Drogas lícitas e ilícitas: do direito internacional à legisla o brasileira

Abstract: O objetivo geral deste artigo foi refletir sobre as drogas no cenário internacional e no Brasil, enfatizando os acordos internacionais relacionados ao fen meno e a evolu o das leis brasileiras sobre o tema. Dentre os países da América Latina, o Brasil é considerado um país de consumo médio de drogas ilícitas, usado eminentemente como um país de transito. No que diz respeito às drogas lícitas, o consumo de bebidas alcoólicas, particularmente entre jovens, constitui problema de saúde pública, bem como o tabagismo. Da análise da legisla o brasileira relacionada às drogas ilícitas, constata-se a passagem de um sistema totalmente proibicionista para um sistema menos repressor no que diz respeito aos usuários de drogas. Além dessas iniciativas, verificam-se também várias medidas governamentais da Uni o e dos Estados Federados visando o controle de drogas lícitas como o tabagismo e o uso abusivo de álcool.

Abstract: countries from southern africa have formed a development community (sadc) to stimulate common actions in several areas, among them illicit drugs combat. in this context, the goal of this qualitative study was to identify information and perception about the cooperation set up between mozambique and other sadc members in combatting illicit drugs. data were collected through semi-structured interviews with public employees developing actions directed at the implementation of the protocol to combat drugs in sadc. after transcriptions, the interviews were analyzed by content analysis and resulted in the categories: "mozambique as a drugs corridor", "cooperation initiatives on drugs among african countries", "cooperation difficulties in africa", "problems in protocol implementation" and "difficulties to implement a control policy". as a consequence, there is a need to review and update the policies and strategies in the drugs area, as they are not contextualized in the country's current reality.
Consumo de alcohol y violencia doméstica contra las mujeres: un estudio con estudiantes universitarias de México

Abstract: domestic violence against women and alcohol consumption are considered public health problems. this descriptive study aimed at determining the occurrence of domestic violence against women enrolled in the nursing and midwifery program at the university of celaya, mexico and its relation with alcohol consumption by their partners. a sample of 73 students was randomly selected. data were collected using the casique-quej tun questionnaire and analyzed using spss. with respect to physical violence, results showed that 91.9% were not maltreated by their partners. regarding alcohol consumption, 57.5% of the women interviewed and 67.1% of their partners drank alcohol, especially at social events. results also showed that 41.1% of the subjects did not know about their rights in cases of domestic violence. thus, there is a need for actions which increase women’s awareness of their rights and the possibilities of legal support in cases of violence.

Abstract: El fenómeno de las drogas se pone de relieve entre los problemas de salud, con repercusiones sociales, políticas, económicas y culturales para la sociedad internacional. Se incluye en la agenda internacional, estimulando la realización e implementación de iniciativas de cooperación. Este estudio tuvo como objetivo comprender y difundir los acuerdos de cooperación internacional en el ámbito de las drogas, firmado por Brasil y proyectos para reducir la demanda de drogas, llevados a cabo entre 1998 y 2008 en virtud de los acuerdos firmados. Este es un estudio cualitativo, descriptivo, que buscó la fuente principal en la recopilación de datos y el análisis de contenido. Fueron encontrados en el país 25 acuerdos bilaterales internacionales en vigor y dos instituciones que concentran los principales proyectos, por un total de 13 proyectos durante el período de estudio. Se verifica que el Brasil, al ratificar los convenios internacionales y acuerdos bilaterales para el control de drogas, supone un mayor compromiso internacional y ha estado trabajando para armonizar sus políticas y el logro de resultados efectivos en la fiscalización de drogas en el país.

Abstract: objective: to understand the vision of professionals about the structural and contextual dimensions of a psychosocial care center for those dependent on psychoactive substances in the state of s?o paulo. methods: this qualitative study used semistructured interviews with nine professionals and two managers to obtain the data that were analyzed using thematic analysis. results: the internal structure of the service was influenced by the external environment and is based on individualized care. as an alternative to facing the challenges, it emphasized teamwork and overload as a problem resulting from the dynamics of work. conclusion: there is a need to contract professionals to improve internal operations, ensure quality service and integrate the organization with external actors.

Abstract: this narrative literature review aimed to identify the publications about health law, in the ambit of child health care. the databases lilacs and medline were searched, between 2004 and 2009. thirteen articles were analyzed, and three themes were identified: emphasis on knowledge, abilities and attitudes for the development of competencies; partnerships as an imperative; health and law: intersectorial relationship. the studies about the practice of health law are relevant to our reality, especially in primary health care, pointing out for the possibilities of its applicability in the role of the nurses acting in the family health strategy, with families and children.
Factores de riesgo y de protección relacionados con el consumo de sustancias psicoactivas en estudiantes de enfermería

Abstract: this study aims to identify the frequency of risk and protection factors related to drug consumption among undergraduate nursing students. it is a cross-sectional study in which authors applied the instrument risk and protection factors for the consumption of psychoactive substances, validated for use with undergraduate nursing students. data were analyzed through stata 10. three hundred and ninety students participated in the study. the domain "prejudice and appraisal", "social permissiveness and access to psychoactive substances", "social skills and self-control" are risk factors for drugs use in 100% of participants. "spirituality" and "satisfaction with interpersonal relations" were predominant protective domains. based on data, authors can conclude that the students did not consider the risks in alcohol and tobacco consumption, as they think it is normal and socially acceptable.

Abstract: the aim of this study was to verify the knowledge of nursing students regarding the use of alcohol and other drugs, particularly addiction, tolerance, withdrawal and intoxication, the reasons students give for drug addiction and commencement, and personal interest in the issue of drug use. a descriptive-exploratory design was used, with a sample of 44 students, by applying a semi-structured questionnaire, constructed by the researchers based on the objectives, with open and closed questions, totaling 24 points. ethical procedures were followed and data were submitted to exploratory descriptive analysis. it was shown that student’s knowledge is still limited, comprehension about a patient’s reasons for using and becoming addicted is incomplete and the interest is current.

Abstract: this paper analyzes issues related to education, crises and changes in light of the postmodern order, emphasizing efforts towards human capital as the impetus to promote changes. focusing on universities and organizations, we discuss the main five types of minds valued by modern and future societies, proposing investment in human assets through the use of strategies and technologies to ensure continuing education throughout life.

Abstract: the state, through direct and indirect administration, plays a fundamental role in the construction of public policies to implement governmental guidelines. this study aimed at presenting a synthesis of investments to support nursing research at national council of scientific and technological development from 2001 to 2006. using secondary data regarding investments on fellowships and grants in the mentioned period, authors present challenges and opportunities in the process of building policies regarding producing knowledge in nursing. although the investments, there are gaps to be filled in order to really have a research policy in nursing in the country.
