Entering the 21st Century, the mechanism of quality assurance(QA) of higher education(HE) in Association of Southeast Asian Nations(ASEAN) is grown up: ASEAN countries such as Thailand, Malaysia and Philippine have established their own the mechanism of external QA, while others are developing their own. The case study of the system of HE quality accreditation of Philippine shows, with a long history the QA procedure is relatively complete, and owes 5 characteristics such as independence. By describing the mode of 7 QA agencies in ASEAN, they already become the crucial strength of ASEAN QA of higher education.
