Abstract: several studies have pointed out the importance of client requirements management and the difficulties for implementing it in the construction industry due to the complex nature of its processes. in the low-income housing sector, final clients rarely take part directly in the product development process and for this reason their needs are usually not properly captured and translated into requirements, and consequently these are not properly considered by the design team. this requires important changes in the way the product development process is managed. this paper presents a study on requirements processing of a set of projects of the residential leasing program. this study emphasizes the task of client requirements processing in this context, based on the integration of different sources of evidences, with the perceptions of different clients involved in the design. the main contribution of this investigation was the development of a protocol for requirements processing, which uses visual displays and the house of quality tool, which support the systematic processing of client requirements data.

Abstract: target costing is a strategy developed by the industry to systematically improve product quality in order to deliver more value to customers, by considering the price limits established by the market and maintaining strict cost control. recent studies have suggested ways to adapt this strategy to the construction industry, in spite of the unique characteristics of building production. this paper presents an analysis of the applicability of target costing in the conceptual design stage of low-income housing projects. this investigation was based on a case study developed in the residential leasing program, from brazil, in which construction companies are involved since the early stages of project planning. moreover, some secondary data generated in two previous case studies, focused on the project business supply chain and on the product development process of this program. the results indicate that target costing is applicable in this context, as it introduces mechanisms for taking onto account clients requirements, which are not normally met in low-income housing projects in brazil due to the limited funding available. finally, a set of guidelines for improving the design process is proposed, with the aim of enabling the application of target costing in the context of low-income housing projects.

Abstract: the management of complaints is a widely adopted practice among manufacturing companies, as a way of improving the quality of products and services. regarding construction, there are very few studies on the use of this type of information in project management, as well as there seems to be only a few companies that understand the utility of complaints. this paper presents an analysis of user complaints from a sample of social house-building projects, aiming at investigating the utility of this type of data to provide feedback for the product development process. a database of 6,956 complaints from 42 house-building projects was analysed, all of them located in the state of rio grande do sul, funded by the residential leasing program. initially, the study involved the preparation of the database, followed by the application of statistical tests. the main contributions are related to the utility of the complaint data, including the generation of metrics that can support decision making by different stakeholders in social housing projects, including designers, construction companies, financing institutions, and facilities management companies. those metrics, if appropriately used, may contribute to improve the set of products and services that form social housing projects, and improve the degree of satisfaction of final users.

Abstract: the evaluation of projects is very important for the effort of improving social housing, making it possible to support the assessment of results, and the identification of errors and achievements in relation to the project objectives and actions. however, the diversity and dynamics of housing programs and the lack of clarity in project objectives may hinder the evaluating process of this type of product. often, the evaluation of social housing projects is focused on product attributes, without establishing a clear connection with the expected objectives. in this paper, a model for structuring the evaluation of social housing projects is proposed, adopting a value hierarchy that links the attributes to the consequences of use and intended goals. this model is not aimed to a specific housing program, and is based on the idea of extended products, i.e. it is not limited to the physical products. the main contributions of the study refer to the mapping of the social housing product, as well as to the identification of influences between the assessment of the product attributes, and the results expected by managers and perceived by customers.

Abstract: Este artigo descreve a importancia do compromisso social na forma o dos profissionais de arquitetura e urbanismo no momento em que é abordada a temática da habita o de interesse social. Essa abordagem é feita através da apresenta o de diretrizes organizacionais de implementa o de cooperativas habitacionais autogestionárias a fim de auxiliar na prepara o de alunos e no assessoramento com a capacita o dos profissionais. Nesse contexto é feita apresenta o de um quadro de diretrizes organizacionais, e a partir desse quadro, apresentam-se também duas figuras: a primeira ilustra as principais causas de dissolu o de cooperativas habitacionais autogeridas e a segunda figura demonstra o papel da assessoria técnica e mais precisamente as fun es essenciais do arquiteto urbanista numa cooperativa habitacional autogerida. Ao finalizar, s o expostos conceitos e características da autogest o na produ o de moradia./This subject describes the importance of the social commitment in the formation of the architecture and urbanization professionals at the moment what is approach the housing thematic of social interesting. This approach is doing through of the presentation of directives ordering of implementation of self-managed housing cooperatives in order to aid in the preparation of students and in the assistment with the enable of the professionals. On the context is doing presentation of a chart of directives ordering and from this chart presents also two pictures: the first to illustrate the principal reasons of the dissolving of the self-managed housing cooperatives, and the second demonstrate the role of the tecnic assistance and more specifyty the essential function of the urban architect on a self-managed housing cooperatives. To the ending, are exposed concepts and characteristics of the self administration on the production of residence dwelling.

Abstract: As cooperativas e associa es de trabalho foram criadas, no Brasil, nas últimas décadas do século XX, como uma das formas de gerar trabalho e renda aos sujeitos que se encontram excluídos do mercado formal de trabalho. Este artigo refere-se a uma pesquisa que teve como objetivo analisar a organiza o dos processos de trabalho desenvolvidos em três cooperativas e uma associa o existentes no Rio Grande do Sul. Com a efetiva o desta pesquisa, pode-se verificar que, num primeiro momento, é a possibilidade de gerar trabalho e renda que ocasiona a inser o dos trabalhadores nesses empreendimentos coletivos. Existem, entretanto, outras características importantes na constitui o dessas experiências e de seus processos de trabalho. Os integrantes das cooperativas e/ou associa o podem elaborar as suas próprias regras de normatiza o da produ o e de gest o dos empreendimentos. Merece referência também, o processo de participa o dos sujeitos nas decis es e nas atividades que desenvolvem, possibilitando que esses empreendimentos se tornem autogestionários – com exce o de uma cooperativa –, bem como o rodízio das atividades efetuadas pelos trabalhadores nos processos de trabalho. Para o desenvolvimento desses empreendimentos, fazse necessário, no entanto, o incentivo do poder público, mediante políticas públicas que financiem e assessorem essas experiências.

Abstract: the nuclear energy is a subject widely discussed all over the world. the nuclear accident of chernobyl and the goiania radiological accident contributed decisively to create a negative image of the nuclear area in the brazilian society. the operation of the angra 3 nuclear power plant, which is under construction, is linked to the construction of a radioactive wastes repository, what surely will be explored by the nuclear energy opponents. a big challenge for the professionals of the area in such constructions is not the engineering itself, but the public acceptance of the project, due to the great fear of the society in relation to this subject. the goal is to research and to show some international and national experiences about the public acceptance of nuclear enterprises are presented, giving focus on nuclear waste repositories where unsuccessful processes of public communication happened. it is important also to know such failures in order to not repeat them.
