Discussion on the Application of PPP Model in New Infrastructure Construction  [PDF]

Abstract: In order to study how to promote the new infrastructure construction by PPP model, this paper summarizes the meaning and characteristics of Public-Private Partnership, elaborates the significance of PPP model applied in new infrastructure, and expounds the problems faced by PPP model applied in new infrastructure. The paper shows that if we overcome the difficulties for the PPP model, the PPP model can promote the new infrastructure construction. And the paper gives some suggestions: changing the traditional role played by the government, highlighting its guiding function, formulating rational distribution of interests, resolving dispute reasonably, forming scientific and rational pricing mechanism for the public good and service, cultivating specialized personnel.
A Probe into the City Combination of Shanghai,Hangzhou & Ningbo

Abstract: The six cities - including Shanghai, Hangzhou and Ningbo - around the Hangzhou Bay have maintained close social and economic relationships with each other. With transportation and other infrastructure facilities improving day by day and especially the Hangzhou Bay Bridge under construction, two hours' car drive will be made possible between Shanghai, Hangzhou and Ningbo. As groups of cities, belts of cities and rings of cities are being formed in many parts of the world today, Shanghai, Hangzhou and Ningbo in the Bay area are likely to form a city combination. Based on the analysis of the present conditions of the Bay cities' development and the important function of the city combination, a tentative plan is advanced for the space planning of the combination.

Abstract: In this article, we list and compare specific investment and financing modes in the domain of public infrastructure, put forward main factors which influence the mode selection, establish the index system for the mode selection, and finally bring the method of fuzzy comprehensive evaluation into the specific mode selection under the concept of PPP (Public Private Partnerships) to strive for the quantification of the qualitative analysis.
Research on Planning and Management of Urban Parking Lot—Taking Hangzhou as an Example  [PDF]

With the increasing number of city cars, traffic jams and parking difficulties have become a bottleneck of urban development. Creating the conditions to achieve the dynamic balance between road and automobile resources and allocate the parking resources reasonably is not only beneficial to the rapid development of cities, but also convenient for people to travel by bus or car. It can also ensure orderly parking, implementation of normative management, which can solve the problem of traffic jam and parking difficulties thoroughly. This paper takes the city of Hangzhou as an example, discussing the existing problems and countermeasures in urban parking planning and management. This paper first analyzes the existing problems in Hangzhou parking management from aspects, such as the serious shortage of parking lots, the lack of a clear management body, the inefficient use of car parks in some areas and lack of a long-term mechanism to attract social forces to participate in car park construction, and then proposes solutions to the problems from different aspects, such as giving full play to the pilot role of urban parking planning and management, establishing and improving the mechanism on parking lot management, and introduces social forces to participate in the construction and management of car parks, which provides reference for the planning and management of urban parking lot in China.
Risk Identification and Assessment in PPP Infrastructure Projects using Fuzzy Analytical Hierarchy Process and Life-Cycle Methodology  [cached]

Abstract: To fulfil the increasing demands of the public,Public Private Partnership (PPP) has beenincreasingly used to procure infrastructureprojects, such as motor ways, bridges, tunnelsand railways. However, the risks involved inPPP projects are unique and dynamic due tolarge amount of investment and longconcession period. This paper aims to developa risk identification framework from theperspectives of project life cycle, and anassessment framework for risks associatedwith PPP project using fuzzy analyticalhierarchy process (AHP). First the paperreviews the current literature to identifycommon risks in PPP infrastructure projectsand classification methods used. The risksidentified from the literature were classifiedusing project life cycle perspectives. Followingthat, the paper presents the advantages offuzzy AHP. Furthermore, the paper provides aframework for assessment of risks in PPPprojects followed by an illustrative examplewhere the data was obtained from surveyquestionnaires. The paper concludes that risksassociated in PPP infrastructure projects areunique and therefore it is beneficial to classifythem from project life cycle perspectives, andthe proposed fuzzy AHP method is suitable forthe assessment of these risks.
Impact of economic development on wetlands in Hangzhou Bay Industrial Belt

