Broadcasting football rights in Brazil: the case of Globo and "Club of 13" in the antitrust perspective

Abstract: in 2010, the brazilian antitrust authority -cade- concluded an agreeement with globo and the "club of 13" on a three-year deal for the exclusive broadcasting rights to all brazilian football league (bfl) games spanning the five principal media platforms: free-to-air tv, pay tv, pay per view, internet and mobile. the deal eliminates competition in broadcasting of brazilian league games (primarily other networks, including record, sbt, espn, etc.), reducing "competition in the market." however, it is plausible to assume that exclusivity can bring efficiencies to the market by ensuring a return on investments. in addition, the sale of broadcasting rights accounts for nearly 40% of the revenues of brazilian clubs. banning exclusivity will likely reduce revenues and dampen sector efficiency. however, the contract included a preference clause for globo that adversely affected "competition for the market." globo abandoned the preference clause under the agreement. another important provision of the agreement was the requirement that the club of 13 auction the five media platforms separately. this article examines the economic rationale of the agreement and provides a brief analysis of the main lessons arising from the fragmentation of negotiations in 2011.
Interconnection policy: a theoretical survey

Abstract: This article surveys the theoretical foundations of interconnection policy. The requirement of an interconnection policy should not be taken for granted in all circumstances, even considering the issue of network externalities. On the other hand, when it is required, an encompassing interconnection policy is usually justified. We provide an overview of the theory on interconnection pricing that results in several different prescriptions depending on which problem the regulator aims to address. We also present a survey on the literature on two-way interconnection.
The duopoly policy in the Brazilian model of telecommunications reform

Abstract: one of the important characteristics of the brazilian model of telecommunications reform (bmtr) was the adoption of a duopoly policy, constraining the entry of new players in the wire segment in the transitional phase until free competition in 2002. this policy was also used in the reform experience of the united kingdom in telecommunications in the 80's. the theoretical explanations behind this kind of policy are not strong enough to justify the duopoly policy in telecommunications. the most plausible idea rests on the prominent role conferred to privatization revenues in the design of the reform as a means of helping the efforts to consolidate price stabilization in the country. we introduce a model with the trade-offs between competition, duplication of fixed costs and privatization revenues. despite the importance of fixed costs in the objective function of the regulator, we show that the privatization revenue target is the aspect, which justifies the imposition of entry constraints. the british experience shows that the sacrifice of this kind of policy regarding efficiency in the long run can be substantial.

Abstract: A JOC Juventude Operária Católica desempenhou um papel importante no cenário nacional na constru o de uma nova utopia, principalmente a partir do golpe de 64 que procurou amorda ar as poucas vozes que se levantaram para defender os direitos dos trabalhadores. Representativa, ainda, de uma nova maneira de organiza o do laicato na Igreja Católica, n o encontrou, por parte da hierarquia eclesiástica, o apoio suficiente para sobreviver e, mesmo n o extinta oficialmente como foi a Juventude Universitária Católica, acabou desaparecendo devido à persegui o militar e ao descaso de muitos bispos que n o compreenderam a sua importancia. Destacamos, em nossa disserta o de mestrado, esta importancia que rendeu os frutos de novos movimentos sociais dentro da Igreja que, agredida em sua hierarquia, acabou por voltar-se contra um regime que muitos eclesiásticos chegaram a aplaudir.

Abstract: this paper analyzes the proposal of the new lula government for changing the brazilian regulatory system and the case of anatel in particular. the proposal is described and analyzed regarding its probable effects on the functioning of the regulatory process. these effects are analyzed using a spatial model that focuses on regulatory risk and credibility costs. taking the model as given, the paper then analyzes which preferences, perceptions and motivations by the government are compatible with the proposal. the analysis emphasizes the importance of considering political institutions when assessing policy choices and their performance.

Fatal intracerebral hemorrhage secondary to Lonomia obliqua caterpillar envenoming: case report

Abstract: the case of a 70 year-old, previously healthy woman who developed a severe bleeding diathesis shortly after touching a lonomia obliqua caterpillar and finally died from multiple intracerebral hemorrhages is described. brain hemorrhages are the leading cause of death in patients envenomed by the lonomia species. the pertinent literature is reviewed and the most relevant clinical features highlighted, with emphasis on diagnosis. the use of new therapeutic options such as anti-lonomia serum is discussed.
Rela o entre a Classifica o Clínica de White e a Histopatologia das Placentas de Gestantes Diabéticas

Abstract: Objetivo: analisar a rela o entre a classifica o clínica de White e as altera es histopatológicas de placentas de gestantes diabéticas, comparando, de forma qualitativa, as altera es histopatológicas de placentas de gestantes n o-diabéticas e diabéticas gestacionais (classes A e A/B), clínicas de curta dura o (classes B e C) e clínicas com vasculopatia (classes D a FRH), no termo e no pré-termo, e de acordo com a qualidade do controle glicêmico na gesta o. Pacientes e Métodos: foram colhidas amostras de placentas de todas as gestantes diabéticas, atendidas entre 1991 e 1996 na Maternidade do Hospital das Clínicas da Faculdade de Medicina de Botucatu, coradas pela técnica de hematoxilina-eosina e submetidas a exame histopatológico. A qualidade do controle glicêmico foi analisada pela média glicêmica da gesta o e classificada em adequada e inadequada, com limite de 120 mg/dl. A idade da gesta o foi individualizada em termo e pré-termo. Resultados: observou-se que 42 recém-nascidos (43,3%) eram de termo e o restante, de pré-termo (56,7%). O índice de prematuridade foi maior nas diabéticas clínicas (classes B e C; D a FRH). Algumas altera es histopatológicas só foram encontradas em placentas de gestantes diabéticas: degenera o cistóide, edema corial, edema da íntima, dismaturidade, hiperplasia das células de Hofbauer, vilite, células fantasmas, dois vasos no cord o umbilical e endarterite. Conclus es: as altera es histopatológicas de placentas de gestantes com diabete gestacional (classes A e A/B), clínico de curta dura o (classes B e C) e clínico com vasculopatia (classes D a FRH) foram semelhantes às das n o-diabéticas e, portanto, independeram da classifica o clínica de White. As altera es histopatológicas de placentas de gestantes diabéticas n o se relacionaram com a idade gestacional ao nascimento e com a qualidade do controle glicêmico materno. A compara o entre as altera es histopatológicas e a elevada propor o de recém-nascidos pré-termo nas diabéticas clínicas, classes D a FRH, sugerem amadurecimento placentário precoce nas diabéticas clínicas com vasculopatia.
Predation or Scavenging of Giant Otter (Pteronura brasiliensis) Cubs by Lizards?

Abstract: Despite the fact that several species have been mentioned as being giant otter predators, there is no direct evidence of most of them actually preying on P. brasiliensis. In this study we report for the first time a lizard (Tupinambis teguixin), commonly known as a tegu, either preying or scavenging on a giant otter cub. We also present some interactions of free-ranging giant otters with other potential predators, showing that their interactions are not always negative.
