Research on China’s Social Governance Mode Transformation and Upgrading in Supply-Side Reform Field—From the Perspective of Public Management  [PDF]

Abstract: Supply-side reform has provided an advance institutional environment for the transformation and upgrading of social governance mode in China. In fact, supply-side reform requires the transformation and upgrading of social governance mode, while the latter is an inherent process of the former; supply-side reform and social governance mode’s transformation and upgrading are serving for each other as important impetus, making progress during their interaction. Based on the polycentric governance mode theory, holistic governance theory and social quality theory, the supply-side reform of government should proceed in social governance subject, system design and public service supply. In the context of supply-side reform, social governance mode transformation should stick to the principle of “addition, subtraction, multiplication, and division”: with the “addition effect” of the collaboration between supply-side reform and social governance mode transformation, the single-center social governance mode will be transformed to polycentric governance mode; with the “subtraction effect” of administrative intervention, the government-dominated governance mode will be transformed to government-guided mode; with the “multiplication effect” of institutional innovation, the campaign-style governance mode will be transformed into institutional mode; with the “division effect” of compulsory control, the control-stabilization governance mode can be transformed to social quality governance mode.

Abstract: Supply can be divided into productive supply and commercial supply. The main reason for the supply-side structural reform is to enhance the productive forces, to solve the deep-rooted problems of the economic structure, to moderately control the expansion of supply and to adapt the development of demand by the flexible supply methods. Many innovative reforming modes and actual cases emerged during the supply-side reform of the upgrading and structural adjustment in the textile industries. In this article, based on the innovative application of one-stop service of SLHP, from the point of enterprise management innovation, the author comprehensively described the application and effectiveness of the supply-side structural reform in the textile industries.

Abstract: Innovation is inseparable from the development of enterprise and the improvement of enterprises, and the improvement of innovation is inseparable from the supporting system. In the background of advocating supply-side reform in our country, this paper examines the adjustment of elements structure in the supply-side reform, by constructing models to analyze the need of money when enterprises decided to invest in innovation as well as how financial system affects their need. The result of the model shows that the interest rate of loan determinates whether the company decides to undertake technological innovation. Indirect financing market can stimulate enterprises’ R&D through powering down the risk premium; direct financing market can promote R&D investment by adjusting the ratio between interest rate and riskless interest rate.

Abstract: As a special product, the cultivation and production of grain directly affect the consumption of people, which has an important influence on the development of social economy and the national economy and people’s livelihood. Firstly, the present situation of grain production is analyzed, and the problems facing the structural reform of grain supply side in China are analyzed from grain output and its import and export volume. Secondly, we use grey GM (1, 1) model to predict grain output and consumption, grain import and export volume and all kinds of grain crops output in China, and then analyze the future trend of grain production in China. Finally, we put forward construction of grain branding, rational allocation of grain planting varieties, construction of traceability system for grain production, further grain processing and development of “Internet agriculture” industrial model to promote structural reform of grain supply side.

Abstract: 以金融抑制理论为基础发展起来的农业信贷补贴理论、金融市场理论和不完全竞争市场理论为探寻我国金融支持农业供给侧结构性改革的创新路径提供了有益的参考。结合我国现阶段的农业供给侧结构性改革及农村金融市场运行实践中存在的问题,提出通过加强培育新型农村金融组织、开发新的金融产品等方式扩大涉农金融服务面;通过完善相关政策法规实现对农村金融市场的有效监管,从而增加农村金融有效供给;通过突破涉农贷款抵押担保难的瓶颈、加大农村金融信贷投放、加快三产融合等来加速农业结构调整;通过发展“一条龙”式金融服务和“互联网+农村金融”模式赋予农村金融服务更广泛内涵,从而构建系统化、多元化的农村金融体系。
The ultimate “win-win” of the rural financial system and structural reform of agricultural supply-side will depend on the structural reforming of agricultural supply-side and the developing of rural financial market. Based on the theories of rural finance and financial supplement to structural reform of agricultural supply-side in China, some problems about the structural reforming of agricultural supply-side in China and the developing of rural financial market were analyzed, then the Chinese systematic and diversified rural financial system was created. And in the system, following measures were recommended: expanding the agricultural financial services through strengthening rural financial organizations and cultivating various forms of financial products; improving relevant policies and regulations to achieve effective supervision on rural financial market, so as to increase effective rural financial supply; breaking through the difficulties of agriculture related loans mortgage, increasing rural financial credit, accelerating the three industries’ integration to accelerate the adjustment of agricultural structure; empowering more extensive connotation to rural financial services through the innovation development of the “one stop” service according the agricultural industry chain and “Internet financial services in rural finance” mode.

