The Multiresolution Image Format  [PDF]

Abstract:

In this paper we present a new method and file format which allows to create, store and manipulate multiresolution raster images. “Classic” raster images are built up by rasters (pixels) where in the same image each raster (pixel) has the same size. Multiresolution raster image (mri) are unlike the “classic” raster images. An mri file is a regular text file, conformed xml 1.0 standard and allows: 1) to store raster based images with different resolution in the same file and in the same time (i.e., allows to contain rasters with different size in the same image); 2) to export easily any part of the image as a separate raster image and to import an image as a part of a raster; 3) to define geographical reference for a raster image and use this image as a raster based GIS model; 4) to perform computations (i.e., image manipulation) on the content of the file. It is an important characteristic of the mri format that mathematical operations could be performed always in the same resolution as the current resolution of the given part of the image. To confirm this statement we present how to perform a convolution on an mri file.

Abstract: The advancement of nominal and real convergence in the process of EU adaptation is of special importance. The paper studies the main factors of convergence processes in detail. It pays special attention to the analysis of catch-up processes. The paper uses the concepts of the growth theories in order to describe the real convergence processes. Besides the supply side approach (growth accounting, production function), it focuses highly on the demand side and the factors playing an important role in the newest growth theories (trade, macroeconomic policies, institutional system etc.).
Sustainable development: Implementing utopia?

Abstract: Sustainable development is popular, but also indeterminate concept, with many meanings and interpretations. This complex and vague idea seems more difficult to implement on the local basis then on the national level. It is therefore surprising that such an abstract concept has rather high mobilizing power. One of the explanations lies in its positive image. When one compares the “optimistic” concept of sustainability with the “pessimistic” concept of entropia, it is possible to hypothesize that its popularity is the result of its utopistic potential, i.e. its ability to visualize the reconciliation of the eternal fight between man (society), and nature. Comparing attitudes and statements with the actual behavior makes it possible to conclude that sustainability is just as popular as declaration, which is in strong contrast with the everyday reality. It is quite understandable that sustainability, as a radical concept, is difficult to implement in the real life. A lot has to be done in coordinating the measures on the local level in order to prevent shocks which would destabilize communities. But just the fact that the concept is provocative makes it effective in stimulating the discussion on numerous questions considering sound, sustainable development. This paper tries to structure the concept of sustainability in order to clarify its social potential.
The influence of library management on the quality of subject description of library materials

Abstract: Subject description representing the contents of library materials is one of the key processes that support the retrieval of materials. Quality of the latter relies on the quality of the subject description of library materials. If they are represented poorly or inadequately, the quality of the searching will likewise be poor. Inappropriate assignment of indexing terms can lead to unsuccessful retrieval - users cannot find relevant materials. The quality of subject description can be improved by studying numerous factors that could affect it. The author raises a question: Can the quality of subject description be affected by the library management, which is not directly connected to the process of subject description? In the article the connection between the quality of subject description and the management is studied. The concept of quality is represented, the quality of subject description is defined and factors that affect it quality are analyzed. The author analyzes the quality of subject description and its factors from the point of view of four basic managerial functions: planning, organizing,personnel management and controlling. On the basis of the analysis and logical connections between the quality of subject description and the management the author concludes that quality of subject description depends on the management, too.

Abstract: Altogether 327 valleys and their 314 cross-sectional profiles were analyzed on Mars, including width, depth, length, eroded volume, drainage and spatial density, as well as the network structure.According to this systematic analysis, five possible drainage network types were identified such as (a) small valleys, (b) integrated small valleys, (c) individual, medium-sized valleys, (d) unconfined,anastomosing outflow valleys, and (e) confined outflow valleys. Measuring their various morphometric parameters, these five networks differ from each other in terms of parameters of the eroded volume, drainage density and depth values. This classification is more detailed than those described in the literature previously and correlated to several numerical parameters for the first time.These different types were probably formed during different periods of the evolution of Mars, and sprung from differently localized water sources, and they could be correlated to similar fluvialnetwork types from the Earth.

Abstract: The architecture of our ancestors (mediaeval architectural design, folkarchitecture) can serve as a model for recent ecological architecture (concern choice ofmaterial or construction). This work is dealing with a special kind of mediaeval buildingsuch as with rotunda. Here, we deal with the practicality of the mediaeval design and withconstructional questions of the rotunda. There is shown, how a rotunda can bereconstructed from its recently exposed fundament.
