Legitimidade e governabilidade na regula??o do sistema financeiro

Abstract: the relation between law and economics might result in an opposition between governability and legal-rational legitimacy, since they are based in different rationalities. judicial review of financial regulation shows that coflict, which is here analysed from the viewpoint of the constitutional jurisprudence of the brazilian supreme court (supremo tribunal federal - stf). in brief, the purpose of this article is to identify the oppostion between governability and the need for legal-legitimacy in the cases analysed by the court concerning financial regulation. the case studies show that the judicial review by stf has rejected economic aspects of the case, however it has preserved governability rationality with incoherent and contradictory decisions based on formal arguments. thereby, it is possible to identify the institutional role granted by stf to the brazilian constitution dated from 1988, considering the context of economic crisis experimented by brazil in the 80's and the 40th amedment.
Estudo do reprocessamento de polietileno de baixa densidade (PEBD) reciclado do processamento de extrus?o de filmes tubulares

Abstract: the recycling market of thermoplastic polymers is currently in a sharp increase. recycled materials are regarded as having inferior properties compared to the virgin material. here we investigated the viscoelastic and thermal properties of the recycled low density polyethylene (ldpe). the samples were reprocessed up to ten times under extreme processing conditions (300 °c/80 rpm) in a single screw extruder in order to evaluate structural changes in their properties. analyses were performed in an oscillatory rheometer with parallel plates and in a differential scanning calorimeter (dsc). from the analysis of the oscillatory rheometry, relaxation and retardation spectra were obtained upon applying a non-linear adjustment using a computational program (nlreg), while the kinetics parameters were estimated from the results of the first dsc heating using the avrami and freeman-carroll methods. from the rheological study we inferred that the samples reprocessed more than four times had an increase in complex viscosity, storage and loss moduli, also displaying wider relaxation and retardation phenomena. however, the dsc thermograms and the melt kinetic parameters showed that the ldpe studied maintained their thermal stability, regardless of the modification in their viscoelastic properties.

Abstract: The ZnII ion in the title compound, [Zn(C15H14N10)(H2O)2](ClO4)2, lies on a centre of symmetry. The distorted N4O2 octahedral coordination environment around the Zn atom is composed of two 1,3-bis[5-(2-pyridyl)-2H-tetrazol-2-yl]propane ligands (L1) and two water molecules, coordinated in trans positions. The ligand acts as a typical bidentate chelating ligand through one of its 2-pyridyl-2H-tetrazole units, forming a five-membered Zn—N—C—C—N metallacycle with a small N—Zn—N bite angle [77.40 (8)°]. The other 2-pyridyl-2H-tetrazole unit remains uncoordinated. The average Zn—N distance (2.156 ) is somewhat longer than the distance between the ZnII center and the aqua ligand [2.108 (2) ]. The coordinated pyridyl-tetrazoyl rings are quasi-coplanar, making a dihedral angle of 1.9 (2)°, while the uncoordinated rings show a larger interplanar angle of 21.3 (2)°. The flexible propane spacer displays a zigzag chain. Intermolecular O—H...N and O—H...O interactions result in two-dimensional polymeric structures parallel to (100). Two C atoms of the spacer are disordered over two positions, with site occupancy factors of ca 0.85 and 0.15.

Abstract: Este trabalho teve com objetivo estudar a influência do espa amento sobre as características químicas e físico-químicas em pedúnculos de cajueiro-an o precoce (Anacardium occidentale L) irrigado. O experimento foi conduzido na Esta o Experimental do Vale do Curu, no município de Paraipaba-Ce, ocupando uma área de 1,57 ha. Foram estudados 4 espa amentos, sendo um convencional (6,0 x 8,0 m) e três adensados (4 x 3, 6 x 3 e 8 x 3 m), onde foram aplicadas podas e desbastes. Os pedúnculos para a realiza o das análises foram colhidos em agosto de 1998 e encaminhados ao Laboratório de Fisiologia e Tecnologia Pós-Colheita da Embrapa Agroindústria Tropical. Para a caracteriza o química e físico-química, foram analisados: sólidos solúveis totais (SST), a úcares solúveis totais (AST), acidez total titulável (ATT), rela o SST/ATT, vitamina C e taninos (poliméricos, dímeros e oligoméricos). N o houve diferen a significativa entre os tratamentos com rela o às variáveis estudadas, como também os valores encontrados para essas variáveis s o semelhantes àqueles encontrados na literatura.
Synthesis, structure and molecular modeling of a ZnII-Phenolate complex as a model for ZnII-Containing tyrosinate metalloenzymes