Abstract: 为研究四川农机化供给侧结构性改革问题,通过实地调研表明:四川农机化供给侧存在供给结构不合理、机艺融合不紧密、农机化服务供给不充分和农机科技创新动力不足等问题.以科技创新为抓手,确定以机艺融合、全程全面、智能化、信息化、绿色环保和精细生产为改革方向,推动现有农机装备提档升级,研究机械化生产薄弱和空白环节的农机技术和装备,提出以农机专项资金、金融和政策进行农机科技创新的精准投入和培育为实施措施,改善四川农机发展滞后和不平衡现状,培育科技创新力量,打造科技创新平台,建立以企业为主体,“政产学研用”一体的农机科技协同创新产业链,促进一、二、三产业融合和产业集群发展.
To study the agro-mechanization supply-side (AMSS) structural reform in Sichuan Province, the results of a field research demonstrate that Sichuan AMSS has a few problems, such as unreasonable supply structure of agricultural machinery, ineffective adaptation between farm machinery and agronomy, insufficient public service of agricultural mechanization and deficient motive force of the scientific and technical innovation (STI) of agricultural machinery. AMSS reform orientation, which includes integration of farm machinery and agronomy, all crops and their whole production processes, intelligentization, informatization, and environment-friendly and lean production, is taken as reform direction by means of STI to improve the current farm machinery and to develop the technology and equipment for production processes which have incompatible and no farm machinery. The AMSS reform implementing measures proposed in this paper are that the government should accurately fund and foster STI of agricultural machinery with dedicated funding, financial system and policy, improve the inadequate development and unbalanced situation of farm machinery in Sichuan, cultivate talents of STI and construct a platform of STI. The government should also establish a farm machinery collaborative innovation industry chain, which centers on enterprise and cooperates among government agencies, industries, universities, institutions and application to promote a deep integration of primary, secondary and tertiary industries and facilitate industrial cluster development
Deepening Institutional Transformation Is the Foundation of Supply-Side Reform

Abstract: 2008年金融危机以来中国经济出现的困难和问题,既有经济周期性因素的影响,但更重要的是发展模式造成的结构性失衡因素占主导。因此,当前去杠杆、去产能并不能从根本上解决中国经济面临的问题,政府主导型的体制基础和官商合谋型的发展模式才是中国经济结构失衡的根本原因。只有深化体制转型,塑造新的市场主体与动力,从根本上推进供给侧结构性改革,才能有效解决结构失衡问题。为此,首先必须调整以政府主导配置资源的经济发展模式,实现政府职能从注重经济建设向服务经济发展的转变,着重增加公共品供给,其次应培育以企业家为主体的资源配置体系,以供给创造需求为核心重构经济增长内生动力。要实现这一目标,需从政府体制转型、完善要素市场、培育企业家创新主体、构建严格的标准化体系以及财税改革等五个方面协同推进。
Since the 2008 financial crisis, the difficulties and problems of China′s economy are partly for the economic cycle, but the dominant factor is the structural imbalances caused by the development model. Therefore, the current deleveraging, policy to capacity should not solve the problems of China′s economy fundamentally, government-led system and the development model of collusion between officials and businessmen are the root causes of China′s economic structural imbalance. Deepening institutional transformation, cultivating new market players and promoting the supply-side structural reforms, are the three measures that can effectively solve the structural imbalance. Therefore, we must adjust the economic development model of government-led resources allocation, and transform the government functions from construction-oriented to service-oriented. The government should increase the supply of public goods, and cultivate a entrepreneurs-led resource allocation system. Supply creates demand is the way to reconstruct endogenous motivation of economic growth. To achieve this goal, the paper argues that we should coordinate the reforms of the following five aspects:government institutional transformation, improving factor markets, fostering entrepreneurial innovation, building strict standardization system and reforms of the taxation reform

Abstract: 农业供给侧改革与精准扶贫具有逻辑关联性,适合构建二者的衔接机制。农业供给侧改革具有制度供给与改革对象明确化的需求,而精准扶贫在制度典范、数据共享、产能化解以及内向监控方面可与农业供给侧改革形成具体的衔接领域。同时,农业供给侧改革也为精准扶贫的纵深发展提供了机遇空间。农业供给侧改革中配置型资源和权威型资源的下移使精准扶贫的内在动力发生明显变化,而因农业供给侧改革市场化原则的引入,扶贫治理规则也发生变动。农业供给侧改革和精准扶贫衔接机制的建立,表明政府应在双方协同关系的基础上实施“整体性治理”,以此克服碎片化的制度和政策对农业供给侧改革与扶贫治理时机的延误。
The agricultural supply side reform and the precise poverty alleviation are logically related, which is suitable for the construction of connection mechanisms. Agricultural supply side reform requires a clear supply system and goal of reform object, while precise poverty alleviation and agricultural supply side reform are linked up in specific areas of the system model, data sharing and monitoring. At the same time, the agricultural supply side reform also provides opportunities for the development of precise poverty alleviation. Agricultural supply side reform in allocation of resources and authoritative resources makes precise poverty alleviation changed significantly, and due to the introduction of the agricultural supply side reform principle, rules of poor governance will also be changed. The establishment of convergence mechanism between agricultural supply side reform and precise poverty alleviation means that the government intends to implement “holistic governance”based on mutual cooperative relations, in order to overcome the delay caused by fragmentation of the system and policy of agricultural supply side reform and poverty alleviation.
The Supply-Side Reform and Cold-Heading Machine Industry

The supply-side reform will be the main direction and policy focus of our nation’s macroeconomic management in the coming period. The paper tries to understand the supply-side reform in per-spective of the cold heading machine industry and analyzes why to change, what to change and how to change. Current problems in the cold heading machine industry in china are that it is in the low- end industrial value chain with low-margin. The increase of operating costs and the affect of financial crisis result in overcapacity and operational difficulties of some cold heading machine manufacturers. Meanwhile, investment of R&D is inadequate and innovation capacity is weak, as well as the turning point appears in labor supply at the first time. The number of researchers is relatively too small. To solve these problems, the direction of supply-side reforms is proposed for the cold heading machine industry.
