Abstract: The reform and developments of the state-owned enterprises and state-owned banks have so important meaning to China’s economic development. By means of regression analysis, the author draws a surprising conclusion: as far as state-owned listing companies are concerned, their achievement has been not satisfied by the end of 2003. It is pointed that the restructuring of state-owned enterprises can not purely depend on governance structure in short time. The key of state-owned enterprises should be transferring business Mechanism and Improving their competition.

Abstract: In order to improve the management level of China’s state-owned enterprises, we should consider the management environment of state-owned enterprises and construct a suitable management mode, instead of copying the management experiences in western countries. Based on an in-depth analysis, this paper puts forward suggestions for the management reform in state-owned enterprises from three aspects. How to properly deal with the relationship between management reform and experience inheritance in state-owned enterprises, how to integrate China’s local cultures, and how to reflect the the theme of the times are the key points to construct the suitable management mode for state-owned enterprises.

Abstract: This paper attempts to examine the key issues relating to African women and minority owned enterprises development in the context of its relationship with economic development. The analysis is further broadened to underscore the determinants of women entrepreneurship development and the environment conducive for its operations. In addition, the policies that are necessary to make this environment favorable are discussed. The generic constraints faced are also listed out. The paper shows the need to accelerate economic development in African countries through promotion of women and majorities owned enterprises. Entrepreneurial orientations should be based on stimulating local entrepreneurial talent and subsequent growth of indigenous companies. This in turn would create jobs and add economic value to the region and at the same time keep scarce resources within the region. The paper recommends that African women and minority owned enterprises should be encouraged and taught to develop new entrepreneurial life styles, capacities, develop global sensitivity and strategic thinking capabilities. Therefore, greater gender equality, better institutions and more efficient economic functioning could possibly lead to access to opportunities, rights and voice.

Abstract:

In this paper, we used Super-efficient DEA methodology and panel data analysis methods to analysis of the relationship between the performance of state-owned enterprises of Sichan and its shareholding structure. The results showed that: there is no significant correlation between the ownership concentration and corporate performance; there exists significant negative correlation between the proportion of state-owned shares and corporate performance; there is no significant correlation between the proportion of corporate shares and corporate performance. Thus, that moderate control the proportion of state-owned shares will be benefit to the state-owned enterprises of Sichuan.

Abstract: 摘要 社会主义市场经济体制的性质决定了国有经济与民营经济不应是相互排斥的,而是可以共同发展的,关键是确认它们在各自适宜发展的领域发挥作用。本文从产品性质及行业特性两个维度来客观制定功能导向的分类方法,以此来对不同类型的国有企业选择不同的改革模式。即提供公共产品的国有企业宜选择国有国营模式,垄断性国有企业宜选择国有国控模式,竞争性国有企业一部分宜进行产权多元化的股份制改造,一部分宜实行民营化。在分类改革原则下推进国有企业的混合所有制改革,在公共产品领域推进“长期导向”下的混合,在自然垄断领域推进“控制权导向”下的混合,在竞争性领域推进“流动性导向”下的混合,同时构建与国企分类改革战略相适应的国有资产监管体制。在利益相关者合作逻辑下,分类分层推进国有企业治理结构的创新,并分类构建国有企业经营者的激励机制。

Abstract: The current investment trends in Ethiopia indicate that the private sector is not willing to invest in remote areas. This is due to the fact that the central objective of the private companies is profit maximization in any business activity. Hence, anticipating merely the private sector’s investments doesn’t work for Ethiopia’s pastoral areas. State-owned enterprises (SOEs) and endowment companies should be taken as alternative means to promote investments in those remote pastoral areas. Obviously, the SOEs can be established by the federal and regional governments of Ethiopia, whereas the endowment companies can be established by charitable endowments which need to be non-political party-affiliated. The constitutional basis for establishing those entities may be challenged due to the existence of some concerns over the operation of the existing ones. The writer of this article is of the opinion that there are adequate legal and policy justifications as well as practical necessities for promoting SOEs and endowment companies. The need for promoting investment through those business entities is uncontestable as the private sector is reluctant to invest in the remote pastoral areas. The main objective of this article is to investigate the policy and legal justifications for promoting investment through SOEs and endowment companies in Ethiopia’s pastoral areas. Moreover, the article suggests the compatible political economy model to strengthen a government-led investment, for the purpose of this article, in pastoral areas.

Abstract: Up to the present, nearly fourteen years have passed since China’s accession to WTO. Among the various impacts the accession may bring about, the one on State-owned Enterprises (SOEs) was most widely concerned due to their special characteristics and particular roles in Chinese economy, politics and society. Abstract: In this work we analyse to what degree the efficiency of a publicly owned non-monopolistic enterprise improves as a result of the introduction of strategic organizational reforms consisting of adopting ‘private-firm-like’ management practices, criteria, and governance structure; i.e. corporatization, commerciallization or ‘organizational privatization’ measures. The subject is addressed here through an in-depth analysis of a case study, which shows up fours moments of significant organizational strategic reforms of the above type over the course of 22 years. The present work also presents an improved methodological approach together with a novel quantitative approach for evaluating those changes in the firm’s efficiency that can be attributed to some given events. Our results give support to the hypothesis that the economic efficiency improve as a consequence of such organizational privatization strategic reforms, though improvements may entail a given time-delay.