Abstract: We describe herein the synthesis, crystal structure and 1H NMR properties of the mononuclear [ZnII(L-Br)].2H2O complex containing the hexadentate H2L-Br ligand (H2L-Br = N,N'-bis-(5-bromo-2-hydroxybenzyl)-N,N '-bis-(pyridin-2-ylmethyl)-ethane-1,2-diamine). DFT calculations demonstrate very good agreement between parameters calculated and those determined by X-ray crystallography, and reveal that only the phenolate groups of the H2L-Br ligand participate in the formation of the HOMO, while only one of the pyridine rings contributes to the LUMO formation.

Abstract: A set, S, of constitutive elements characterizing mechanical theories is defined. In S, the role played by concepts such as mass, particle, fields and symmetry is discussed. This structure is first used to consider the Nother’s theorem from an algebraic point of view. As examples, we explore non-relativistic quantum mechanics and special relativistic particles. The set S is then applied to analyze non-abelian gauge theories, considering the Higgs mechanism for generation of mass.
Trends in biological dosimetry: an overview

Abstract: biological dosimetry (biodosimetry) is based on investigations of induced biological effects (biomarkers) in order to correlate them with radiation dose. among the indicators employed in biodosimetry, scoring of chromosome aberrations is the most reliable method to quantify individual exposure to ionizing radiation. the technique, applied to circulating lymphocytes, has been developed into a routine procedure to evaluate the dose in the case of real or suspected accidental exposure. considering the radiosensitivity of lymphocytes in vitro and in vivo as being the same, the dose effect relationship obtained after in vitro irradiation of blood has been widely used, with medico-legal value, for evaluating individual radiation exposure. this report presents an overview of strengths, limitations and perspectives on biodosimetry.

Abstract: the increase in ionizing radiation (ir) applications, especially nuclear, has been followed by the growth of public concern for the potential associated risks. the public?s perception of such risks is often based on the philosophy that ir is harmful at any exposure level. on the other hand, although radiation workers have knowledge about the nature of ir and its potential health effects, the relationship between absorbed dose and risk is not well understood, principally for low doses. this report presents an overview of physical and biological dosimetry as complementary methodologies, as well as their possible contribution for improving risk perception in radioprotection.

Abstract: El presente texto sistematiza las relaciones entre el historiador y sus fuentes, procurando elucidar cuestiones teóricas y metodológicas emergentes de la narrativa historica. Dos cuestiones conceptuales vertebran el texto. Una se refiere a la construcción de narrativas a partir de una fuente escrita tradicional, indicando las limitaciones de las posibilidades de conocimiento de culturas que no utilizan la lenguaje escrita. Una segunda cuestión emerge de la multiplicidad de tiempos del historiador, a partir de su interacción con las fuentes, la linearidad de la narrativa escrita también limita las posibilidades de conocimiento de grupos dominados. El texto finaliza apuntando para una cuestión central en el debate de historia oral, esto es, el historiador como productor de documentación histórica.
Orbital stability of periodic travelling waves for coupled nonlinear Schrodinger equations

Abstract: This article addresses orbital stability of periodic travelling-wave solutions for coupled nonlinear Schrodinger equations. We prove the existence of smooth curves of periodic travelling-wave solutions depending on the dnoidal-type functions. Orbital stability analysis is developed in the context of Hamiltonian systems. We consider both the stability problem by periodic perturbations which have the same fundamental period as the corresponding periodic wave and the stability problem by periodic perturbations having two or more times the minimal period as the corresponding periodic wave.
