Abstract: This article deals with the current paradigm of evidence-based practices of the Speech Therapy (Speech language pathology), especially diagnosing based on evidences of voice disorders. One of the main goals of this article is to define voice disorders according to the World Health Organization's ICF multidimensional concept. Using a comparative method, this study attempts to prove that traditionally, the assessment outcomes of voice disorders in the Speech Therapy have been largely based on the speech therapist's point of view and never on the client's position. The research insists on establishing and adopting definitive gold standards, with respect to voice assessment and therapy in Bulgaria.

Abstract: It is a fact that voice pathology has an expressed frequent appearance in the last decades and the problem of voice disorders and their speech ther-apy assessment is not elaborated enough in the logopedical literature in Bulgaria and Macedonia. One of the basic factors on which treatment effec-tiveness depends is the correct diagnosis from logopedics point of view on which treatment pro-gram could be established.The purpose of the present article is to present a new instrument for a secondary voice assessment-an acoustic analysis of the voice as a part of Com-puterized Speech Lab (CSL) named Multi-Dimen-sional Voice Program (MDVP).There is no developed PhD on voice pathology the last 3 decades in Republic of Bulgaria. In compari-son with language, fluency and articulation disor-ders, voice disorders are considerably ignored and neglected. The speech-language pathologists do not feel very well prepared to work with this kind of pathology.
Police restorative approach in the juvenile justice system

Abstract: Restorative justice is a new, different response to crime, response that offers and tries to establish justice again. Not going into aims, impact and basic principles of restorative justice, as well as into substance of different restorative practices, in this article we will concentrate on restorative interventions that lead to avoidance of the formal justice system. Concretely, we will analyze the role of the police in applying restorative interventions in the juvenile justice system. Particular emphasis will be put on the meaning and the aim of diversion procedures towards juvenile offenders that have committed minor offences and more serious ones for which they come in conflict with the law. In the foreign expert literature the concept of restorative policing is recognized (restorative approach in police conduct), as an attempt to introduce a new reform in performing police affairs. This subject should be approached very carefully and fundamentally, if we want consistent implementation of the new tendency and practices in the juvenile justice systems in accordance with the international standards.

Infection with Capillaria spp. in cage reared peacocks (Pavus cristatus)

Abstract: In the period of July and August 2009 at the Veterinary Institute, Faculty of Veterinary Medicine Skopje clinical and laboratory investigations of two peacocks (Pavus Cristatus) male and female old 2, 5 years were performed. Peacocks had history of disease in the previous 3-4 months with clinical signs consisting of white diarrhea, emaciation, apathy, with normal appetite. Peacocks were treated several times with antibiotics without any success. With parasitological examination of the feces with qualitative method of flotation with saturated solution of ZnSO4 (SpG 1.4.), mass infestation with eggs of Capillaria spp was established. On the basis of laboratory results therapy with levamisole (Neositol 10% - FM Pharm) of the peacocks and thorough disinfection of the holding were recommended. On the basis of laboratory investigations, especially parasitological investigations it can be conclude that this is the first case of isolation of Capillaria spp in peacocks in Republic of Macedonia. Repeated single shot therapy with levamisole has proven effective with no side effects.
The Kuramoto Model with Time-Varying Parameters

Abstract: We introduce a generalization of the Kuramoto model by explicit consideration of time-dependent parameters. The oscillators' natural frequencies and/or couplings are supposed to be influenced by external, time-dependant fields, with constant or randomly-distributed strengths. As a result, the dynamics of an external system is being imposed on top of the autonomous one, a scenario that cannot be treated adequately by previous (adiabatic) approaches. We now propose an analysis which describes faithfully the overall dynamics of the system.
Sustainable Land Management: Growing Miscanthus in Soils Contaminated with Heavy Metals  [PDF]

Abstract:

Miscanthus grows well in some marginal and contaminated soils, and it has the potential to be used as a biofuel. Copper and cobalt are heavy metals that sometimes are present as contaminants in soils at concentrations that may impact the safety of products that are harvested. Laboratory research has been conducted with Miscanthus sacchariflorus M. to investigate metal uptake of copper and cobalt because metal concentrations in the harvested parts of miscanthus are important for biofuel applications. The results show that the use of miscanthus for biofuel from soil contaminated by heavy metals depends mainly on the nature of contaminated metals: cobalt was detected only for highest treated concentration of metal and mainly in the roots. The highest concentration of copper was detected in the roots however this metal was detected in stems and leaves of miscanthus as well. Miscanthus biomass harvested from cobalt contaminated soil may be used for energy production because the harvested part accumulated only limited traces of the metal. The experimental results are in reasonable agreement with other results from the literature.

Urbanisti no na rtovanje in te ave tranzicijskega razvoja v Skopju

Abstract: Makedonsko glavno mesto je tako kot tevilna druga mesta v sosednjih dr avah do ivelo radikalne spremembe, ki so v zadnjih dvajsetih letih in e prej vplivale na urbanisti ne procese. V zadnjem stoletju se je prebivalstvo Skopja pove alo za ve kot desetkrat, dru bene spremembe v tem obdobju pa niso vplivale samo na na rtovalske procese, temve tudi na grajeno tkivo mesta. Posledi no so mesto preoblikovale najrazli nej e dinamike. V zadnjih dvajsetih letih je razvoj Skopja zaznamoval dolg in bole prehod – proces, med katerim se je mesto moralo prilagoditi novim kompleksnim razmeram. Kriza, ki je zajela Skopje, je povzro ila slab o kakovost grajenega okolja in ustvarila plodna tla za pekulativno gradnjo. Postalo je jasno, da urbanisti no na rtovanje ne more ve delovati kot orodje nadzora in razvoja, katerega glavni cilj je varovati in spodbujati javne interese. V lanku so analizirane na rtovalske pobude, sprejete pred 90. leti 20. stoletja in pozneje, pri emer so opredeljene glavne faze preobrazbe od 90. let naprej, in sicer v skladu s klju no zakonodajo, politi nimi dejavniki in z upravnimi odlo itvami, ki so prispevali k urbani preobrazbi mesta.
Urban planning and transitional development issues: The case of Skopje, Macedonia

Abstract: Like many cities in neighbouring countries, the Macedonian capital Skopje has undergone radical changes that have affected urban planning processes for over twenty years. Over the past century, during which Skopje’s population has grown more than tenfold, social changes have not only affected planning processes but also impacted the built fabric of the city. As a result, the city has been transformed by a diverse set of dynamics. The last twenty years of Skopje’s development have been marked by a long and painful transition, a process through which the city has had to adjust to new complexities. The current crisis engulfing the city has led to deterioration in the quality of the built environment and has created fertile ground for speculative developments. It has become clear that urban planning is no longer able to operate as an instrument of control and development with the primary aim of protecting and promoting public interests. This article analyses the planning initiatives both before and after the 1990s, defining the main phases of transformation since the 1990s according to the key legislation, political factors and administrative decisions that have contributed to the urban transformations of the city.