Abstract: Based on Landsat TM images in 2005 and urban planning data of 2005–2020 in Hangzhou Bay Industrial Belt, this paper studied the potential risk of the planned urban construction land extension to the wetlands by employing a GIS spatial analysis method. The results show that: (1) The wetland resources are widely distributed and diverse, with a proximal distribution to present urban construction lands spatially. (2) From 2005 to 2020, the urban construction lands will expand vastly and rapidly, and will take over large areas of wetlands that are mostly the ponds and the aquiculture water areas in the reclamation areas of Hangzhou Bay south coast. Moreover, this change will be spatially uneven obviously, e.g., the most serious recessions of the wetlands are concentrated in Ningbo city, Hangzhou city and Cixi city. (3) Overall, the potential risk to wetlands is very high, and will keep increasing with the trend of urbanization. (4) The quantity and spatial pattern of the planning urban construction land have substantial impacts on the wetland loss. Therefore, some policies and regulations are suggested to coordinate the relationship between urban economic development and wetland resource protection such as adjusting the construction land planning, compensating for wetland occupation as well as constructing wetland parks.
Analysis of Chinese Infrastructure PPP Project Risk Management—Based on the COSO-ERM Framework

在基础设施建设中引入PPP (Public Private Partnership)融资模式能够解决财政资金压力大、项目建设效率较低等问题。但PPP模式中同样存在项目建设时间长、资金缺口大、合同构造复杂、风险因素高等问题,实务中往往因为无法对PPP项目全生命周期中出现的种种风险进行合理、科学管理而致使成功案例较少。在PPP项目中引入COSO-ERM进行风险管理,从内部环境、目标设定、事项识别、风险评估、风险应对、控制活动、信息与沟通、监控等八要素对PPP融资模式进行分析,建立PPP项目风险管理的基本思路和流程,区分相关事项和非相关事项,对相关风险加以控制,保证项目的执行和建设始终符合项目目标。
In the construction of infrastructure, introduction of PPP (Public Private Partnership) financing model can solve the problems of high financial fund pressure, low construction efficiency, etc. But in the PPP model, long-time project construction, large funding gap, complex contract structure, high risk factors and other problems also exist; in practice few cases are successful, due to the lack of reasonable and scientific management of the risks arising from the whole life cycle of the PPP project. The paper introduced COSO-ERM in the PPP project for risk management, analyzed the PPP financing model from the perspectives of internal environment, goal setting, event identification, risk assessment, risk response, control activities, information and communication, monitoring and other eight elements, established the basic idea and processes of PPP project risk management, distinguished the related matters and the unrelated matters, and controlled the relevant risk, so as to ensure that the project execution and construction always meet the project objectives.

Abstract: With the establishing and improving of generic technologies development system in various countries, the obstacles which block the development of generic technologies have been transferred from basic R & D sessions to the downstream sessions, which refer to industrial applications. The research on integrating priority sequence of generic technologies commercialization in the stage of knowledge diffusion is desiderated. Given the limitation of generic technologies classification perspective based on bottom-up tree structure, using social network analysis method, this paper puts forward a method which identifying industrial generic technologies reversely by observing the sharing of proprietary technology to generic technologies from the top of technology tree, in order to pinpoint generic technologies with market conditions and those still need to be studied, moreover, to provide a scientific evaluation method for government intervention in the diffusion of generic technologies. In order to achieve this research, we take biotechnology as an example to conduct empirical test.
Risk Analysis of Integrated Pipe Gallery PPP Project Based on the Analytic Hierarchy Process

As a public infrastructure for integrated construction, the integrated pipe corri-dor can extend the service life of the road and save the urban ground space [1]. Rational distribution of integrated pipe corridors provides a strong guarantee for the sustainable development of the city [2]. In recent years, the integrated management of the corridor government and social capital cooperation (PPP) has been widely used in China, in the integrated pipe gallery PPP project, high-speed under the development situation, problems such as out-of-control design in the early stage and loss of trust during the construction period are frequent. Contractual disputes caused by these problems, government repurchase, project suspension and other risks damage the project benefits, which seriously violate the original intention of the project [3]. PPP projects are characterised by long-term, variability and complexity. Risks are more difficult to control than conventional projects. It is a need for a dynamic risk management system that can effectively prevent and control the occurrence of risks, accurately assess risk factors and ensure the protection of risk management.
