind of programs in different sectors of society and, in that way, contribute in the transition towards sustainable development.

Abstract: The relationship between conceptions of masculinity and sport injuries is presented in this paper describing how male gym users, including bodybuilders and fitness practitioners, have shown risk behaviors that are typical of their gender. A qualitative and quantitative study was applied as a part of the methodology at a gym in the city of Hermosillo, Mexico, focusing on injury risks related to masculinity and their prevention. Questionnaire of injuries disposition and in-depth interviews were applied to gym users. Most of the surveyed users showed knowledge of the proper use of gym equipment and stretching and warming techniques as well as the support of the gym instructors. The main cause of injuries is related to behaviors, since they chose not to ask for instructions to show power and strength to others as a result of the male competitive tension that exists among them due to conceptions of masculinity. It is concluded that, in fact, there is a relationship between conceptions of masculinity and sport injuries. Users report the existence of social tension and that for the sole reason of being male they feel the responsibility and obligation of being the best without taking any prevention or safety measure.
Environmental Approach for Energy Audits on Government Buildings: A Mexican Case for the Air Conditioning System  [PDF]

Abstract: In the face of the climate change, energy consumption is one of the main issues to be solved. Energy audits are useful tools that may contribute to develop energy efficiency initiatives. The purpose of this paper is to provide insights into how energy audits, with a scope on air conditioning (AC) systems, contribute to develop energy efficiency options for a government building in the city of Hermosillo, Mexico. The methodology is based in the energy audit framework proposed by the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE). Results show that, in a typical day of maximum consumption, AC represents 64% of the total electrical consumption, while office equipment accounted for 22%, and lighting 14%. Additionally, AC system has a yearly consumption of 54,419.40 kWh with an emission estimate of 24.92 tons of CO2-eq/year. Three approaches for energy efficiency proposals were addressed through AC systems: Improvement of the operation and consumption habits, maintenance and reconditioning of facilities, and replacement of AC units. While Mexico has international commitments through environmental treaties related to contribute to climate change mitigation, this study shows that, at least one government building still produces potential impacts that can be deterred by addressing structural and behavioral changes related to AC operation. Finally, this study may be used as reference for energy efficiency practitioners or decision-making authorities in the public administration field for developing better energy policies for government buildings.
El debate contemporáneo sobre la mercadotecnia política en América Latina: una respuesta a sus críticos

Abstract: La mercadotecnia política se incorporó a los procesos electorales de América Latina a finales de los a os 1980s como parte del proceso de transición hacia la democracia. A partir de esta incorporación, se ha generado un fuerte debate entre sus impulsores y sus detractores sobre su uso, potencialidades, contribuciones y riesgos que representa para el sistema democrático. En lo particular, tres han sido los cuestionamientos más importantes que se han hecho a esta disciplina: primero, sobre su alejamiento de los principios áticos. Segundo, sobre su relación adversa a los sistemas democráticos y tercero, sobre el carácter acientífico de la disciplina En el presente ensayo, se analizan estos cuestionamientos, a la luz de las formulaciones teóricas más sobresalientes de los últimos a os, concluyendo que la mercadotecnia es una ciencia social, sin intencionalidad propia, que ayuda al mejor entendimiento de los procesos de intercambio político voluntario que se dan en toda sociedad democrática.

Abstract: En este artículo se analizan las elecciones locales del estado de Jalisco realizadas el 12 de noviembre del 2000 y los factores que incidieron para definir el apretado triunfo del PAN. Los resultados de estos procesos fueron sorpresivos, ya que, contrario a lo esperado, el Partido Acción Nacional sólo logró superar en poco más de un 2% a su principal competidor, el Partido Revolucionario Institucional. Por su parte, el PRD fue el partido que, a todas luces, aparece como perdedor de la contienda. Estas fueron una elecciones atípicas que modificaron la correlación de fuerzas políticas en el estado y generaron amplias expectativas para el fortalecimiento de la pluralidad y la democracia política de Jalisco
Hipótesis no comprobadas de la mercadotecnia política

Abstract: El artículo hace un recuento crítico de las hipótesis centrales de la mercadotecnia política, como son el poder predictivo de las encuestas de preferencias electorales, el poder persuasivo de los debates televisados de los candidatos, las campa as mediáticas y el impacto del dinero en la decisión del voto de los ciudadanos. Se arguye que, en muchos casos, estas hipótesis no pueden ser contrastadas con la realidad y que en la política se presentan muchos casos anómalos que contradicen estos planteamientos teóricos. Se concluye que la mejor manera de fortalecer a la disciplina no es el sobre-dimensionamiento de sus efectos y potencialidades, sino el colocarla en su justa dimensión.

Abstract: The main purpose of this paper is to offer an interpretation of the canonical statement of justice as fairness (A Theory of Justice) as a deeply egalitarian, even radical, argument. In order to do so, the categories of justice as fairness strongly related to the egalitarian and distributive meaning of the rawlsian liberal model and, specifically, those aimed to solve the problem of social justice, are accurately revised, namely, the fair equality of opportunity and the difference principle. The paper evaluates the relative weight of each of these categories in the rawlsian argument for social and economic equality. El objetivo central de este texto es interpretar la enunciación canónica de la justicia como imparcialidad (la de Una Teoría de la Justicia) como un argumento profundamente igualitarista, incluso radical. Para ello concede especial atención a las categorías de la justicia como imparcialidad que proporcionan las se as de identidad igualitaria a su modelo liberal y, en particular, a aquellas que pretenden ofrecer una solución a los problemas de la llamada justicia social como la justa igualdad de oportunidades y el principio de diferencia. El artículo evalúa el peso relativo de cada una de estas categorías en la construcción del argumento rawlsiano a favor de la igualdad social y económica.
